Addressing reporters, Gupta also announced that the Assembly would adopt the e-Vidhan Sabha model for the first time, marking a shift to paperless proceedings.
"This time the assembly session will start from 4 August and will continue till 8 August. An education bill will be brought in this session, which will be tabled for discussion. For the first time in history, the Delhi Assembly will now be an e-Vidhan Sabha. It will be paperless..."
she said.
She further said the Centre had extended financial support for the transition to digital functioning.
"A 500 kW solar power plant has been installed in the Delhi Assembly. Delhi Assembly is entirely run on solar energy... We have also digitised the Delhi Secretariat. Today, all our files are going as e-files, and signatures are also becoming digital... " Gupta added.
The last sitting of the House on August 1 was adjourned amid slogan-shouting by the opposition over the Special Intensive Revision (SIR) of the voter list in poll-bound Bihar.
Meanwhile, Union Minister
in a scathing attack on the opposition over the ongoing sessions stated that they did not allow discussion on public issues in Lok Sabha and Rajya Sabha, and their sole intention was only to create noise to obstruct the proceedings in the House.
Speaking to the media, Khattar said, "The Lok Sabha and Rajya Sabha are platforms where the opposition and the ruling side sit together to discuss public issues, but they (the opposition) do not allow discussions; instead, they create noise to obstruct the proceedings of the House, which is their sole intention. Perhaps they think this has a significant impact on the public, but it has the opposite effect on the public because they do not let the House function.
"
"They (the opposition) have no issues to raise, so they disrupt the proceedings... Therefore, they should act with wisdom," he added.

Parliament passes Coastal Shipping Bill aiming to boost maritime trade on another day of Opposition protest

Amid the din of protests by Opposition party MPs, Rajya Sabha Thursday passed the Coastal Shipping Bill, 2024, through a voice vote, creating a legal framework for vessels trading in coastal waters and repealing provisions of the older Merchant Shipping Act, 1958. The Rajya Sabha was adjourned for the day after the passage of the Bill, which was introuduced in Lok Sabha on December 2, 2024 and passed on April 3. The entire discussion and voting on the legislation happened amid protests and sloganeering by Opposition MPs, who sought a discussion on Special Intensive Revision (SIR) of electoral rolls in Bihar. Union Minister for Shipping Sarbananda Sonowal initiated discussion on the Bill, however, opposition MPs immediately stood up in protest, exhorting the chair to discuss the SIR instead. Soon after Darshana Singh of the BJP began speaking, the chair allowed Leader of Opposition Mallikarjun Kharge to speak. He said, 'Today, the country is passing through a dangerous period… We have to work together, and for that, you should allow this discussion (on SIR). (if that happens), we will participate in all other discussions.' Apart from Darshana Singh, six other MPs spoke, all in support of the Bill, either from the BJP or its allies. Only one Opposition member, Fouzia Khan of the Nationalist Congress Party (SP), was asked to speak on the discussion; however, she was not present. Concluding the Bill's hurried discussion, Sonowal said it is a significant reform initiative, which will unlock the full potential of India's 11,098-km-long coastline and take a share of its cargo traffic to 230 million tonnes by 2030. 'This (Bill) is designed to make coastal trade easier…it is a holistic, forward-looking framework in line with global practices and a part of the series of reforms in the maritime sector,' said Sonowal. The Bill contains six chapters and 41 clauses, he said, mainly about licensing and regulation of coastal trade and also creation of a national database for coastal shipping. The Bill was passed even as opposition MPs stood close to the well, holding placards against SIR. CPI(M) MP John Brittas, when asked to move amendments to the Bill, instead said that he would move them if there was a discussion on SIR. The Monsoon Session of Parliament, which began on July 21, has not seen much legislative business as Opposition leaders have been demanding a discussion on the issue of SIR in both Houses.

