
Romualdez sa inihain nilang mosyon sa SC: 'This is not an act of defiance. It is an act of duty'
Sa ulat ni Tina Panganiban-Perez sa GMA News Saksi nitong Lunes, sinabing ang Office of Solicitor General ang tumatayong abogado ng Kamara sa kanilang inihaing apela sa SC, ilang araw bago ang itinakdang deadline sa Agosto 9.
'This is not an act of defiance. It is an act of duty,' ani Romualdez. 'We do not challenge the authority of the Court. We seek only to preserve the rightful role of the House – the voice of the people – in the process of accountability.'
Kasabay ng paggiit na malinaw umano sa Konstitusyon na ang Kamara ang may ekslusibong karapatan sa pag-initiate ng impeachment, sinabi ni Romualdez na sinunod nila ang Konstitusyon at ang mga nagdaang desisyon ng SC sa ginawang pag-impeach ng mga kongresista kay Duterte.
Sa kanilang apela sa SC, iginiit ni Romualdez na isang impeachment complaint lang "initiated" kay Duterte, at hindi apat, gaya ng nakasaad sa desisyon ng SC.
Paliwanag ng Speaker, inilagay lang sa archive ang tatlong naunang impeachment complaint nang maipadala na sa Senado ang ika-apat na complaint na pirmado ng 215 na kongresista.
'On February 5, 2025, the House transmitted the fourth impeachment complaint filed and signed by 215 Members to the Senate. Only after this transmittal did we archive the earlier three complaints. That sequence matters. It proves there was only one valid initiation, not four,' ayon kay Romualdez.
Iginiit din ng lider ng Kamara na walang nakasaad sa Konstitusyon na kailangang pasagutin muna si Duterte kaugnay ng mga akusasyon laban sa kaniya bago ipadala sa Senado ang articles of impeachment.
Ang paliwanag at sagot umano ni Duterte laban sa mga akusasyon ay dapat mangyari sa paglilitis na ng Senado bilang impeachment court--gaya ng ginawa sa ibang na-impeach na opisyal.
Sinabi pa ni Romualdez na ang pagkakaroon ng mga bagong patakaran na nakasaad sa desisyon ng SC na biglang ipatutupad ay hindi lang umano "unfair" kung hindi "constitutionally suspect" din.
Kabilang din kasi ang mga mahistrado ng SC sa mga impeachable officials na maaari umanong makinabang sa mga ipapataw nilang bagong kondisyon o patakaran.
'When the Court lays down rules for how it, or others like it, may be impeached, it puts itself in the dangerous position of writing conditions that may shield itself from future accountability,' ayon kay Romualdez. 'That is not how checks and balances work.' -- FRJ GMA Integrated News

House leaders on Thursday called out Senator Imee Marcos over her suggestion that the House should replace Speaker and Leyte Representative Martin Romualdez instead of pushing for the impeachment of Vice President Sara Duterte. Senator Marcos made the call in light of the Senate vote to transfer to the archives the articles of impeachment against Duterte. The Supreme Court earlier declared the articles of impeachment as unconstitutional. The House of Representatives has filed a motion of reconsideration. To which, House Senior Deputy Speaker David Suarez responded: 'This is a blatant overreach into the affairs of a co-equal chamber. Let me be clear: No senator, regardless of stature or history, has the right to dictate who should lead the House.' 'That decision [on who will serve as Speaker of the House] rests solely with the elected members of this chamber, and Speaker Romualdez continues to enjoy our overwhelming confidence,' Suarez said in a statement. Likewise, Suarez said Romualdez acted well within the Constitution when he presided over the transmittal of Articles of Impeachment against the Vice President to ensure accountability. 'What we are seeing here [from Senator Marcos] is not a call for accountability. It's a classic deflection from the real issues raised in the impeachment case,' Suarez said. House Deputy Speaker Paolo Ortega V of La Union agreed, saying that Senator Marcos' statement is nothing but an attempt to stage a political circus. 'Strong statements may grab headlines, but they do little to uphold the dignity of our institutions. We must not allow a legitimate constitutional process like impeachment to be dragged into a political circus,' Ortega said. 'The Speaker did not act alone. This was a collective institutional decision—one rooted in the Constitution. Calls for his removal overlook that fact and risk personalizing what is, at its core, a constitutional process.' House Deputy Majority Leader Zia Adiong of Lanao del Sur, for his part, said Senator Marcos' tirade at Speaker Romualdez is a cheap shot. 