EBRD, United Kingdom and GEF support Nador West Med port complex

Web Release19-03-2025
The European Bank for Reconstruction and Development (EBRD) is providing a senior loan of €110 million to support the development of an economic zone within the Nador West Med industrial port complex , which is located near the city of Nador in Morocco's Oriental region. This is the Bank's third investment in the Nador West Med complex, following the provision of financing in 2015 and 2022.
The Bank's loan to Betoya Industriel and Logistic Zone (BILZ) is backed by a sovereign guarantee and is complemented by three investment grants: €5 million from the EBRD; US$ 3 million (€2.8 million) from the United Kingdom under the High-Impact Partnership on Climate Action (HIPCA); and US$ 2.5 million (€2.3 million) from the Global Environment Facility (GEF) under the Environmental Technology Transfer programme.
This financing package will support land development work for industrial and logistics platforms within the economic zone adjacent to Nador West Med port, as well as helping to finance an on-site desalination plant, two wastewater treatment plants and energy-efficient street lighting.
The financing will promote the use of sustainable water management solutions and energy-saving technologies for the economic zone's public lighting, contributing to the climate resilience of the zone. The development of this zone is expected to unlock the economic potential of the Oriental region, attracting foreign direct investment, boosting private-sector development and creating employment opportunities for the local population.
The EBRD is also providing a technical cooperation package to support BILZ's digitalisation efforts, helping to establish a fully automated one-stop-shop for future investors in the economic zone. This package also includes support for the development of a sustainable infrastructure plan and the rollout of a capacity-building programme for the Nador West Med complex.
Sue Barrett, Director of the EBRD's Europe, Middle East and Africa (EMEA) Infrastructure team, said: 'We are delighted to continue to support the development of the Nador West Med complex, a landmark project that is set to unlock the economic potential of Morocco's Oriental region. This project is expected to be a replicable model of a climate-resilient digital economic zone, attracting foreign direct investment, furthering private-sector development and creating job opportunities for the local population.'
Mohamed Jamal Benjelloun, Director General of Société Nador West Med S.A. and BILZ, said: 'The Nador West Med industrial port complex will be a key driver of the economic development of the Oriental region, creating jobs and attracting industrial investment. I would like to thank the Minister for Economy and Finance and the Treasury and External Finance Department for their unwavering support, the EBRD for its continued support and confidence, and the United Kingdom and the GEF for their contributions. Our collaboration has made this strategic project a reality, which will have a positive impact on the region.'
BILZ is a state-owned limited liability company that was established in Morocco in 2023 to manage and develop the economic zone adjacent to Nador West Med port. BILZ is a wholly owned subsidiary of Société Nador West Med S.A. – also a state-owned limited liability company and an existing client of the EBRD under the Nador West Med port project.
Morocco is a founding member of the EBRD and became a recipient of Bank financing in 2012. To date, the EBRD has invested more than €5.3 billion in the country through 112 projects.
*HIPCA is also supported by Austria, Canada, Finland, Germany, the Netherlands, South Korea, Spain, Switzerland, the TaiwanICDF and the United States of America.

Gold subdued as hot US data lifts dollar, yields; cools hopes for jumbo Fed cut

Gold prices were subdued on Thursday as hotter-than-expected U.S. inflation data and a drop in jobless claims lifted the dollar and Treasury yields, trimming the odds of a supersized September rate cut. Spot gold fell 0.1% to $3,352.65 per ounce as of 9:15 a.m. ET (1315 GMT). U.S. gold futures for December delivery were down 0.2% to $3,400.60. The dollar index gained 0.2% from an over two-week low, making bullion less attractive for non-U.S. buyers, while benchmark 10-year yields edged up from a one-week low. Stronger U.S. wholesale price data tempered bets on a larger, half-point cut next month. Traders are now leaning toward a quarter-point move with another in October, reinforcing comments from Fed's Mary Daly that such a large cut is not needed. The Labor Department reported the producer price index rose 3.3% year-on-year in July, beating forecasts of 2.5%. Weekly jobless claims also came in lower than expected, at 224,000 versus 228,000 forecast. "Gold trades lower as the stronger than expected U.S. PPI print may lower rate cut hopes (expectations) as they feed into a higher Core PCE inflation print for July as well, likely keeping the Federal Reserve cautious on rate cuts," said Saxo Bank's head of commodity strategy, Ole Hansen. "Overall, the print does not alter our bullish view on gold as the Fed eventually will have to choose between fighting inflation or supporting the economy." Gold, a traditional refuge in times of economic or geopolitical strain, tends to benefit from low interest rates. Investors also kept an eye on geopolitical risks. U.S. President Donald Trump warned of "severe consequences" if Russian President Vladimir Putin rejects a Ukraine peace proposal at their upcoming summit, hinting at a subsequent meeting with Ukraine's leader. Elsewhere, spot silver lost 1% to $38.11 per ounce, platinum gained 1% to $1,352.60 and palladium rose 1.7% to $1,140.81. (Reporting by Sherin Elizabeth Varghese in Bengaluru; Editing by Leroy Leo)

