His appointment adds critical depth to the Company's expansion into the defence and national security sectors, particularly in support of the commercialisation of P2P's StealthWave spatial intelligence platform.
Originally from Montreal, QC, Rear-Admiral Donovan served for 35 years in the Canadian Armed Forces. His operational career spanned both the Atlantic and Pacific coasts, including command of His Majesty's Canadian Ship Vancouver and deployments in support of Canadian, Coalition and NATO missions, including service in Afghanistan.
Following a strategic appointment to the Privy Council Office supporting the National Security Advisor to the Prime Minister, Donovan was promoted to Flag rank in 2016. He was given the lead role in shaping the future of the Royal Canadian Navy. His mandate covered every critical element: surface and subsurface platforms, training, personnel, infrastructure, digital transformation and innovation.
In his most recent public appointment, Donovan served as Co-Executive Director of Canada's Public Inquiry into Foreign Interference. His leadership of the inquiry's operations was formally recognised by Commissioner Marie-Josée Hogue for its excellence and sound judgment.
Rear-Admiral Donovan holds a Bachelor of Politics and Economics and a Master of Defence Studies from the Royal Military College of Canada. He is a graduate of Canada's National Security Program, the U.S. Department of Defence CAPSTONE course, and Harvard's Senior Executives in National and International Security Program. Can a peace agreement be reached in Ukraine without ceding territory to Russia?
When Donald Trump hosts Volodymyr Zelensky at the White House on Monday, the U.S. President is set to turn up the pressure on his Ukrainian counterpart to agree to a peace deal with Vladimir Putin after Mr. Trump backed down from pressing the Russian leader for a ceasefire. Mr. Zelensky, for his part, plans to bring a troop of fellow European leaders with him to the sit-down, hastily scheduled after Mr. Trump and Mr. Putin's Friday meeting in Alaska. They are expected to fight back against Russia's demand that Kyiv surrender swaths of territory to Moscow. Mr. Trump, who once promised to broker an end to Mr. Putin's invasion of Ukraine within a day of taking office, has signalled that he wants an agreement in short order. But whether a conclusion is possible in the face of Mr. Putin's conditions and Mr. Trump's frequently changing position on the war remains unclear. At stake is the outcome of Europe's deadliest fighting in 80 years. And at play is the once-unthinkable possibility that the U.S. might push to recognize Russian sovereignty over land that Moscow seized in an invasion. The U.S. President sought to project optimism Sunday. 'BIG PROGRESS ON RUSSIA. STAY TUNED!' he posted on Truth Social. Steve Witkoff, Mr. Trump's special envoy for peace missions, said the U.S. and European countries might offer Ukraine similar protection that NATO countries have under Article 5 of their collective defence pact as part of a peace agreement. Under such a scenario, the U.S. and other countries would promise to defend Ukraine if it were invaded again. 'The United States is potentially prepared to be able to give Article 5 security guarantees – but not from NATO – directly from the United States and other European countries,' Mr. Witkoff said on Fox News on Sunday. It remains to be seen whether Ukraine would trust such a guarantee. In 1994, the country gave up its nuclear weapons in exchange for security guarantees from the U.S., Britain and Russia, only for Russia to later invade and occupy swaths of its territory, starting with Crimea in 2014. Mr. Witkoff said he was optimistic the Monday meeting would lead to a later trilateral gathering between Mr. Trump, Mr. Putin and Mr. Zelensky. He indicated that territorial concessions were on the table. 'It is for the Ukrainians to decide how they might land swap, how they might make a deal with the Russians on different territories there.' Mr. Zelensky's squad at the meeting is expected to include British Prime Minister Keir Starmer, French President Emmanuel Macron, German Chancellor Friedrich Merz, European Commission President Ursula von der Leyen, Italian Prime Minister Giorgia Meloni, NATO Secretary-General Mark Rutte and Finnish President Alexander Stubb. Analysis: Truth will likely be the last casualty of war in Ukraine Speaking to reporters in Brussels, Mr. Zelensky reiterated that 'the constitution of Ukraine makes it impossible' for him 'to give up territory or trade land.' And he poured cold water on Mr. Putin's reported demand that Kyiv cede land to Moscow that Russian troops don't even occupy, including the whole of Ukraine's Donbas industrial region. 'We need real negotiations, which means they can start where the front line is now. The contact line is the best line for talking.' Prime Minister Mark Carney, who took part in a virtual meeting with Mr. Zelensky and the European leaders on Sunday, warned in a statement that 'President Putin cannot be trusted' and any peace deal would therefore have to include 'robust and credible security guarantees' for Ukraine, along with a strong Ukrainian military. 'Current diplomatic engagement must be reinforced by continued military and economic pressure on Russia to end its aggression,' Mr. Carney said. Before his Friday meeting with Mr. Putin, Mr. Trump repeatedly threatened to increase sanctions on Russia and said he was 'not going to be happy' if the Russian leader didn't agree to a ceasefire. After the tête-à-tête, however, Mr. Trump changed his mind. He expressed agreement with Mr. Putin, saying it was on Mr. Zelensky to 'make a deal' with Russia, without Russia having to pause fighting. In an interview with Fox News, Mr. Trump said 'it's really up to Zelensky to get it done' because 'Russia is a very big power, and they're not.' The U.S. President said his conversation with Mr. Putin was 'very warm' and that Mr. Putin had backed Mr. Trump's false claim that the 2020 election was rigged against him. Secretary of State Marco Rubio on Sunday said sanctions might still be on the table if there is no peace agreement. 'If this whole effort doesn't work out, then there is going to have to be additional consequences to Russia,' he said on ABC. He defended Mr. Trump's decision not to follow through on his previous sanction threats. 'The minute you levy additional sanctions, strong additional sanctions, the talking stops,' he said.

