
Mosti: National Technology Investment Framework in the works
Ministry of Science, Technology and Innovation (Mosti) deputy secretary-general (technology development) Datuk Dr Mohd Nor Azman Hassan said a major challenge lies in convincing investors that Malaysia has the capabilities, resources, and long-term vision to support and sustain green investments.
'While we are rich in natural resources, many of them are still in the development phase. This means we must present a compelling and credible roadmap to demonstrate our readiness,' he said during a panel discussion at the National Economic Forum 2025 (NEF 2025) today.
He was speaking in a session focused on attracting investments into Malaysia's emerging economic sectors, especially in areas aligned with global trends such as artificial intelligence and clean energy.
'We believe that with clear and consistent steps, Malaysia can rise to the occasion and become a preferred destination for strategic, long-term investments,' he said.
Mohd Nor Azman stressed the importance of demonstrating leadership in sustainability as the world shifts towards greener development.
He said Malaysia must show that it is not just keeping pace with global trends but actively leading in areas such as responsible mining and the sustainable use of biodiversity and bio-based resources – sectors where the country holds an international comparative advantage.
Using rare earth elements as an example, he explained that these materials are crucial in technologies such as electric vehicles and clean energy systems. However, the challenge is to ensure that the development of these resources is truly sustainable, not only in policy but also in execution.
Malaysia, Mohd Nor Azman said, has already made strong global commitments.
'For instance, we've pledged to achieve net-zero emissions by 2050, which anchors our national sustainability agenda. We've also aligned ourselves with international frameworks and developed national strategies like the New Industrial Master Plan and the National Energy Transition Roadmap.'
He added that Malaysia is actively collaborating with global partners to ensure that its sustainability efforts remain credible, transparent, and impactful.
'Collaboration remains key. We are not doing this alone,' he emphasised.
Through strategic frameworks, global partnerships, and a strong national commitment to sustainability, the country aims to build investor confidence and position itself at the forefront of the global green economy, Mohd Nor Azman said.

Sabah allocates RM136 million for scholarships to boost human capital
KOTA KINABALU: The Sabah government has set aside RM136 million for the Sabah State Government Scholarship (BKNS) this year, marking its highest allocation to date. Chief Minister Datuk Seri Hajiji Noor emphasised the state's dedication to nurturing competitive human capital through accessible higher education. The allocation has seen a significant increase from RM50 million in 2020, reflecting the state's resolve to support students from all socio-economic backgrounds. 'This is the government's long-term investment project to develop quality human capital that is competitive. We don't want young Sabahans to be left behind in education due to financial constraints,' Hajiji said. A total of 4,170 students will benefit from the scholarship programme this year, aligning with the Sabah Maju Jaya initiative to strengthen education as a key driver of development. Beyond scholarships, the state has allocated RM77.5 million for 13 education initiatives, including one-off cash aid for registrations, computer purchase assistance, and flight fare support for Sabah students. The allocation is the highest so far, which has risen significantly compared to RM50 million in 2020, reflecting the determination of the state government to ensure its youth, regardless of socio-economic background, have a chance to further their studies, he added. Cradle Launches Initiative To Drive Corporate Innovation, SME Growth
KUALA LUMPUR, July 18 (Bernama) -- Cradle Fund Sdn Bhd (Cradle), the focal agency under the Ministry of Science, Technology and Innovation (MOSTI), today launched the Cradle Innovation Advisory, a strategic partnership initiative to accelerate technological transformation among corporates and small and medium enterprises (SMEs) in Malaysia. In a statement, MOSTI said the initiative was introduced to address structural limitations within the national innovation ecosystem, including inadequate post-grant support, weak commercialisation pathways, fragmented linkages between industry and startups, and limited SME engagement in research and development (R&D) activities. Deputy Science, Technology and Innovation Minister Datuk Mohammad Yusof Apdal said the Cradle Innovation Advisory provided SMEs with access to the expertise, tools and partnerships needed to continue to innovate, grow and compete globally. 'This marks a shift from support to empowerment. By strengthening partnerships with universities, corporates, and global startup communities, we can create fertile ground where great ideas are not only developed but also launched into the market, transforming entire sectors,' he said. Meanwhile, Cradle Group chief executive officer Norman Matthieu Vanhaecke said the initiative was not merely about introducing new frameworks but also about creating a space for startups to work hand‑in‑hand with key corporate players. 'In this proof‑of‑concept phase, we will refine and optimise our approach before scaling it nationally for deeper, long‑term impact,' he said. According to MOSTI, a key part of the initiative was the Corporate Innovation Lab Programme (CILP), a structured platform offering modular workshops tailored to the developmental maturity of participating organisations. The ministry also said that the initiative would offer bespoke advisory services, including innovation audits, formulation of innovation roadmaps and support for R&D commercialisation. 'Cradle will also offer access to strategic services such as legal advisory and human capital planning.
