Streamers Urged to Pay U.K. Levy to Protect Embattled British TV Drama in Parliament Report: They Must ‘Put Their Money Where Their Mouth Is'
The British government has been urged to take a series of drastic measures to help support the beleaguered U.K. TV industry and indie film sector in a major parliament committee report.
Following months of evidence provided to MPs by some of the biggest figures in the British creative industries, the wide-ranging report asserted that 'tax breaks and a streamer levy should be on the table' as part of an 'urgent package of support for U.K.'s crisis-hit high quality drama sector.'

Amid spiraling costs, a collapsing ad market, major funding cuts across the local networks and the recent global pullback by studios and streamers when it comes to local co-productions, the report called for an enhanced tax incentive for domestic high-end TV, much like the new Independent Film Tax Credit (IFTC), announced in 2024.
Some of the evidence given to MPs underlined a crisis when it came to getting prestige British storytelling financed ('Wolf Hall' director Peter Kosminsky said 'Wolf Hall: The Mirror and the Light' could only get made when lead star Mark Rylance took a major pay cut). To that end, the report urged streamers, who it said 'benefit from the creativity of British producers,' to 'put their money where their mouth is' by committing to pay 5% of their U.K. subscriber revenue into a cultural fund to help finance 'drama with a specific interest to British audiences.'
It added: 'If the industry does not voluntarily establish the fund within a year, the Government should introduce a statutory levy.'
Also on the subject of TV, the report argued that that 'dynamic between independent producers and streamers is not sustainable,' and that U.K. production companies were being 'gutted by deals that deny them the ability to fully monetise their intellectual property.' It said the government should consider ways that U.K. could retain a greater share of IP rights when working with streaming platforms.
While the report acknowledged the IFTC — as called for by the previous committee in the last parliament — as a 'welcome first step' for the film industry, it said it was a 'game-changer but not a silver bullet for all the problems facing independent British film.' It recommended that the U.K. government go further with, among various measures, a targeted 25% tax relief towards the P&A costs of films that had benefitted from the IFTC.
In an industry that is dominated by freelance workers, the report also made a range of recommendations on ways to bolster both skills and workers rights. Among them was it backing — as put forward by the last committee — for the government to appoint a dedicated Freelancers' Commissioner.
Other recommendations including the government funding an AI observatory and tech demonstrator hub with the British Film Institute, a reduction in taxes on cinema tickets and a twice-yearly analysis comparing the U.K.'s film and high-end TV tax incentives with those of other countries in order to maintain competitiveness.
The report also addressed efforts to tackle bullying and harassment, urging the industry to commit to 'unconditional, long-term funding' of the previously-unveiled Creative Industries Independent Standards Authority 'within six months.' It added that the government should step in to explore options to fund the body should the industry not delivery a voluntary solution.
'Big box-office blockbusters made in Britain have showcased the U.K.'s world-class film and high-end television industry like never before,' said committee chair Dame Caroline Dinenage MP. 'But the boom in inward investment of recent years now risks crowding out our many talented independent British producers. While streamers like Netflix and Amazon have proved a valuable addition for the industry and economy, unless the Government urgently intervenes to rebalance the playing field, for every 'Adolescence' adding to the national conversation, there will be countless distinctly British stories that never make it to our screens.'
Kosminsky — who made the case for the 5% levy on streamers — unsurprisingly welcomed that aspect of the report. 'This is a brave thing to do in the current political climate and absolutely the right solution,' he said. 'However, I do think it is important to stipulate that the fund created by this levy should only be available to productions which are either commissioned or co-commissioned by a public service broadcaster. As far as I can see, this isn't made clear in the report and it is an essential aspect of the 5% levy solution to the problems our industry faces.'
In a statement provided to Variety, Netflix pushed back against the recommendation, arguing that the added cost from the levy would only be passed on to the consumer.
'The U.K. is Netflix's biggest production hub outside of North America — and we want it to stay that way,' a spokeswoman said. 'But in an increasingly competitive global market, it's key to create a business environment that incentivises rather than penalises investment, risk taking and success. Levies diminish competitiveness and penalise audiences who ultimately bear the increased costs.'
Numerous distributors, including StudioCanal, Lionsgate, Black Bear Pictures, Altitude, Picturehouse Entertainment and True Brit, applauded the urge for the government to offer a P&A tax relief on British indie features.
'When releasing a British film in the U.K., we are spending and competing in advertising terms with Blockbuster movies, games and other commercial retailers, who have many more millions of pounds in their budgets than independent film distributors,' said True Brit CEO Zygi Kamasa. 'In order to ensure that those very films that are now being supported in production are adequately released, then a tax credit for P&A would be a huge boost to distributors and to those films to maximise their potential box office takings.'