This is the first time all summer that my husband and I have gotten away, just the two of us. It is not really for leisure: He's on a work trip and I'm typing on a beach. There is also fallout from Air Canada's labour dispute that could mean navigating a hellscape of travel upon our return. It's funny what passes as a vacation these days. Here are five things to know this week: (CP)I of the storm: With few earnings reports in Canada, inflation will be the main reason for traders to show up to work this week. The Bank of Canada will get its second last look at headline and core inflation on Tuesday morning before the next interest rate decision in September. Headline inflation is expected to cool thanks to lower shelter and gasoline prices. However, core inflation is expected to remain sticky at 3 per cent. We learned last week that the central bank decided to hold interest rates at its last meeting precisely because core inflation remains elevated – it has been above 3 per cent for three months now. 'The BoC needs to see at least a couple of months (and probably three) of decelerating inflation before further rate cuts are on the table,' wrote Benjamin Reitzes, managing director for Canadian rates and macro strategist at Bank of Montreal Capital Markets. Inflation will be a hot topic at the Jackson Hole Economic Symposium taking place in Wyoming toward the end of the week. Nearing the end of his term, Jerome Powell will give his remarks for the last time as Federal Reserve Chair. Investors will want to know how Mr. Powell is feeling about inflation after last week's data produced mixed results: lower consumer prices and significantly higher producer prices. The recent softness in the U.S. labour market may be the tipping point with investors betting on a September rate cut. Big box: Walmart Inc. is trading around record highs, while Target Corp. is languishing around a five-year low, and this week we will get a closer look at how these two big-box retailers are faring. While the two companies seem similar on the surface, grocery and everyday low prices have put Walmart in the pole position. But it also means that investors are now paying nearly 40 times earnings for Walmart compared to just 14 times for Target. Having said that, Walmart reports this Thursday and is expected to show an 11-per-cent increase in profit compared to a 23-per-cent drop for Target, which will report on Wednesday. Bank of America doesn't recommend getting lured in by Target's cheap valuation. 'Target is falling behind peers and has tougher challenges,' wrote Robert Ohmes, a senior research analyst at the bank, in an Aug 15. note downgrading Target to underperform ahead of earnings. Mr. Ohmes said Target's compounding sales growth has fallen below Walmart, as Walmart's online sales 'meaningfully outpace' those of Target. Aside from comparing the two, investors will be eyeing what the earnings say about the consumer spending outlook: If nothing else, it may offer a more accurate picture than numbers from the Bureau of Labor Statistics, where former commissioner Erika McEntarfer was recently fired by U.S. President Donald Trump. Building blocks: Home Depot Inc. and Lowe's Companies Inc. have been on a tear with both retailers' stocks up about 20 per cent over the last few months. Earnings this week will be a test of whether the enthusiasm around housing is warranted. It is no secret that the U.S. housing market has been in a funk coming off the trading-spaces hype, post-pandemic. Hopes are high that things are starting to turn around. Estimates for comparable sales growth are sitting at a three-year high. Royal Bank of Canada is warning that might be too lofty, in a preview note to clients. 'We're expecting modest comp misses for both names,' wrote Steven Shemesh, equity research analyst at RBC Capital Markets. However, he acknowledges that the buy-side might be prepared for that. Cyberstalking: Palo Alto Networks Inc. will have a chance to calm some nerves when it reports Monday. The cybersecurity giant plunged after announcing a US$25-billion deal to buy Israel's CyberArk in a cash and stock deal at the end of July. Investors are also nervous about volatile tech spending and how that might affect their forecast. Earnings from rivals haven't been a clean sweep and that is putting investors on edge. 'Despite our expectations of a solid quarter, we think shares will likely trade sideways in the near-term, given a combination of a potentially conservative guide, along with long-only investors not rushing to jump into the name,' wrote Adam Borg, managing director of equity research with Stifel, in a preview note to clients.
