K'taka Home Minister calls meeting of SC MLAs amid Dalit CM buzz
This discussion has come to the fore after AICC President Mallikarjun Kharge expressed his displeasure over not being made Chief Minister in 1999.
Welcoming Kharge's remarks, HM Parameshwara stated on July 29 that there was nothing wrong if the party's National President returned to state politics.
The meeting is scheduled to be held at HM Parameshwara's residence in Bengaluru on August 2.
Sources have revealed that HM Parameshwara plans to discuss the political developments that followed party chief Kharge's statement along with the matter of internal reservation.
There is speculation that Mallikarjun Kharge might return to Karnataka politics and that the high command is seriously considering this option, with a decision likely after the Bihar elections.
Sources indicate that appointing Kharge as Chief Minister would mark the first time in Karnataka's history that a Dalit leader would hold the post, which could be a historic and politically-strategic move for the Congress.
Such a decision is likely to compel Chief Minister Siddaramaiah to accept the high command's decision and discourage him from engaging in anti-party activities. Sources suggest that Deputy Chief Minister D.K. Shivakumar — also a CM aspirant — would not oppose the move, as he shares a close rapport with Kharge.
However, commenting on the upcoming meeting of Dalit MLAs, HM Parameshwara clarified on Thursday in Bengaluru that the meeting was called to discuss the report prepared by the Commission headed by retired Justice H.N. Nagamohan Das on internal reservations.
HM Parameshwara stated, "Before the Justice Nagamohan Das report is submitted to the government, we need to discuss its contents. No one should be unhappy or confused."
"That's why I've called this meeting — to resolve our internal differences first. Once we have the discussion, we'll understand what the MLAs and ministers think. It's said that the survey is complete, but the report has not yet been submitted. The retired judge has assured us that the report will be submitted soon," he added.
"Earlier, I had called a meeting at my official residence. This upcoming meeting is a continuation of that — held before the survey back then, and now after its completion. The goal is to ensure there is no confusion," he clarified.
When asked about being previously prevented from holding a similar meeting, HM Parameshwara stated, "At that time, there was a plan to organise a major rally, and the party asked us to postpone it. But now, they won't stop us from meeting. If the MLAs want to talk, no one can stop them. It is our discretion."

Assam Congress President Gaurav Gogoi on Sunday said all the land "illegally" occupied by Chief Minister Himanta Biswa Sarma and his ministers will be redistributed among the poor people if the opposition party forms government in the state next year. He announced that the Congress will implement reforms in both land and economic policy to support the people. "Land illegally held by the CM and ministers, acquired under the pretense of safeguarding land rights, will be redistributed to the poor through a decision in the very first cabinet meeting of the new Congress government," he added. He said that it is his duty to fulfill the declaration made by Leader of the Opposition Rahul Gandhi that the people of Assam will see CM Himanta Biswa Sarma behind the bars. Gogoi accused the BJP-led regime of targeting linguistic and religious minorities with injustice, and launching eviction drives against Bodos, Tiwas, Karbis, Rabhas, Misings and other communities under the guise of development. He also asserted that these series of evictions were carried out in violation of court orders. "Unlike the loot and injustice under the Himanta Biswa Sarma regime, Congress is preparing to bring a new government based on progressive land policies and economic development," Gogoi said. All India Congress Committee General Secretary (in-charge of Assam) Jitendra Singh said the people of Assam now seek change through elections. "They are yearning to be freed from the misrule of Himanta Biswa Sarma, which has become synonymous with authoritarianism and corruption. Today, not just in Assam but across the nation, every citizen, including children and women, bears a debt burden of ₹50,000 per head. Following these discussions, economic and political resolutions were adopted. These include comprehensive proposals to reform the economy, rescue indebted Assam, create employment, and ensure inclusive and equitable development for all citizens. "Representatives of various communities have united with Congress, determined to fight the communal politics of BJP and RSS," Gogoi said. After adopting several resolutions, over 200 members from the Bodo, Karbi, Rabha and tea garden communities formally joined the Congress. Congress MP Pradyut Bordoloi said, "The state is under the grip of a massive loan burden. The BJP government has rolled out dozens of schemes only to get votes in the election." The range schemes offering direct benefits into people's bank accounts are not helping the beneficiaries in increasing their earnings, he claimed. "On the other hand, CM Himanta Biswa Sarma and his close aides have created a parallel economy of syndicates, which collects ₹12,000 crore of cash every year," he alleged. Bordoloi said the Congress has passed an economic resolution for raising the income level of the people, especially those in rural areas. "We aim to increase the income levels of small traders and MSMEs, mainly in rural areas, by taking appropriate policies once we come to power. Solving the mammoth unemployment issue is also a part of the resolution," he added. Talking about the political resolution, Congress former Rajya Sabha MP Ripun Bora said that the CM, his wife and family members, and his close aides have accumulated huge net worth. "They are now carrying out eviction drives everywhere, only to divert people's minds from real issues. The BJP government has evicted indigenous people from 55,000 bighas (over 18,100 acres) of land across Assam. We have taken a resolution to highlight these," he added.

In its first major demonstration since the BJP came to power in the Capital earlier this year, the Delhi unit of Congress is set to hold a protest against the ruling party on Monday over the recent demolition in slum clusters in the city, among other issues. He emphasised the need for such a discussion to ensure transparency for the common people. Gogoi said common people have to roam around to gather polling station details and resolve other queries, and alleged that there were instances where voters discovered their names were missing from the voter list upon arriving at polling stations. "All the questions raised regarding voter lists should be discussed inside the Parliament. But the govt says they cannot reply, citing that EC is not linked to any department. What type of logic is this?" questioned Gogoi. He further said if PM Narendra Modi and home minister Amit Shah have a role in the appointment of the chief election commissioner, then there should be no issue in discussing the EC's decisions in Parliament. "Today the common people doubt the neutral role that should be played by EC. We want to discuss this, but the govt is acting in such a way that it is trying to hide something," he said. During the extended executive meeting of Assam PCC held in the city, an economic and significant political proposal was adopted. The economic proposal outlined a plan for the overall development of Assam, economic reforms, addressing the 'debt-ridden' situation of Assam, job creation, and ensuring equitable growth and justice for all citizens through economic transformation. In a press conference following the meeting, Gogoi said people in Assam are frustrated with the Himanta Biswa Sarma-led govt. He alleged that linguistic and religious minorities face injustice under BJP, and communities such as Bodos, Tiwas, Karbis, Rabhas, and Mishings are being harassed in the name of eviction. From Sept, Congress will commence organisational work and programmes against 'BJP's corruption'. Gogoi also announced that on Aug 15, Congress will hold a Tricolour march at the district and block levels.