Fed seen sticking to regular-sized rate cuts after inflation data pops

A jump in U.S. wholesale prices last month looks to have all but erased the possibility that the Federal Reserve will deliver a jumbo-sized half-point interest-rate cut in September, though expectations for a quarter-point cut next month, followed by another in October, remain intact. U.S. producer prices increased a more-than-expected 0.9% in July from June amid a surge in the costs of goods but also of services like machinery and equipment wholesaling, the Labor Department's Bureau of Labor Statistics said on Thursday. The increase may get passed on to consumers, who so far have not experienced a strong overall increase in prices even as the Trump administration has ratcheted up tariffs. "We expect a stronger pass-through of levies into consumer prices in coming months with inflation likely to climb modestly over the second half of 2025," Nationwide Senior Economist Ben Ayers said. The rise in services inflation will be particularly worrisome to Fed policymakers like Chicago Fed President Austan Goolsbee, who said on Wednesday that he's on alert for signs that inflation is seeping into prices beyond those for goods affected directly by tariffs. An increase in services inflation, also evident in the consumer price data released on Wednesday, suggests that inflation could become more of a persistent problem, he said. U.S. Treasury Secretary Scott Bessent, who is leading the search for a replacement for Fed Chair Jerome Powell, has been pushing for a bigger rate cut next month, citing tame inflation, though on Thursday he said the Fed could start with a quarter-point move. Before the data, traders put about a 3% probability on the idea of a half-point rate cut, with most bets firmly on a quarter-point cut. After the data, traders erased bets on a 50-basis-point reduction in rates. San Francisco Fed President Mary Daly, who signaled earlier this week that she is increasingly open to the idea of a rate cut given the softening in the labor market, told the Wall Street Journal in a story published on Thursday that a 50-basis-point rate cut would signal an urgency about the job market that she does not feel. CI Financial Corp. ('CI' or the 'Corporation') (TSX: CIX) and Mubadala Capital today announced the successful completion, effective August 12, 2025, of the previously announced acquisition of CI, one of North America's leading diversified asset and wealth management companies. The C$12.1-billion transaction marks a significant milestone in Mubadala Capital's growth ambitions, accelerating its expansion into private wealth management and cementing its position at the forefront of a rapidly evolving sector. The transaction was completed by way of a statutory plan of arrangement (the 'Arrangement') under the Business Corporations Act (Ontario). Pursuant to the terms of the Arrangement, among other things, Mubadala Capital acquired all of the issued and outstanding common shares of the Corporation ('CI Shares') for cash consideration equal to C$32.00 per share, other than Rollover Shares (as defined below). The transaction valued CI's equity at approximately C$4.7 billion and implies an enterprise value of approximately C$12.1 billion. With this transaction, Mubadala Capital now manages, advises, and administers for clients and limited partners over US$430 billion in combined assets through its asset managers and strategic partners, including CI and its affiliates. The scale underscores Mubadala Capital's vision to build a leading asset management platform that combines institutional-quality alternative investments across multiple asset classes and geographies, including private equity, credit, special opportunities with a focus on Brazil and other alternative investments, with comprehensive wealth management services. CI's headquarters remains in Toronto and the firm continues to operate independently under its current corporate structure, strategy, brand names and management team, led by Mr. MacAlpine. The CEO is rolling all1 of his equity into the continuing company in partnership with Mubadala Capital, demonstrating his commitment to their shared vision for CI. With the transaction now closed, CI gains access to Mubadala Capital's global network and capital resources to accelerate strategic initiatives and capitalize on new opportunities in the evolving asset and wealth management landscape in North America and globally. In particular, the transaction positions CI to continue the expansion of Corient, its U.S. subsidiary. The deal preserves Corient's unique private partnership model, which has been a key driver of its success. 'CI Financial is an incredible business that aligns closely with Mubadala Capital's long-term vision and strategy,' said Hani Barhoush, CEO and Managing Director of Mubadala Capital. 'By combining CI's wealth management expertise and long-standing client relationships with our alternative investment capabilities and global reach, we are building a differentiated platform focused on the thoughtful stewardship of capital — helping clients grow, preserve, and manage wealth across generations, while driving innovation in how wealth is served.' The transaction builds on Mubadala Capital's deep expertise in building and scaling complex, multi-jurisdictional businesses and positions the firm to support CI's continued growth and innovation in serving clients.
