
Young people! Here's what you need to know about ‘buy now, pay later' loans
Regulatory oversight is long overdue and with legislation finally on the books, the Financial Conduct Authority has delivered its proposals.
They are really quite mild. It is worth remembering that the government decided not to fully apply the Consumer Credit Act to these products even though, I repeat, they are loans. This has tied its hands to some extent.
Under the plans, BNPL lenders will have to secure authorisation, check that people can afford to repay their loans, spell out the risks and charges for late payment, and offer more support to those who get into trouble. That could include forbearance (the sector will just love that one). Consumers will also be able to approach the Financial Ombudsman in the event of disputes.
These loans are disproportionately popular among younger people (30 per cent of adults aged 25-34 used them at least once in the year to May '24), poorer people (nearly one in three adults with 'low resilience' took them out) and those living in the most deprived parts of Britain (29 per cent).
I'm not about to deny that they can prove useful. Deferring the cost of purchasing a new school uniform for the kids for 30 days, or paying in three monthly installments, could be helpful to a low-income parent.
But that's not how these things are typically used, and they are so easy to access it is very easy to get into trouble with them if they aren't used carefully.
In my view, this is the crack cocaine of lending. The business model speaks to that. BNPL firms receive a commission on each transaction from the retailers they work with. Why are the latter willing to pony up? Because BNPL loans encourage consumers to spend more.
Commissions aren't the only revenue stream available to firms in the sector, however. They also typically charge late fees and the FCA found what it called 'high arrears levels' in the sector with some firms generating 'significant revenue' from these charges. It further found that consumers weren't always aware that they could get hit for failing to pay on time.
Critics of regulation argue that people shouldn't need handholding or nannying.
The watchdog found that the most common use of BNPL in the 12 months to May 2024 was for lifestyle and beauty purchases (41 per cent), followed by 'treating myself or other people' (37% per cent). Surely it would be churlish to deny people the chance of a good time?
I get the point. I do. But consumers should know what they're getting into and the sector hasn't always been good at explaining the risks. Indeed, the regulator criticised what it termed 'benefit framing' where firms emphasise the good bits and downplay the dangers.
For the record, Klarna described the proposals as 'a win for the consumer' while rival Clearpay said it would 'support the FCA as it consults on and finalises its specific rules for the sector'.
Make of that what you will. I still fear that BNPL's explosive growth, and some of the practices found by the regulator, means the potential is there for a serious scandal. Meanwhile we're likely to see snowballing numbers of cautionary tales, in which people find themselves plunging into financial hell.
That being the case, it is regrettable that the wheels of regulation are still moving at the speed of a sloth with a stitch: After five years of consultation with the Treasury, oversight of the sector still won't finally come in until next July.

British Business Bank back in black with £144 million profit
Britain's state economic development agency has returned to profit, and its investment portfolio grew by almost a fifth, as it prepares for a beefed-up role after recent government changes. The British Business Bank, established in 2014 to improve the flow of finance to private companies, generated a pre-tax profit of £144 million in its last financial year — after two consecutive years of losses, including a £131 million loss in the 12 months to March 2024 — boosted by the performance of its investments. The bank provides wholesale finance to equity and debt providers but can also invest up to £60 million directly in individual companies. • British Business Bank marks tenth anniversary of doing deals After the government's recent five-year spending review and industrial strategy, the agency's role has been significantly increased. The government committed £6.6 billion of new capital to the British Business Bank in June, taking its financial capacity to £25.6 billion. Ministers are seeking to stimulate investment in promising UK companies to help drive economic growth and productivity and enable companies to scale up at home rather than overseas, particularly in the US. The annual report for the bank, which has its headquarters in Sheffield, shows that its investment portfolio has increased in value by 19 per cent to £4.7 billion. It supported a total of £6.8 billion of finance for smaller businesses, made up of £1.2 billion deployed by the agency, £2.6 billion of lending guaranteed and £3 billion of private sector capital that it 'crowded in'. As a result, it said, 24,000 businesses that haven't previously been supported by the bank received funding, plus 4,000 that have previously benefited. Louis Taylor, chief executive of the British Business Bank and a former boss of UK Export Finance, the government's export credit agency, said its activities from the last year were forecast to create 38,000 extra jobs and £8 billion of gross value added 'over the life of the finance'. Taylor, 58, whose total pay was £460,800, added: 'We have undertaken a significant reshaping of our organisation to prepare for an expanded mandate and long-term ambitions. Having an economic development bank with permanent capital and a consistent risk appetite, underpinning the UK venture and growth market through its cycles, is a powerful and very positive development.' Despite the market volatility generated by President Trump's tariffs war, the agency said it did not expect 'any direct impact' on its investment portfolio given its UK focus and it not being concentrated in sectors most exposed to US tariffs. • Keir Starmer unveils 'targeted, long-term' industrial strategy The bank's expanded role includes the British Growth Partnership, an investment vehicle seeking to raise hundreds of millions of pounds from UK pension funds and other institutions to back British venture capital. For the first time, it will be managing capital on behalf of pension funds together with other institutional investors. Aegon UK, NatWest Cushon and London CIV, a grouping of local government pension schemes, have expressed interest in working with it.

