The New Delhi Municipal Council (NDMC) on Wednesday approved a series of civic infrastructure projects aimed at enhancing public amenities in Lutyens' Delhi, including procurement of new mechanical road sweepers (MRS), construction of 'pink toilets' for women in all major markets, and the beautification of key temple complexes, officials said. Wednesday's council meeting, chaired by area MLA and Delhi government minister Parvesh Verma, was also attended by New Delhi MP Bansuri Swaraj, NDMC chairperson Keshav Chandra, and vice chairman Kuljeet Chahal.
Besides taking up policy matters, the council also unanimously passed a resolution condemning the imposition of Emergency in 1975, calling it a 'dark phase' that trampled civil liberties and democratic institutions. 'The resolution marks the 50th anniversary of Emergency and recalls how citizens' fundamental rights, civil liberties, and democratic institutions were brutally suppressed during the 21-month Emergency,' Chahal said.
Among the major decisions was the launch of a comprehensive temple beautification plan. 'From Hanuman Mandir, Kali Mata Mandir, Valmiki Temple, Bhairon Temple — complexes of all major temples will be beautified for which a panel is being formed. Beautification efforts will include horticulture, lighting, and seating areas for devotees,' Verma said.
To address dust pollution and ensure year-round road cleaning, NDMC approved the procurement of five new CNG-operated mechanical sweepers. Diesel-operated sweepers are no longer permitted under National Green Tribunal norms, and the Central Pollution Control Board will fund the ₹ 6.7 crore project. 'Our existing machines from 2017-18 break down frequently, impacting NDMC's ability to meet its daily cleaning target of 365km of roads,' Chahal added.
Verma also announced a women-centric initiative to install at least one pink toilet in every market within NDMC limits. 'These facilities will be staffed entirely by women and include vending machines for sanitary napkins, baby care areas, and drinking water,' he said.
The council also pledged to extend civic services to under-served areas such as JJ clusters and dhobi ghats. 'Seva Bastis and dhobi ghats must be part of our larger urban development agenda. This is about inclusive governance,' Verma said.

According to the deal, select Adani Total fuel stations will retail Jio-BP's petrol and diesel, while select Jio-BP outlets will host Adani Total CNG dispensing units within Adani Total's authorised geographical areas. Adani Total Gas Ltd, which is a joint venture between the Adani Group and TotalEnergies of France, is a leading city gas distribution company which supplies natural gas to households, commercial establishments and industries, while also retailing gas to motorists. Adani Total's business portfolio also involves compressed biogas, electric vehicle charging solutions and LNG for the transportation sector. Jio-BP, which is a joint venture between Reliance Industries Limited and British Petroleum (BP), has a strong network in fuel retailing, alternative low-carbon energy products as well as convenience stores. Jio-BP Chairman Sarthak Behuria said, "The two companies are united by a common vision to offer customers high-quality fuels. This partnership allows us to leverage each other's strengths to further enhance the value we provide to India'. Adani Total's Executive Director & CEO Suresh P Manglani said, 'It is our shared vision to provide a complete range of high-quality fuels at our outlets. This partnership will enable us to leverage each other's infrastructure, thus enhancing customer experience and offerings'. The partnership will cover both existing and forthcoming retail fuel outlets of the two companies. Presently, Adani Total operates around 650 CNG stations, while Jio-BP runs a retail network of nearly 2,000 fuel stations. Adani Total holds authorisation to supply PNG and CNG in 34 geographical areas, while its joint venture with Indian Oil, namely IOAGPL, is authorised to do so in another 19 geographical areas across India. They also took the businessman hostage in his car and went to his office in Gurgaon where they robbed him of more cash. The police are learned to have apprehended two suspects and raids are on to nab others. According to police, the incident occurred on Monday night when four armed robbers arrived at the farmhouse of Karan Chopra, CEO of a naturan gas firm, and took him and his guard hostage at gunpoint. The robbers tied the guard's hands and feet and entered the farmhouse, where they found Chopra alone. His parents had travelled abroad a few days ago, leaving him behind. The robbers looted Rs10 lakh from the farmhouse, ransacking premises & searching for valuables. One segment also portrays the demolition drive conducted in Turkman Gate area of Delhi and the mass sterilisation campaigns of the government. Images of prison diary excerpts of various political prisoners, including Jayaprakash Narayan and actress Snehalata Reddy are also part of the exhibition, that includes paintings by few artists on the theme if the Emergency. Commemorative events will be held across the country to mark the 50th anniversary of the imposition of the Emergency, the ministry had said on Tuesday. 'The solemn occasion will serve as a reminder of the importance of safeguarding democratic values and constitutional rights,' it had said in a statement. Underlining that the Emergency remains 'one of the darkest chapters' in India's post-independence history, the ministry said, 'Fundamental rights were suspended, press freedoms curtailed, and democratic institutions were silenced.' In 2024, the government of India officially notified June 25 as 'Samvidhan Hatya Diwas' to ensure that this critical period is not forgotten and the sanctity of democracy is consistently upheld,' it said. A team from the National School of Drama team also presented a dramatisation skit on the Emergency era, highlighting its impact on common citizens and democratic institutions, and the specially commissioned film will offer a cinematic reflection on the imposition and consequences of the Emergency.
