The Government has established Rashtriya Raksha University (RRU) as an institution of national importance through an Act of Parliament, which came into effect on October 1, 2020.The announcement was made in the Rajya Sabha today by Minister of State for Home Affairs Nityanand Rai, in response to a query on the establishment of police universities in the country.The University has been tasked with promoting high standards of learning, research, and training in various domains of internal security. Its focus areas include: policing and security - coastal policing, law enforcement, and criminal justice; Cyber and AI research - cybersecurity, cybercrime, and artificial intelligence applications in internal security; Public safety and social inclusion - strengthening citizenship ideals and providing citizen-centric services with special emphasis on women, weaker sections, and minorities.The Rashtriya Raksha University has expanded its campuses to Gujarat, Arunachal Pradesh, Uttar Pradesh, Madhya Pradesh, Karnataka, and Puducherry.In addition, the University has signed Memorandums of Understanding (MoUs) with law enforcement agencies, Central Armed Police Forces, and the Bureau of Police Research and Development (BPR&D) to advance research and training in the field of internal security.Earlier today, the Ministry of Home Affairs (MHA) identified two districts in Jharkhand - Latehar and West Singhbhum as Left-Wing Extremism (LWE) affected, according to a written answer in the Rajya Sabha today by MoS Home Nityanand Rai.Over the past five years, the Centre has allocated Rs 936.50 crore to Jharkhand under three major schemes aimed at tackling LWE challenges and improving infrastructure and development in the affected regions. The schemes include the Security Related Expenditure (SRE) Scheme, Special Central Assistance (SCA) Scheme, and Special Infrastructure Scheme (SIS).The government highlighted several initiatives undertaken in Jharkhand's LWE-affected districts with special focus on expansion of road network, telecom connectivity, financial inclusion, education, and skill development.For road connectivity, 2,927 km of roads have been constructed. For Telecom expansion: 1,589 mobile towers have been commissioned. For Financial inclusion: 1,240 post offices, 349 bank branches, and 352 ATMs opened across most LWE-hit areas. For Skill development: 16 Industrial Training Institutes (ITIs) and 20 Skill Development Centres have been made functional, and for quality Education in tribal blocks, 47 Eklavya Model Residential Schools (EMRS) have been made functional.To ensure effective utilisation of funds and timely progress, the Centre has put in place monitoring mechanisms through different central-level committees. These include the SRE Standing Committee for the SRE scheme, the Project Clearance Committee for the SIS, and the Central Level Committee for the SCA Scheme.

New Delhi: The Centre has realised that online real money gaming has been a major problem for society and chose to forego revenue loss in preference to people's welfare, a government source said on Wednesday. The government has tabled 'Promotion and Regulation of Online Gaming Bill 2025' in the Lok Sabha, which proposes to promote eSports and online social gaming while banning money gaming in any form. 'Online gaming involving money has become a major problem for society. Every Parliamentarian has raised concerns about its ill effects. Between revenue from one-third of the industry segment and society welfare, the government has chosen society welfare,' the source said. According to the source, actions against entities involved in money gaming under the bill will be mainly taken by state governments. The bill proposes that any person offering an online money gaming service in violation of the stipulated provisions will face imprisonment of up to three years or a fine that may extend to Rs 1 crore or both. The provisions also stipulate imprisonment of up to two years and or a fine of up to Rs 50 lakh, or both, for those indulging in advertisements in contravention of rules. Several online real money gaming platforms masquerade themselves as a 'game of skills' to differentiate themselves from gambling or betting, the source said. 'Those who play the games are victims. They will not be punished as per the bill, but there will be action on those who provide real money gaming platforms, facilitate transaction services, etc,' the source said.

New Delhi, Aug 21 (PTI) A crucial meeting of the GoM of state finance ministers on GST rate rationalisation began on Thursday as they started deliberation on the Centre's proposal to reduce tax slabs to 5 and 18 per cent. The 6-member Group of Ministers (GoM) on rate rationalisation is chaired by Bihar Deputy Chief Minister Samrat Choudhary. The other members are Uttar Pradesh Finance Minister Suresh Kumar Khanna, Rajasthan Health Minister Gajendra Singh, West Bengal Finance Minister Chandrima Bhattacharya, Karnataka Revenue Minister Krishna Byre Gowda and Kerala Finance Minister K N Balagopal. The Centre has proposed reforms in GST by reducing the number of slabs under Goods and Services Tax (GST) to 2 (5 and 18 per cent) from 4 (5, 12, 18, and 28 per cent). "The rate rationalisation will provide greater relief to the common man, farmers, the middle class and MSMEs, while ensuring a simplified, transparent and growth-oriented tax regime," Finance Minister Nirmala Sitharaman had told the Group of Ministers (GoMs) constituted by the GST Council on Compensation Cess, Health & Life Insurance, and Rate Rationalisation on Wednesday. Thereafter, the GoM on insurance met on Wednesday evening and discussed the Centre's proposal to exempt GST on health and life insurance policies for individuals. The proposal is likely to have a revenue impact of ₹9,700 crore per year, however, most states were on board. The states also stressed that the GST Council should devise a mechanism to ensure that the GST cut benefits reach policyholders. The GoM on rate rationalisation in its meeting on Thursday will discuss the Centre's proposal of classifying goods and services as 'merit' and 'standard' and levying 5 and 18 per cent rates. Besides, a special 40 per cent rate has been proposed on 5-7 items, including sin goods. The centre's proposal entails eliminating the 12 and 28 per cent slabs, with 99 per cent of items in the 12 per cent bracket being reclassified to 5 per cent and 90 per cent in the 28 per cent slab coming down to 18 per cent.
