Drive to hand over encroachments on govt lands to occupants begins
The state government had finalised the policy to regularise the illegal structures in 2018. For urban areas, it was finalised in 2019, though it is yet to be implemented.
The drive will expedite the process of transferring the land plots in the name of the occupants. Private land encroachments are regularised in exchange for the Transferable Development Rights (TDR) to the landowners. Meanwhile, there is a provision for urban local bodies to change the reservation of land as per the Housing For All-22 policy to regularise the slums on the government lands. The encroachments built before January 1, 2011, are eligible for regularisation under the 'public housing' or 'housing for dishoused' policies.
In rural areas, a three-member committee, under the sub-divisional officer of the respective tehsil, will take a call on the regularisation of the plots while handing them over to the occupants. The occupants will be charged at the stipulated rate for regularisation, which is higher for the illegal structures that were built between January 1, 2000 and January 1, 2011.
'The regularisation of the encroached lands in the name of the occupants in the rural areas will ensure the construction of the houses under PM Awas Yojana. In the absence of the regularisation of the encroached land, the state government is unable to achieve the expected pace in implementing the scheme. The state government has set the target of constructing 3 million houses under the scheme. The drive will help in expediting the process,' said an official from the revenue department.
The officer added that the government has already introduced the sand policy by making free sand available for houses and simplifying the environment-related regulations to push the 'Housing For All' program.
Revenue minister Chandrashekhar Bawankule said, 'The drive will ensure the regularisation of the houses that were constructed until January 1, 2011, with the aim of giving thousands of beneficiaries houses they deserve.'

Maha govt plans crackdown on those blocking village access roads
Nagpur: Maharashtra is preparing a state-wide blueprint to strengthen farm and village access roads, with strict penalties under consideration for individuals obstructing such projects. Revenue minister Chandrashekhar Bawankule on Wednesday announced that the plan, being drafted by a high-powered committee, will be finalised and presented to the state cabinet by the end of September. The committee, comprising ministers, MLAs, and senior officials from the revenue, rural development, and employment guarantee departments, held its first meeting in Mumbai. "We will hold three rounds of discussions before delivering a concrete, actionable plan to the cabinet by September. The success of this initiative will depend greatly on the support and cooperation of MLAs," Bawankule said after the meeting. One of the strongest appeals came from MLA Abhimanyu Pawar, who urged punitive measures against individuals blocking road construction despite overwhelming community support. "If 90% of farmers agree to a road project, it should not be stalled by 10% opposition. The cost of construction should be recovered from such objectors, and if necessary, action taken under Section 353," Pawar said. Rural development minister Jaykumar Gore supported the call for incorporating such provisions into law. Funding emerged as a central concern during discussions. MLA Satyajit Deshmukh proposed creating a separate budget head for these projects and exploring resources from the Employment Guarantee Scheme and District Planning Committees. Officials suggested that a clear and sustained funding stream would be essential to ensure uninterrupted execution. Settlement commissioner for land records Suhas Diwase proposed that all rural access roads be formally documented in the 7/12 land records, with boundaries clearly defined and survey numbers assigned. He also suggested vesting ownership with the revenue department to prevent encroachment and streamline maintenance. To improve efficiency, MLA Hemant Patil recommended that project execution powers be shifted from gram panchayats to tehsildars, ensuring faster decision-making. He also called for a minimum road width of six metres and year-round usability standards. Employment guarantee minister Bharat Gogawale described the plan as "critical for empowering farmers and improving rural livelihoods," while minister of state for finance and planning Ashish Jaiswal suggested completing implementation within two years. MLAs Mahesh Shinde, Anil Patil, Randhir Savarkar, Sumit Wankhede and MLC Parinay Fuke also put forward key inputs aimed at strengthening the framework before it is presented to the cabinet next month.

Maharashtra govt sanctions funds to acquire rovers for land survey
Agency: PTI Mumbai, Aug 6 (PTI) The Maharashtra government on Wednesday approved a Rs 1,732 crore plan to modernize land survey operations and strengthen the infrastructure of the revenue and land records departments. As part of the plan, Rs 132 crore will be allocated for the purchase of 1,200 advanced rovers for speedy land measurement under the e-Survey 2.0 project. Additionally, Rs 1,600 crore has been sanctioned for new office buildings and residential quarters for revenue officials, said a statement issued by revenue minister Chandrashekhar Bawankule's office. The decision was taken at a high-level meeting chaired by Deputy Chief Minister and Finance Minister Ajit Pawar at the state secretariat. Bawankule, who proposed the upgradation, said the new rovers would significantly accelerate land survey operations. The government intends to procure 4,000 rovers and the first batch of 1,200 will be acquired immediately. The rovers will help deliver digital 'C' copies of land maps to citizens in a timely manner, the statement said. Bawankule also highlighted the need for high-performance vehicles for district collectors, deputy collectors and tehsildars, especially to aid in effective action against sand mafias. He also recommended that land records offices be located close to collectorates to streamline operations. Pawar approved Rs 1,500 crore for new revenue offices and an additional Rs 100 crore for land records department facilities. He also directed that the procurement process for rovers begin immediately. With the implementation of e-Survey 2.0 across Maharashtra, land survey maps ('C' copies) are now being provided to citizens in a digital form. The addition of 1,200 rovers in the first phase will help boost the pace and accuracy of this work, the release said. Instructions were also issued to complete the pending Registration Bhavan project in Pune within the current month, it said.
