
Roll back Ordinance on fee hike by private schools in Delhi, hold public consultations, say protesting parents
The Cabinet nod to Delhi School Education (Transparency in Fixation and Regulation of Fees) Ordinance, 2025, without public consultation, was one of the key contentions raised as hundreds of parents gathered at Chhatrasal Stadium in North Delhi on Saturday morning to protest arbitrary fee hikes by private schools in the Capital. Alleging harassment of students by such schools, the parents claimed that they have been subjected to years of unapproved fee hikes.
The demonstration, led by the group United Parents' Voice (UPV), was initially planned outside Chief Minister Rekha Gupta's Office at the Delhi Secretariat. However, it was relocated after the Delhi Police denied permission, citing security and traffic concerns.
The protest follows the Delhi Cabinet's June 10 decision to approve an Ordinance based on the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025. The Bill had earlier received the Cabinet's approval on April 29, soon after parents staged widespread protests against fee hikes. The Bill, however, could not be presented in the Assembly because the Budget session was cut short.
While the government officials have stated that the Bill and the Ordinance aim to curb arbitrary fee increases and improve transparency, parents alleged that the legislation was drafted without public consultation and fails to address ongoing issues affecting students and families.
After being denied permission on Friday to hold the demonstration at outside the Secretariat by the Delhi Police, which imposed Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023 across the I.P. Estate area, the group moved the protest to Chhatrasal Stadium at 8 am Saturday, where the CM was attending the International Yoga Day celebrations.
'The government is scared of the parents' voice. The system has acknowledged our strength. Now let's show up in even bigger numbers,' said Mahesh Mishra, one of the protesters whose child studies at Delhi Public School, Dwarka.
The group's key demands included an immediate pause in the implementation of the Ordinance, a 30-day public consultation period, an end to the alleged harassment of children by private schools, strict action against rule-violating institutions, rollback of unjustified hikes since 2019, and the establishment of a robust, transparent grievance redressal system for parents.
'We urge an immediate halt to the proposed Ordinance and the Bill. These should first be subjected to transparent public consultation as per constitutional and fundamental rights, as parents and citizens are the primary stakeholders in any education-related policy decision,' Mishra added.
While carrying placards and raising slogans, the demonstrators demanded action against private schools for alleged coercive practices.
UPV claimed that children had been removed from rolls by private schools, denied access to classes, and in some cases, physically blocked at school gates by bouncers over fee-related issues. The group described such incidents as mental harassment and demanded accountability from schools engaging in such practices.
Another long-standing concern that echoed at the protest was the issue of unapproved fee hikes going back to 2019.
The parents' group said that despite repeated appeals, the government has failed to roll back what they described as arbitrary and unjustified increases. They also highlighted the absence of a functional and time-bound grievance redressal mechanism.
DPS Dwarka, Maharaja Agrasen Model School, Pitampura, and Apeejay School, Sheikh Sarai, are some of the schools that have been embroiled in disputes amid the fee hike row.

