MAHB says 62 million passenger movements by year-end target ‘very achievable'

SEPANG: Malaysia Airports Holdings Bhd (MAHB) is optimistic of achieving its target of 62 million passenger movements by year-end, a milestone that would mark its return to pre-pandemic levels.
Group managing director Datuk Mohd Izani Ghani said the positive trajectory is being driven by a series of strategic upgrades and service transformations across its network, particularly at the Kuala Lumpur International Airport (KLIA) Terminal 1.
'This year is about re-establishing our strength. Passenger movement numbers are moving in the right direction. Looking at the trend, 62 million by year-end is very achievable,' he told reporters during a media briefing on MAHB's strategic direction here today.
Mohd Izani, who took the helm at MAHB in August last year, said the company has pivoted towards a more agile, responsive and customer-focused model, shedding old bureaucratic ways in favour of speed and service excellence.
'I told my team we cannot run an airport at the pace we used to. This is a customer-facing business. Passengers expect quick responses and smooth experiences, so that's what we are focusing on,' he said.
He added that MAHB's transformation is anchored on three pillars: service excellence, growth, and capacity enhancement under the group's refreshed airport strategy, and the KLIA ecosystem is at the centre of this repositioning plan to build a connected and efficient hub.
MAHB has already completed 14 facility upgrades in the first half of the year (H1'25) at KLIA Terminal 1, involving improved passenger clearance lanes and check-in zones. These efforts, costing about RM30 million, have increased throughput by 40%.
'These are the low-hanging fruits, done with support from our experienced partners, including Global Infrastructure Partners. They helped us fine-tune operations, such as shortening clearance times and optimising passenger flows,' he said.
When asked about capital expenditure for H2'25, Mohd Izani replied that the company is still finalising the figures.
On MAHB's regional competitiveness, he said the group is focused on building strength in the regional travel segment rather than competing head-on with larger hubs such as Changi (Singapore) or Suvarnabhumi (Bangkok).
'We do not need to fight head-on. We focus on our niche. Many regional carriers are already operating out of Malaysia and we can build on that. We provide the customer flow and the experience, and the connectivity will follow,' he said.
He noted that collaboration between airports and airlines has improved in recent months, which bodes well for long-term route development.
Asked on whether MAHB faces restrictions when engaging foreign carriers due to commitments to the national carrier, Mohd Izani said the airport operator maintains a performance-driven approach.
'We support our national airline as best we can. At the same time, we do not restrict others from coming in. Everyone has to perform. It's a level playing field,' he said.
Mohd Izani said MAHB is exploring the feasibility of enabling seamless passenger transfers between KLIA Terminals 1 and 2.
Proof-of-concept trials are under way, including evaluating shuttle routes and baggage transfer processes.
'We are testing how many minutes it takes to move passengers between terminals, including baggage transfers. Once that is sorted, and if airlines are aligned, it can happen,' he said, adding that the Ministry of Transport is supportive of the initiative.
Commenting on the recent brief disruption to the newly resumed aerotrain service at KLIA due to rainwater accumulation, Mohd Izani said the issue was promptly resolved by replacing the faulty pump and improving the drainage system.
'We've been assured by our engineering team that it is under control now. The improvements have addressed the root cause,' he said.
In preparation for Visit Malaysia 2026 and the Asian Games in 2027, MAHB is curating new passenger experiences.
Among them is Project Rimba, a revitalised indoor forest with thematic features including improved lighting, waterfalls and seasonal floral showcases.
'We want to give passengers something to look forward to. This is part of our commitment to continuous improvement,' he said.
MAHB, now privately held by Khazanah Nasional via UEM, the Employees Provident Fund and Global Infrastructure Partners with Abu Dhabi Investment Authority, continues to hold its golden share under the Ministry of Finance.
Mohd Izani said the privatisation has helped expedite decision-making, with a supportive board comprising seven shareholder representatives and four government-appointed members.

