Urban residents suffer in what has become an annual crisis, but a more acute, quieter catastrophe is unfolding just beyond our city centers. In Pakistan's rapidly expanding peri-urban zones, millions endure deadly heatwaves without the most basic tools to survive.
Peri-urban areas—those sprawling, semi-formal settlements on the fringes of cities—are the hidden casualties of the climate crisis. These are the transitional zones where rural landscapes give way to unchecked urban sprawl. There live Pakistan's working poor: sanitation workers, rickshaw drivers, construction laborers, and domestic help. They build our homes, grow our food, clean our offices—but when the heat strikes, they are left to face it with nothing but wet rags, unreliable electricity, and hope.
This disparity is not accidental—it is institutional. Peri-urban areas fall into a policy vacuum. Too urban to qualify for rural development funds and too informal to be fully integrated into city governance, these communities are often invisible in the very plans meant to protect the public from climate hazards. Heatwave alerts, for example, are issued through formal media and official government channels. But many people in these zones lack access to consistent media, let alone digital early warning systems. As a result, they often don't even know a heat alert has been issued until it's too late.
Pakistan is among the top 10 countries most affected by climate change. The worsening heatwaves are not a surprise—they've been forecast for years. Scientists have warned that South Asia, and Pakistan in particular, will face more frequent and more intense episodes of extreme heat due to climate change. Yet every year, the same story repeats: temperatures soar, hospitals overflow, power fails, and lives are lost.
This year, the situation is exacerbated by ongoing economic strain and administrative limitations. The Pakistani government has issued heatwave advisories through the Pakistan Meteorological Department. Emergency cooling centers have been set up in some cities, and early school closures have been declared in provinces like Sindh and Punjab. But these actions are still reactive, limited in scale, and largely concentrated in urban cores. The problem isn't that authorities aren't responding—it's that they aren't responding where it matters most.
To date, there is no systematic strategy to address heat vulnerability in peri-urban areas, despite their rapid sprawl. Rural-to-urban migration, unaffordable housing in city centers, and informal settlement growth imply that more and more Pakistanis live in zones that are administratively undefined, physically underserved, and politically underrepresented, facing what urban planners call a 'compounded vulnerability.' Homes are often built from tin, concrete blocks, or recycled materials, creating heat traps. Poor housing, lack of water access, limited healthcare, and inadequate sanitation make residents more susceptible to the health effects of heatwaves. Heatstroke, dehydration, and respiratory distress increase significantly among people who live in overcrowded, unventilated environments with no access to medical care. And yet, because these areas often lie outside municipal recordkeeping or census mapping, their suffering remains statistically invisible. It's time we stop treating heatwaves as one-size-fits-all crises. The reality is that while the climate may heat everyone equally, not everyone has an equal chance of survival.
Pakistan needs a differentiated, inclusive approach to heat preparedness. Here's where we must start with mapping vulnerability using satellite data, population density, and infrastructure surveys to identify high-risk peri-urban zones, extend Heat Action Plans Beyond the City Core, protect Outdoor Workers, invest in Passive Cooling and Green Infrastructure and should promote Community Awareness and Engagement.
These are not expensive interventions. They are basic rights. And with recent commitments from international financial institutions like the World Bank and IMF to fund Pakistan's climate response, the resources are now available. If the government's climate narrative remains centered only on policy conferences and urban infrastructure, we will continue to fail the majority of those at risk. This heatwave is not the last—it is only a sign of what lies ahead.
It is time to stop asking whether we can afford to act—and start asking whether we can afford not to.The path to climate resilience does not run through air-conditioned offices. It runs through the slums, the outskirts, and the sweat of Pakistan's working poor. It is there—in the dusty streets of our peri-urban neighborhoods—that the real frontlines of the climate crisis are drawn. If Pakistan is to survive the rising heat, then our policies must reach where the heat hits hardest.

Twin quakes jolt Balochistan; several houses collapse, four injured
QUETTA: Two powerful earthquakes jolted Barkhan, Musa Khel, and surrounding areas in Balochistan early Sunday morning, causing widespread panic and structural damage. The first quake struck at 3:24 am with a magnitude of 5.5, while the second tremor, recorded at 7:30 am, measured 4.8 on the Richter scale. The shocks were felt across multiple towns, bringing down several homes and injuring four people. The Pakistan Meteorological Department confirmed that the first quake had a depth of 28 kilometres beneath the surface. The second quake's epicentre was located 56 kilometres northeast of Musa Khel, a rugged, mountainous zone of Balochistan. The United States Geological Survey (USGS) reported a magnitude 5.3 earthquake in central Pakistan at around 3:30 AM local time (2230 GMT), with the epicentre positioned roughly 60 kilometres north-northeast of Barkhan. Although no immediate fatalities were reported, the damage to infrastructure and homes has raised concern, especially in remote areas where rescue operations are often hindered by rough terrain. Pakistan lies at the intersection of the Indian and Eurasian tectonic plates, making it prone to seismic activity. The region has witnessed several devastating quakes in the past. In 2005, a 7.6-magnitude earthquake struck Pakistan-controlled Kashmir, killing over 73,000 people and leaving 3.5 million homeless. A 7.5-magnitude quake in 2015 affected both Pakistan and Afghanistan, claiming nearly 400 lives across remote mountain regions that slowed down rescue efforts. Balochistan, the country's largest and most sparsely populated province, has seen frequent seismic activity. In 2021, a quake in the Harnai district killed at least 20 people and injured several more, with landslides further delaying emergency response. Authorities are continuing to assess the damage in Barkhan and Musa Khel, while citizens are advised to remain alert due to the possibility of aftershocks.