'Her call to replace Speaker Romualdez is unwarranted, undemocratic, and unwise. This is not about Speaker Romualdez. This is about the institutional mandate of the House to initiate impeachment. Trying to pin this all on one man is a cheap political trick,' Adiong said. Instead of attacking Romualdez, Adiong said senators should focus on their constitutional duty to try impeached officials, not run away from it. 'The Speaker does not serve at the pleasure of the Senate. He serves because the House overwhelmingly trusts him to lead us in a time of great political responsibility. Maybe the better question is: Why is the Senate avoiding accountability? Why archive a complaint when the Supreme Court hasn't even ruled with finality yet?' Adiong said. 'When over 200 members vote in favor of impeachment, that's not just one man's decision. That's the House speaking as an institution. Marcos says he's taking all threats very seriously
President Ferdinand ''Bongbong'' Marcos Jr. said that he has taken all kinds of threats very seriously. In an interview with India's Firstpost, Marcos was asked if Vice President Sara Duterte is capable of hatching an assassination plot against him. The Philippine leader said he is not in a position to say if Duterte is really capable of doing it. ''I don't know, you know... I am really not in a position to say what that's about,'' Marcos said. ''But you have to be careful... but then you know in my position, there always is some kind of threat and we take them all very seriously,'' he added. To recall, Duterte's ''assassination'' statement against Marcos, First Lady Louise ''Liza'' Araneta-Marcos and Speaker Ferdinand Martin Romualdez was made during a virtual press conference in November last year, wherein she slammed the House of Representatives' order to transfer Atty. Zuleika Lopez, her then chief of staff, from the House detention facility to the Correctional Institution for Women in Mandaluyong City. Her remarks were immediately referred to the Presidential Security Command (PSC) for proper action. In response, Duterte clarified that her statement was not a threat, saying that she only highlighted the alleged threat to her security. In February, the National Bureau of Investigation (NBI) filed sedition and grave threat complaint against Duterte over the alleged kill order. VP Sara impeachment raps in 2026? Diokno, UP prof say it's possible
A refiling of the impeachment complaint against Vice President Sara Duterte is possible in 2026 if the Supreme Court (SC) maintains its decision declaring her current impeachment charges unconstitutional, House prosecutor and Akbayan Representative Chel Diokno said Thursday. 'Kung talagang sarado na 'yung lahat ng kalsada para ituloy ang impeachment pansamantala ngayon, yung pinaka-last resort siyempre ay mag-file ulit pagdating ng February 2026,' Diokno told GMA Integrated News' Unang Balita in an interview. (If all avenues are really closed to continue the impeachment for now, the last resort, of course, is to file again by February 2026.) With 19 votes for, four against, and one abstention, the Senate on Monday voted to transfer to the archives the articles of impeachment against Duterte with some senators citing the SC decision. Voting 13-0, the SC ruled that the articles of impeachment are barred by the one-year rule under Article XI Section 3 paragraph 5 of the Constitution. It also ruled that the articles violate the right to due process. However, motions for reconsideration were filed in connection with the ruling of the high court. For his part, UP College of Law Assistant Professor Paolo Tamase also sees another filing of an impeachment complaint against Duterte next year if the SC maintains its decision despite the motions. 'Kung babaliktarin ng Korte Suprema ang desisyon niya, maaari may maghahain ng tama ng motion sa Senado upang buhayan ulit ang kaso ng impeachment,' Tamase said. (If the Supreme Court reverses its decision, someone might file a motion in the Senate to revive the impeachment case.) 'Kung hindi po babaliktarin ng Korte Suprema yung desisyon nila sa Duterte v. Duterte's camp earlier said that it remains ready should there be a new impeachment complaint filed against her in 2026.
