Dubai launches new app to report public cleanliness violations

In January, Dubai was named the world's cleanest city for the fifth year in a row. Dubai Municipality is the cause of this with strategies and initiatives to keep the city clean, and the newest one has just been announced. A new app, Eltizam, will now be used to help monitor and report public cleanliness. It encourages shared responsibility across the communities to take care of the city. Through the app, authorised users will now be able to report violations, take photos of breaches in real time, add contextual notes and more.
Here are the key violations that can now be reported on the Eltizam app in Dubai and you can get a fine for:
• Spitting in public areas • Disposing of chewing gum improperly • Littering in public spaces • Dumping organic or general waste into the sea, beaches, creeks, or ports • Draining vehicle wash water in non-designated areas • Lighting fires or barbecuing in unauthorised places • Posting flyers, advertisements, or printed materials that deface public areas
• Failing to remove animal waste from public spaces What happens if you receive a violation?
You may be liable to a fine if you breach any of these regulations in Dubai, fines can be up to Dhs1500. What other initiatives does Dubai Municipality have?
Dubai Municipality manages a 365-day cleanliness and sustainability system across the city. This is supported by a fleet of 855 advanced vehicles, machinery, and equipment, along with over 3200 municipality team members who are dedicated to keeping the city clean and safe for all of us living in Dubai.
Daily cleaning programmes across the municipality are complex and across diverse areas, including 2,400 kilometres of main roads and highways, 1,419 square kilometres of investment zones, 33.4 kilometres of water canals and creeks, along with residential, industrial, and rural areas, markets, and waste storage facilities. They also oversee hazardous and medical waste treatment, provide community e-services such as household furniture disposal, and handle the removal of abandoned vehicles and equipment.
The Municipality also provides various services for individuals and businesses to manage waste and pest control.

Dubai Municipality has launched a smart digital application, 'Eltizam', designed to empower selected government officials to monitor and document public cleanliness violations. By granting judicial officer status to authorised personnel, the app strengthens enforcement of existing regulations and reinforces Dubai's commitment to maintaining its position as the cleanest city in the world. A key milestone in Dubai Municipality's digital transformation efforts, the launch of 'Eltizam' reflects the city's broader vision of fostering shared responsibility between officials and the community to protect urban aesthetics, public health, and environmental sustainability. Through the app, authorised users can take photos of violations, automatically capture their location, add contextual notes, and record breaches of cleanliness regulations in real time. The initiative is rooted in Dubai Law No. (19) of 2024, which regulates judicial officer status in the Emirate and aims to ensure compliance, legal clarity, and enhanced community participation. Targeting eight key violations The first phase of 'Eltizam' focuses on eight public cleanliness violations, categorised as negative behaviours that distort the city's image. These include: Spitting in public areas Disposing of chewing gum improperly Littering in public spaces Dumping organic or general waste into the sea, beaches, creeks, or ports Draining vehicle wash water in non-designated areas Lighting fires or barbecuing in unauthorised places Posting flyers, advertisements, or printed materials that deface public areas Failing to remove animal waste from public spaces By digitising the enforcement process and equipping judicial officers with smart tools, 'Eltizam' represents a shift towards proactive monitoring and greater transparency in maintaining the city's visual and environmental standards. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, said: 'The launch of 'Eltizam' is a key step in Dubai Municipality's mission to enhance the city's cleanliness, sustainability, and quality of life. While Dubai is best known for its skyscrapers and desert dunes, its green spaces are quickly becoming a standout feature. This is all thanks to the Dubai Municipality, who are placing an importance on the Green Dubai initiative – one that aims to make Dubai more green and beautiful in line with the Dubai 2040 Urban Master Plan. The Dubai Municipality completed a series of landscaping and afforestation projects across major intersections and roadways in Dubai during the first half of the year. The entire project was valued at Dhs190 million. The green makeover spanned several locations including the intersection of Al Khail Road with Latifa bint Hamdan Street; the intersection of Sheikh Zayed bin Hamdan Street with Tripoli Street; Sheikh Rashid Street from the junction with Sheikh Khalifa bin Zayed Street to Al Mina Road; Sheikh Zayed Road from the 7th Interchange (entry point to Dubai from Abu Dhabi); and Al Khawaneej Street at the intersection with Al Amardi Street. Over 300,000 trees and seedlings were planted along with over 222,000 square metres of ground covers and flowers. It includes the incorporation of smart, sustainable irrigating systems with underground pumps. It is connected to remote-controlled networks, enabling real-time monitoring and water-use efficiency to ensure sustainability – a very important factor for the UAE. Dubai green project – Dubai Municipality Native trees were selected, including sidr, ghaf, and neem, alongside ornamental varieties including chorisia, washingtonia, royal poinciana, millingtonia, albizia, and bougainvillea. Speaking on the project, His Excellency Marwan Ahmed bin Ghalita, Director General of Dubai Municipality said the new project forms part of the municipality's ongoing efforts to enhance the urban and aesthetic appeal of Dubai and increase the sustainability and attractiveness of public spaces. It also supports the urban environment pillar of Dubai's Quality of Life Strategy 2033. He added, 'Our aim is to reinforce Dubai's distinctive urban and aesthetic identity and solidify its position as a leading sustainable global city. We seek to offer a vibrant and healthy living environment that upholds the highest standards of quality of life for residents and visitors while maintaining a harmonious balance between the urban, architectural, and environmental landscape.' The landscaping project also adds a more colorful aesthetic touch to the city's unique urban design. The intersection of Al Khail Road and Latifa bint Hamdan Street is also fitted with vertical lighting inspired by traditional Arab architecture. The lights integrate with the landscape design and can change colour to mark national occasions. What is Dubai 2040 Urban Master Plan? In 2021, HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai announced the 'Dubai 2040 Urban Master Plan' which mapped out a comprehensive future map for sustainable urban development in the city. It is in alignment with the UAE's vision for the next 50 years, with a focus on enhancing people's happiness and quality of life. When speaking on the project, the Ruler of Dubai stated, 'Our goal is for Dubai to be the best city for life in the world.' Read more here.