PMD warns heavy rainfall today: First spell of monsoon rain brings disruption
KARACHI: The first spell of monsoon rain has brought widespread disruption to Karachi and several cities across Sindh and Balochistan, with urban flooding, water logging, and power outages affecting daily life. The Pakistan Meteorological Department (PMD) has warned of more heavy rainfall through Saturday, raising concerns about flash floods and landslides in vulnerable areas. In Karachi, overnight showers turned streets into water channels in several neighbourhoods including Sher Shah Colony and SITE Town. Overflowing drains, stagnant rainwater, and sewage backflow created serious mobility and health challenges for residents. Electricity supply was also affected in many areas after water entered substations, leading to precautionary shutdowns. The Pakistan Meteorological Department reported that Karachi received between 2 mm and 17 mm of rain, while Mithi recorded 53 mm, Nawabshah 49 mm, and Hyderabad 43 mm. Other cities affected by the wet spell include Sukkur, Larkana, Thatta, Mirpur Khas, Badin, and Dadu. In addition to Sindh, parts of Balochistan, Punjab, and Khyber Pakhtunkhwa (KP) also saw rainfall. The PMD has forecast more rain, wind, and thunderstorms in southern and north-eastern Balochistan, central and upper Sindh, and parts of Punjab and KP over the coming days. Officials have advised the public to avoid unnecessary travel and remain alert as moist currents from the Arabian Sea and Bay of Bengal continue to fuel the weather system. The PMD also warned of possible damage to weak structures such as electric poles, billboards, solar panels, and kacha houses due to strong winds and lightning. In Murree, Galliyat, Swat, Dir, Mansehra, Kohistan, and other hilly areas, there is a risk of landslides which may disrupt road access. Flash floods may also occur in local streams and nullahs in parts of KP, southern Punjab, and Balochistan including Barkhan, Kalat, Lasbella, and Khuzdar. In Karachi, residents faced tough conditions on Friday morning as waterlogged streets made it difficult for vehicles and pedestrians to move. Garbage mixed with rainwater formed pools of sludge, raising concerns about hygiene and disease. Political leaders responded with concern over the situation. Jamaat-e-Islami (JI) Karachi chief Monem Zafar addressed a press conference, highlighting what he termed the city's inadequate budget allocation in the recently announced Sindh budget. He noted that only Rs37.44 billion; around 1.1 percent of the Rs 3,451 billion budget was assigned to Karachi. He called for a development package of Rs500 billion for the city, proposing that each of Karachi's towns receive Rs2 billion and every union council Rs20 million. Comparing the current Karachi Metropolitan Corporation (KMC) budget of Rs55 billion with 2005's Rs43 billion, Monem pointed out the need for inflation-adjusted investments to meet the city's growing needs. JI leaders also raised concerns over funding for key federal projects in Karachi, such as the K-IV water scheme and the Karachi IT Park. Monem stated that their current allocations — Rs3.2 billion and Rs6 billion, respectively — fall far short of the required Rs40 billion and Rs42 billion. Jamiat Ulema-e-Islam (JUI) leader Maulana Azeemullah Usman, after visiting rain-hit areas in District Kemari, echoed similar concerns. He said that Sher Shah had been submerged within half an hour of rainfall, and stressed the need for immediate drainage and relief operations. He urged authorities to remain visible and responsive, especially in low-lying localities. By Friday evening, Karachi's temperature dropped to 29 degrees Celsius, with high humidity at 81 percent. Coastal areas remained under surge alerts due to high tides, further threatening vulnerable communities along the shore. As the weekend approaches, authorities continue to monitor the situation. Citizens are advised to follow official updates, avoid flooded areas, and take precautions to stay safe. Opposition leaders said that though rain offers relief from heat, its impact on cities like Karachi highlights the urgent need for long-term urban planning, upgraded drainage systems, and timely maintenance before each monsoon season.
