Rahul Gandhi Writes to PM, Flags Dismal State of Hostels for Students From Marginalised Communities

New Delhi: Leader of Opposition in the Lok Sabha Rahul Gandhi has written a letter to Prime Minister Narendra Modi, flagging the 'deplorable' conditions in residential hostels for Dalit, Scheduled Tribes (STs), Extremely Backward Classes (EBC), Other Backward Classes (OBC), and minority students.
In his letter, Gandhi also highlighted the delay in providing post-Matriculation scholarships for students from marginalised communities and urged the Prime Minister to resolve these two critical issues.
He added that these problems hampered opportunities for 90 per cent students from marginalised communities, reported The Hindu .
'Firstly, the conditions in residential hostels for students from Dalit, ST, EBC, OBC and minority communities are deplorable. During a recent visit to Ambedkar Hostel in Darbhanga, Bihar, students complained about single rooms which 6-7 students were forced to share, unhygienic toilets, unsafe drinking water, lack of mess facilities, and no access to libraries or the internet,' said Gandhi said in his letter dated June 10.
'Secondly, post-matric scholarships for students from marginalised communities are plagued by delays and failures,' said Gandhi.
The Leader of Opposition cited the example of Bihar, and claimed that the scholarship portal had been non-functional for three years, and no student had received a scholarship in 2021-22.
'Even thereafter, the number of Dalit students receiving scholarships fell by nearly half, from 1.36 lakh in FY23 to 0.69 lakh in FY24. Students further complain that the scholarship amounts are insultingly low,' Gandhi wrote in the letter.
Gandhi added that these 'failures' were widespread across India and called for an audit of every hostel for students from Dalit, ST, EBC, OBC and minority communities to ensure good infrastructure, sanitation, and food and academic facilities, and the allocation of adequate funds to address deficiencies.
He also called for the timely disbursement of scholarships, increase in scholarship amount and improved execution of post-matric scholarships.
'I am sure you agree that India cannot progress unless youth from marginalised communities progress. I look forward to your positive response,' said Gandhi.

570 new govt schools to be set up in Telangana, says chief minister Revanth Reddy
Hyderabad: Chief minister A Revanth Reddy on Thursday announced that 570 new govt schools will be established across Telangana—both in rural and urban areas—where no such facility currently exists. Each school will be set up in locations with a minimum enrolment potential of 20 students, he said. Chairing a high-level review meeting with education department officials at the command control centre, the chief minister noted a significant rise in demand for residential educational institutions. This surge, he said, is driven by the govt's provision of free quality food, uniforms, textbooks, and a conducive learning environment. He directed officials to study the feasibility of extending similar benefits to day scholars in regular govt schools, to bridge the gap in infrastructure and quality. "The govt's core objective is to raise educational standards across all public schools and colleges. Every initiative must align with our commitment to delivering quality education," Revanth stressed. "Not a single child should be left behind. We must ensure universal enrolment," he said, urging officials to intensify their outreach efforts. He further underlined the need to enhance teaching standards and introduce reforms that incorporate skill development alongside academic learning, particularly in language proficiency and communication skills. "Skill training should begin at the high school level itself, giving students the tools to succeed in their chosen fields," he said. With Telangana undergoing rapid urbanisation, the chief minister instructed education and municipal administration departments to identify suitable land in HMDA and municipal layouts designated for social infrastructure to establish new schools in growing urban pockets. Holding the education portfolio himself, CM Revanth reiterated that education and health remain top priorities of the Congress govt. CBI court extends police custody in NEET marks manipulation scam
Mumbai: In the alleged NEET 2025 examination manipulation scam, a special CBI court on Friday extended the police custody of Sandeep Shah, alias Jawahar Shah, and co-accused Salim Patel until June 16. The judge noted that the CBI submitted evidence of substantial progress in the ongoing investigations. On June 10, Shah was initially remanded in police custody until June 13. The CBI submitted that Shah, in furtherance of a conspiracy, contacted vulnerable candidates' parents for NEET 2025, assuring manipulation of marks to secure admission in govt colleges. Shah allegedly demanded and accepted bribes to influence public servants at the National Testing Agency (NTA). The CBI claimed that dummy parents were used to call Shah, where a demand of Rs 90 lakh was made and later settled at Rs 87.5 lakh. On Friday, the CBI sought further police custody, arguing that significant progress was made during the initial remand period. The prosecution submitted that Patel allegedly sent a list of approximately 15 candidates, along with admit cards and three OMRs, via WhatsApp to an individual named Rajiv Sinha. Patel's mobile data was voluminous, containing around 1,600 pages of WhatsApp chats from 2025 alone. It was also alleged that Patel accepted Rs 32.50 lakh in cash from one candidate and Rs 75 lakh through hawala from three other candidates. Further, a candidate was reportedly taken to Noida by Shah. The CBI argued that police custody is crucial to unearth a larger conspiracy and to confront the accused with the chat records. Opposing the custody extension, Shah's lawyer submitted that sufficient police custody was already granted and that there was no substantial progress. The lawyer urged for judicial custody, noting that Shah's mobile phone was already with the CBI. Similarly, Patel's advocate submitted that he cooperated with the investigations and that nothing further needed to be recovered at his instance. The lawyer also pointed out that Patel's mobile was in CBI custody and that the investigating agency was yet to identify any officer from the NTA. The judge observed that witness statements revealed the criminal involvement of both accused, who needed to be confronted with the 1,600 pages of WhatsApp chats, which would require more than four days. The judge also pointed out that the WhatsApp chats revealed names of candidates whose marks were allegedly to be increased in the NEET UG 2025 exam and the serious nature and consequences of the offences. The judge stated that police custody is not confined solely to recovery but is also necessary for proper investigation. During the remand hearing, Patel's lawyer alleged that the police superintendent asked him to keep his mobile outside a cabin. When called before the court, the superintendent denied the allegations except for confirming that the advocate was asked to keep his mobile outside. The court noted that the pursis was not supported by an affidavit and disposed of it accordingly. In a related development, an application filed by the CBI for intimation of search proceedings and submission of audio and video recordings was taken on record. The investigating officer was permitted to retain seized documents and articles until the filing of the chargesheet.