Hartasuma Ropeways, as the long-term concessionaire, will be responsible for developing, financing, operating and maintaining the entire cable car system. BPMB group corporate and investment banking managing director Mohamed Nazri Omar said the financing reflects BPMB's commitment as a development financial institution to support sustainable infrastructure that delivers long-term social and economic benefits. "This RM367.2 million financing facility reflects our focus on supporting sustainable tourism infrastructure that generates long-term social and economic benefits. "By enabling the Penang Hill cable car project, we are helping to strengthen Penang's position as a world-class tourism destination and create meaningful opportunities for the community," he said at the memorandum of understanding (MoU) signing ceremony here today. BPMB group head of coverage Gerald Goh and Hartasuma executive director Tan Sri M Ravindran signed the MoU, witnessed by Penang Chief Minister Chow Kon Yeow. Mohamed Nazri said the project marks BPMB's first blended finance initiative, combining debt financing and equity investment of up to RM30 million via subsidiary BPMB Dana Sdn Bhd. Meanwhile, Ravindran said the project is about creating a shared legacy that future generations can connect with. "With this milestone now achieved, the focus will shift towards execution to deliver a transformative, globally admired experience by early 2027,' he added. Chow said the cable car project reflects Penang's vision for sustainable tourism, balanced development and long-term planning. "Today's signing ceremony is more than just a financing milestone. With ridership on the funicular surpassing one million this year and major transformation underway at the Astaka food court, the need for this project is urgent. "The cable car will not replace the funicular, but complement it. It will alleviate congestion, enhance visitor experience and strengthen preparedness during peak periods," he said. Designed to carry up to 1,400 passengers per hour in each direction, the Penang Hill cable car will be a 10-minute 2.73-kilometre journey from the Penang Botanical Gardens to the summit. There will be three main stations, the Garden Station at the foothill, the Turn Station mid-way and the Hill Station at the top. It will offer an alternative transport mode to the existing funicular railway. The Penang Hill cable car project is scheduled for completion by December 2026. He also acknowledged the Regent of Johor Tunku Mahkota Ismail for supporting the garden's upgrade as a major attraction. 'The Johor Royal Botanical Garden will open to the public starting August 31, 2025,' Onn Hafiz announced in a Facebook post. Operating hours will be from 8 am to 6 pm, Wednesday to Sunday, with closures on Monday and Tuesday for maintenance. Entry fees are set at RM2 for Malaysians and RM30 for foreigners, while children under five and OKU cardholders enter free. Originally developed in 1864, the garden now spans 126 acres with 12 themed gardens and 583 plant species. This marks the launch of a major infrastructure initiative aimed at improving access to Penang Hill, expanding connectivity to the Penang Hill Biosphere Reserve, enhancing the visitor experience and supporting the state's long-term tourism growth. The RM367.2 million financing facility represents a major step forward for the project as it moves towards full-scale construction. As the long-term concessionaire for the Penang Hill cable car development, Hartasuma Ropeways will be responsible for developing, financing, operating and maintaining the entire system. Backed by a combined equity investment of up to RM30 million structured via Musharakah, this structure demonstrates BPMB's commitment to innovative financing models that crowd in both public and private capital. The investment also supports three key NETF energy transition levers: Energy Efficiency, Renewable Energy and Green Mobility. Hartasuma executive director Tan Sri Ravindran Menon said they are building more than a cable car. "We are building a shared memory - one that will be passed down in stories, revisited in photographs and treasured in the hearts of those who journey here. According to Chow, the partnership between Hartasuma and BPMB allows us to act while momentum is strong and public confidence is high,' Environmental stewardship is embedded into every phase of the project, from sustainable construction techniques and solar energy integration to ecological safeguards that preserve the hill's unique biosphere. In addition to its environmental focus, the project is projected to create nearly 400 jobs, foster youth training programmes and ensure inclusive access for people with disabilities, expanding its positive impact well beyond the tourism sector. In June, Chow said piling works at the project site were progressing smoothly and the state government believed the project would be completed within the scheduled time frame. The Penang Hill cable car project is scheduled for completion by December next year, after which it would undergo a three-month trial and 'dry commissioning' phase before being officially opened to the public. In June last year, Prime Minister Datuk Seri Anwar Ibrahim launched the Penang Hill cable car project, marking a milestone in the state's efforts to enhance Penang's tourism infrastructure, improve connectivity and accessibility to Penang Hill and transform it into a must-visit historic landmark.