‘Ginny & Georgia' Puts A Spotlight On Depression And Addiction In Season 3
Felix Mallard and Sara Waisglass on 'Ginny & Georgia' on Netflix. When Ginny & Georgia premiered on Netflix in 2021, it looked like a fun popcorn binge-watch, but viewers quickly realized this series is much more than a soapy teen drama. Series creator and executive producer Sarah Lampert gave fans a sexy, fun show while also putting the characters through real-life issues, including eating disorders, personality disorders, and self-harm, to name a few. This season, depression and addiction take center stage with Felix Mallard's character, Marcus Baker. Mallard, alongside Sara Waisglass, who portrays his twin sister, Maxine, sat down and spoke with me about tackling such serious subject matter for a television show. 'When you want to tackle something as serious as this, you want to treat it with a level of reverence and a level of love that people watching don't feel spoken down to or people don't feel like they're being made fun of, but they can really see their own emotional journey through it, you know? And with something like substance abuse, depression, and mental health, I think it requires a level of care and a level of understanding, and it's a delicate topic, so to be able to approach that is important," explained Mallard. "Hopefully, we did that in a way that people can resonate and feel understood instead of made fun of.' While Marcus is unable to hide his depression and addiction, Maxine is the opposite. Counter to her brother, she's the outspoken, happy-go-lucky, popular girl who masks her loneliness and sorrow. Waisglass explained why it was so important to show this duality. 'That was something I was really proud of, that the writers did, because I don't think depression is one size fits all. I think everyone experiences it in a different way. I think one of the most shocking things is when you see someone who you think is brilliant and funny and amazing and has the best energy, and you understand that they struggle with mental health. It's always a shock, and I love that we're diving into that this year because I don't think anyone would look at Max and call her depressed. But I think she just deals with it in a different way, and her coping mechanism is to make everyone else happy, because if she can't make herself happy, she can at least do that for other people, which I think is a beautiful quality of hers.' She added that Ginny & Georgia also does a great job of showing what it's like to love a person who's struggling and how mental health affects everyone. 'It's not just in first person, but second person, third person. It's something that really does affect everyone. I like that we showed all sides of it.' When asked what it was like to portray a lonely, ostracized Maxine, Waisglass said it was painful. 'Whenever we do scenes in a classroom, it brings me back to high school. I did not have a single classroom scene this year, but I felt like I was in high school. Reading the scripts and seeing the hilarious scenes that I wasn't going to be part of reminded me a lot of when I was younger, and my friends hung out without me. It was very painful. I think it's something that everybody goes through. It's a rite of passage because it forces you to stand on your own two feet and recognize who you are and what you bring to the table, and that rejection is not about you. It was a very hard storyline to be part of; it hurt.' Lampert entertains the audience while tackling mental health in a unique way that doesn't feel heavy-handed or preachy and instead feels inclusive, respectful, and kind. 'The show's theme is that everyone is fighting a battle you can't see,' said Lampert in an interview before the new season's premiere. This has led to an audience connecting to the show on a deeper level. Lampert is dedicated to covering these topics accurately; she and her team have worked closely with Mental Health America since season one to craft these storylines. Season three premiered on June 5, and this show gets better with each season. The ten-episode third season is a rollercoaster ride, and the finale is phenomenal, with two cliffhangers in the last few seconds that will leave fans salivating at the bit for season four. The story centers around Brianne Howey's Georgia Miller, a mother who will do anything, moral or not, for her children. In a separate sit-down interview pegged to the third season, Howey and co-star Antonia Gentry spoke about how every character this season goes on a mental health journey. When asked what she thinks Georgia's mental health issues might be, Howey replied carefully and admitted that her character suffers from a personality disorder. 'The show works very closely with Mental Health America to make sure that we aren't glorifying any of the wrong things and that we're handling all of these subjects with the utmost respect and care. I do think Georgia has narcissistic qualities. That being said, I think Georgia is the type of narcissist who is capable of change, and that's what has been really compelling this season to see for Georgia. Every character goes on a mental health journey. But yes, especially Ginny and Georgia.' To the fans anxiously waiting to see what happens next, the writers are back at work. 'The theme of season four is origins and cycles,' Lampert divulged, adding that though the original plan was to end Ginny & Georgia after four seasons, they realized there is more story to tell. 'We are not done yet.'

Outer Worlds 2 Is Xbox's First $80 Video Game
Today's Xbox Summer Game Fest showcase was a solid hour of big and small announcements, including a new Call of Duty trailer and the reveal of Xbox's handheld PC device. But it also brought us our first $80 Xbox game. The Outer Worlds 2, Obsidian's next big open-world RPG following this year's excellent Avowed, kicked off Xbox's showcase with a new trailer. And after the event, Xbox and Obsidian showed off even more of the upcoming space RPG sequel. It also opened up pre-orders, and that's when people discovered that Outer Worlds 2 is $80. While reactions to this news were mostly negative, it isn't surprising. We knew Xbox was going to start charging $80 for games this year, as the company confirmed this was the plan in May. It announced last month that it was raising prices on all hardware and accessories, too. And it confirmed that by the holidays, some of its new first-party games will see a price jump from $70 to $80. Unfortunately for Outer Worlds 2 and developers Obsidian, the upcoming RPG is the first Xbox game to be priced at $80. When Microsoft announced its plans to raise prices on games and consoles, it didn't specify why. But it's not hard to connect the dots. Xbox is raising prices due to President Trump's ongoing tariff waragainst other countries. While it is true that prices for Xbox consoles and accessories are increasing all around the world, the difference is far greater in the U.S. Of course, Xbox isn't the first video game company to charge $80 for a video game. Nintendo famously broke the internet when it announced that Mario Kart World on Switch 2 was going to be priced at $80. And I'd bet my next lunch that GTA 6 will cost at least $80 when it arrives in May 2026. It wasn't that long ago that people were getting used to $70 games. And now that Xbox has finally made the leap, it's only a matter of time until other companies start charging $80 as one of the most expensive hobbies around, gets even more costly. .
