VIMSAR, OUHS warned by UGC for flouting anti-ragging norms
The two institutions are Veer Surendra Sai Institute of Medical Sciences and Research (VIMSAR) at Burla and Odisha University of Health Sciences (OUHS) in Bhubaneswar.
The UGC on Thursday asked 89 universities and institutions across the country including the two in Odisha to submit the anti-ragging compliance and get online undertakings from all students directly under them or in their affiliated institutions, within 30 days.
Under the National Ragging Prevention Programme of the Ministry of Education, it is mandatory for all colleges, standalone higher education institutions and universities - both public and private - to submit anti-ragging undertaking by students through UGC's anti-ragging website and file undertakings of compliance with UGC's anti-ragging regulations, 2009.
In a letter to the institutions, UGC secretary Manish R Joshi pointed out that despite multiple advisories, follow-up calls from the anti-ragging helpline and direct interventions by its anti-ragging monitoring agency, the institutions have failed to submit the documents which is a violation of the regulations.
He directed the defaulters to ensure that all enrolled students complete their online anti-ragging affidavits and submit their compliance reports within 30 days, along with a comprehensive account of the preventive measures taken to stop ragging on campuses. Failure to comply would lead to listing of the institutions as non-compliant on the UGC website and consideration for de-recognition or withdrawal of affiliation, Joshi warned.

Students refuse to enter classrooms as Army Law College Pune protest continues on day 11
Students of Army Law College in have continued their protest against the principal and registrar for the eleventh day on Monday by refusing to enter classrooms. Lectures were conducted by professors in open spaces in the college building. The Savitribai Phule Pune University (SPPU), to which the college is affiliated, has written to the principal on Thursday last week demanding a report on the protest and its resolution. A student of the college told The Indian Express, 'We are continuing the protest on the eleventh day now. We have refused to enter the classroom, but since students were missing out on academics, we are sitting outside the classrooms and the professors are conducting the classes there. All 377 students are against her, we don't know why the administration is supporting the principal.' 'We have no other choice left to continue this protest. Our primary demand is the principal resigns and that has not been met yet. If we stop now she has a vindictive nature and we don't want to fall prey to it,' he added. Visuals of students marching on campus the previous night have also appeared on social media. The students have alleged that after Dr Madhushree Joshi and Col Suneel Mann took over as Principal and Registrar respectively, the college's environment became hostile, unprofessional, and oppressive. They allege that faculty members are being assigned subjects outside their core expertise, academic timetables are frequently changed with little to no prior notice, implementing academic policies that hinder students' mental health, dissolution of the Student Council, and other issues. Pro Vice Chancellor of SPPU Parag Kalkar told The Indian Express, 'We have been informed by the students about the issue last week. Accordingly we have sent a letter to the principal to resolve the issue through email. The letter was sent on Thursday and the college was to respond immediately. Today is the first working day after Thursday. After we receive the report, we will take an appropriate decision according to the University Act. If the issue does not get resolved at the college level then the University will get involved.' Joshi had previously denied the allegations against her and said the 'protest was neither expected nor required, as the ALC office is always open for discussion', after the administration called in the police on campus on August 8 when the protest began. Joshi or Col. Mann could not be reached for a comment on Monday.

‘Bid to take over registrar's room' at Gurukul Kangri foiled by striking employees
Haridwar: The administrative tussle at Gurukul Kangri (deemed-to-be) University in Haridwar intensified on Wednesday, with vice-chancellor (VC) Hemalatha K alleging that registrar Sunil Kumar tried to forcibly occupy the registrar's room "with the help of over 50 hooligans". Employees of the university, on strike since July over the adoption of the 2019 UGC (Institutions Deemed to be Universities) regulations instead of the 2023 regulations, allegedly foiled the attempt, forcing Kumar to return to his makeshift office. Kumar had been removed by Hemalatha but was reinstated by chancellor S K Arya. The chancellor also removed Hemalatha and appointed Prabhat Kumar as VC, a move she refused to recognise, claiming her own appointment was made by the education ministry under UGC norms based on seniority. Before her removal, Hemalatha had appointed Vipul Sharma as registrar. Hemalatha has approached the Uttarakhand high court (HC) against her removal, alleging Prabhat captured the VC's office on July 7 with the help of the district administration. She also claims Arya's appointment as chancellor was illegal. Earlier last week, the high court observed that a March 3 letter signed by an under secretary granting the Punjab, Haryana, and Delhi units of Arya Pratinidhi Sabha (APS), the varsity's governing body, exemption from the 2023 UGC regulations may not be acceptable to the court. The exemption allowed APS to retain appointment powers curtailed by the 2023 regulations, and in May, the court had cited the letter while allowing APS to appoint the university's chancellor and vice-chancellor. The case was filed by university employees against APS. The court's query to Gaurav Bhandari, the CGSC, drew what it termed an unconvincing reply in his counter affidavit. After reviewing it, the court asked him to specify the paragraphs containing the answer. On his response, the bench remarked: "A plain reading of the paragraphs nowhere states or reveals which provision of the UGC Act, 1956, vests competency in the under secretary to pass such an order or authorise such takeover of a university. " It added, "It is apparent that this respondent is deliberately evading an answer to the query which, in our prima facie opinion, goes to the very root of the matter. At this stage, we have no other option but to infer that the under secretary has acted without authority." If the court rules in favour of the teachers and employees, the letter granting the APS exemption will be cancelled and the university will be required to enforce the 2023 UGC regulations. Anti-Ragging Day observed at NITK
Mangaluru: In adherence to the directives of the ministry of education, the National Institute of Technology Karnataka, Surathkal, observed Anti-Ragging Day on Tuesday. The event was presided over by Govindaj Mandela, dean of student welfare. The programme included pledge-taking, awareness talks, and activities focused on promoting a safe and inclusive campus environment. NITK director Prof B Ravi said that NITK has a zero-tolerance policy towards ragging, a punishable offence.