Delhi HC issues notice in ex-MLA's bail plea

(Representational photo/HT Archive) The Delhi high court on Wednesday issued a notice in former Aam Aadmi Party (AAP) legislator Naresh Balyan's plea, seeking bail, in connection with a Maharashtra Control of Organised Crime Act (MCOCA) case lodged against him with links to UK-based gangster Kapil Sangwan. A bench of justice Manoj Jain directed the Delhi Police, represented by special public prosecutor Amit Prasad and Akhand Pratap Singh, to file a status report and scheduled the next hearing for July 3. 'Issue notice. Let an updated status report be filed by the Delhi police with advance copy to the opposite side. List before the roster bench on July 3,' the court said in its order. The court also directed Tihar Jail officials to file a report on Balyan's health. 'Besides regular bail, the petitioner is also seeking interim bail on medical grounds. Superintendent, Tihar Jail, is also requested to send a nominal roll and report about his medical condition by the next date of hearing,' the court said in its order. Balyan approached the high court against a city court order rejecting his second bail application. On May 27, a trial court refused to release Balyan on bail, concluding that there were no reasonable grounds to rule out his involvement in the case. In its 22-page order, the court also underscored the impact of a criminal nexus between a politician and a gangster. 'The criminal nexus between a politician and a gangster is perhaps the most perilous threat confronting a nation and its citizens and must be addressed with severity,' special judge Digvijay Singh said. In the high court petition, Balyan's counsel, senior advocate Sunil Dalal, asserted that he had been incarcerated since last December and that he no longer needed to be held as the police had completed their investigation of him. The plea contended that he was arrested 'frivolously', based on past FIRs and confessional statements given by two co-accused, and that there was an absence of specific or fresh allegations against him. The present case, Balyan in his plea said, represented a misuse of the stringent provisions of MCOCA. Balyan was arrested by the Delhi Police on December 4, 2024, in a case lodged by the Anti-Gang Squad (AGS) of the Crime Branch in Dwarka, over allegations of organised crime and extortion, shortly after he was granted bail in the extortion case. The extortion case stemmed from a May 31, 2022, incident, wherein a complainant received threatening messages from a caller identifying himself as Kapil Sangwan. The caller allegedly demanded ₹ 1 crore and threatened the victim of dire consequences if the amount was not paid. On January 15, the city court rejected his bail application, following which he approached the high court. The same was subsequently withdrawn on May 8, in view of the Delhi Police filing the charge sheet. On May 1, the Delhi Police filed a charge sheet against Balyan, alleging that he used his political clout to financially support Sangwan's syndicate and shield its members from arrest. The police further claimed that the former Uttam Nagar MLA allegedly used virtual private networks (VPNs), an encrypted messaging app, to communicate with Sangwan in the UK and reportedly used phones registered in the names of family members to evade detection.

Delhi CM Rekha Gupta is guest at Adda today
Four months ago, Rekha Gupta was picked to lead the BJP government in Delhi, marking a return to power for the party after 27 years in the city. A three-time councillor and a first-time MLA, she is now the face of a government that has promised to make Delhi the capital that India can be proud of. On Thursday, the Chief Minister will be the guest at Express Adda in Delhi. No stranger to the city's politics, Gupta started out as a student leader with the ABVP in the early 1990s and went on to serve as president of the Delhi University Students' Union in 1996-97. The Shalimar Bagh MLA entered the city's electoral politics in 2007, when she was elected as a councillor in the Municipal Corporation of Delhi (MCD). She made it to MCD House twice again before being chosen as Chief Minister. This was followed by the BJP wresting control of the MCD from AAP, the previous ruling party in Delhi, essentially giving the city a 'triple-engine' BJP government. Govt board to help traders in city, raise investment
New Delhi: Delhi govt will form the Delhi Traders' Welfare Board, a platform dedicated to making the city more trader-friendly, chief minister Rekha Gupta said on Wednesday. The formation of the board was one of the key promises made by BJP in its manifesto before the Assembly polls. "Under this, govt aims to revitalise trade and industry in the city. The board will play a crucial role in promoting the interests of traders and contributing to the city's economic growth," Gupta said. It will focus on policy formation, regulatory challenges, welfare of traders, boosting employment and investment, she added. "Under this, govt will also provide a grant-in-aid of Rs 10 crore, which was allocated in the budget and will be used for welfare schemes," the chief minister added. The board will provide legal aid, organise events and create an IT portal to facilitate communication between the govt and traders, Gupta said. "The board aims to simplify regulatory framework, streamline processes to ease regulatory challenges for traders, provide welfare schemes, and ensure their well-being and support... It will also foster an environment that promotes employment and investment opportunities," the CM said. The board will also act as a bridge between govt and the trading community, conveying their suggestions and concerns directly to policymakers. Gupta added, "Traders and industry stakeholders in Delhi have long faced issues such as lack of an effective grievance platform, exclusion from policy-making, regulatory complexity, and insufficient social security." "The approval of the formation of the board by Delhi govt is a historic and welcome decision for traders. This step will definitely promote ease of doing business and will prove to be a milestone towards making Delhi investment-friendly," Nitin Gupta, president of the Kamala Nagar Traders' Association, said.