YesSIR! Rahul Gandhi just ended up backing EC's electoral roll revision

The Election Commission of India has an immediate task at hand -- send a 'Thank You, SIR' note to Congress leader Rahul Gandhi. The Congress leader, while alleging bhayank chori (massive theft) of mandate in a Karnataka Assembly constituency, did the unthinkable. He strongly backed the Special Intensive Revision (SIR) of voter rolls that the Election Commission (EC) is holding in Bihar and planning for the entire we aren't suggesting that Rahul Gandhi scored a self-goal. He unknowingly backed the EC's SIR exercise, which the Congress and other Opposition parties have been opposing, with his "evidence".The evidence-gathering was no mean task. The party, for months, painstakingly combed through physical documents, tallying data of around 6.5 lakh voter entries in Karnataka's Mahadevapura assembly alleged "vote chori" of over 1 lakh votes in the seat with 6.5 lakh voters, that the BJP won by a margin of 44,500 votes in the 2023 Assembly demanding data in digital format for verification, Rahul Gandhi projected the seat to be a test case of the discrepancies in the electoral rolls in the entire his trademark white t-shirt and aggressive style, the Congress leader alleged five ways of "vote chori".Duplicate voters, fake and invalid addresses, bulk voters in single address, invalid photos, and misuse of Form 6, which new voters use to register. Rahul Gandhi flagged five ways in which voter rolls are being allegedly manipulated. They are, he said: duplicate voters, fake or invalid addresses, unusually high numbers of voters registered under a single address, invalid or missing photographs, and the misuse of Form 6 for fraudulent additions. (Image: Rahul Gandhi/YouTube) The entire argument and reasoning of the EC for conducting an SIR, beginning with Bihar -- the state to go to polls next -- is to tackle each of the points highlighted by intensive revision of the electoral rolls was last conducted 20 years ago. Since then, only summary revisions have taken creep into electoral rolls over time due to migration and illegals surreptitiously joining in. Though summary revisions do update the rolls, but an intensive revision, which involves door-to-door verification, helps in the creation of scrutinised voter the linking of voter Electors Photo Identity Card (EPIC) numbers to their Aadhaar is a way of ruling out multiple and duplicate voting."Various reasons, such as rapid urbanisation, frequent migration, young citizens becoming eligible to vote, non-reporting of deaths and inclusion of the names of foreign illegal immigrants have necessitated the conduct of an intensive revision so as to ensure integrity and preparation of error-free electoral rolls," the Election Commission said in a statement on June is a country shaped by internal migration where 30% of the people were migrants as of 2020-21 government data. Such largescale migration might be behind an individual being registered as voters in multiple constituencies. That requires regular intensive revision of rolls and Aadhaar linking to weed out the electoral database includes over 99 crore registered voters. Updating the rolls is overseen by District Election Officers and Electoral Registration Officers, with active involvement of political parties through the drive home his point on Thursday, Rahul Gandhi cited the example of 70-year-old Shakun Rani, who he said had two EPIC numbers."She [Shakun Devi] applied twice in two months. First she applied on September 13, 2023, and then on October 31, 2023," said Rahul is noteworthy is that the election in Karnataka was held in May 2023, and the changes in her case happened after Shakun Rani, RJD leader Tejashwi Yadav, Rahul's Bihar brother also has two EPIC EC had in March said duplicate EPIC numbers were a "legacy issue", dating back to 2000 when they were rolled out. It said it needed three months to fix the fifth point of new voters through Form 6 has been highlighted by India Today Digital as well. The EC needs to ensure at the time of registration that the person is a genuine individual and an Indian first four of the five factors -- duplicate voters, fake and invalid addresses, bulk voters in single address, invalid photos -- listed by Rahul can all be tackled through a pan-India for that, the opposition will have to stop protesting against the exercise. The SIR case is now in the Supreme Court, which is keeping an eye on exclusions. Even political parties have their own booth-level agents (BLAs) who are involved in the process, and can point out any doubtful inclusions or EC, now with the backing of none other than Rahul Gandhi, the Leader of the Opposition (LoP) in the Lok Sabha, should conduct a rigorous intensive revision. For, democratic India's destiny depends on its voters, who should know that their say matters and there is no "vote chori". For now, the EC has chosen a rebuttal rather than a "Thank You, SIR" note for Rahul.- EndsTune InMust Watch advertisement