Could your summer holiday be greener? Government invests £63m into more sustainable types of jet fuel
The government is investing £63m in new types of jet fuel that it hopes will make your summer holiday a little more eco-friendly - though not everyone is convinced. The cash will be shared by 17 British companies developing different types of "sustainable aviation fuel" (SAF), made from materials including forest cuttings, household rubbish, sugar beet or hydrogen gas. Ministers said the funds could support 1,400 jobs, add £5bn to the economy and help the British industry get ahead as global demand for SAF soars in order to meet stricter climate targets. But campaigners question how sustainable these fuels really are, saying the real answer is to deter "frequent flying". They warn the materials needed for sustainable fuels are hard to come by and too expensive to ever scale up. Industry says it needs this cash injection precisely in order to lower costs and grow, and global demand is booming. 1:55 As of January, flights taking off from the UK must use 2% SAF in their fuel, under new government rules. This will gradually rise to 10% in 2030 and 22% in 2040. But there have been alarm bells warning not enough SAF will be available to meet those targets. The government says sustainable fuels cut emissions of greenhouse gases by 70% on average compared with kerosene over the course of its life, which includes producing it and burning it. Aviation minister Mike Kane said: "We're not just backing brilliant British innovation, we're creating thousands of high-skilled jobs and positioning the UK at the forefront of the global sustainable aviation market." He said the move would "kickstart economic growth, secure energy independence, and make Britain a clean energy superpower". But campaigners say at best the fuels will reduce aviation emissions "by a tiny fraction of the amount needed", and are being used to justify "irresponsible levels" of airport expansion. James Sutton, co-director of climate charity Possible, told Sky News they were not anti-investment, but that the SAF plans would not bring down emissions at the pace and scale necessary. He said: "We need to cut those emissions immediately if we have any hope of hitting our climate goals, not just sit and hope for the best in a few decades time. "The technology and investment required for SAF to displace kerosene entirely is simply not there yet, but policies aimed at reducing demand for flights and taxing frequent flyers, which will therefore cut emissions, are possible now. "So that is what we need to focus on first and foremost." The biggest winner in this round of funding was Stockton-on-Tees based Alfanar Energy, which will get £8m for converting waste wood from sawmills and forestry into SAF.

Peter Mandelson enlisted help to return to Tony Blair's government
Newly released official files reveal the extent of Peter Mandelson 's determination to re-enter government after twice being forced to resign from Tony Blair 's cabinet. The papers, made public by the National Archives in Kew, west London, show that Mr Mandelson even sought the assistance of Lord Birt, the former BBC director general, in his bid to secure a senior position. Mr Mandelson had been compelled to step down as Northern Ireland secretary in January 2001 amid allegations he had facilitated a UK passport for controversial Indian businessman Srichand Hinduja, in connection with the Millennium Dome. This followed an earlier resignation over an undeclared home loan from fellow Labour minister Geoffrey Robinson. Despite an official inquiry clearing him of impropriety in the Hinduja affair, Mr Blair was hesitant to reinstate his long-time ally, given his prior departures. However, in April 2003, Lord Birt, then a senior policy adviser in No 10, wrote to the prime minister, urging him to reconsider. Mr Mandelson's persistence was ultimately rewarded when Mr Blair appointed him Britain's commissioner to the European Commission in Brussels, with responsibility for trade. 'I gather from Peter that you still talk to him regularly – but, as a safeguard, you may like to know what he reports to me about his current state of mind,' he wrote. 'He feels this spring/summer may be the moment of decision for him. He's approaching 50 – and he is sorely conscious that time is passing and he has yet to fulfil his promise. 'As you know, Peter's deepest wish is to return to government. He stresses that he has already proved to be a capable minister, and that he would be a strong ally for you in cabinet. 'If you judge a return to government is not possible, then he would like you to consider appointing him as EC Commissioner. 'One way or another, he says he wants to settle his future this year, even if it means a career outside politics.' Just four months later, it was announced that he was to be the UK's next European commissioner. He was subsequently awarded a life peerage in 2008 and is currently the British Ambassador to the United States.
