Police did not properly probe killer's assaults before attacks, report says

Police failed to properly investigate an assault on warehouse workers by Nottingham killer Valdo Calocane which could have stopped his murder spree a month later, a report by the police watchdog has found.
The Independent Office for Police Conduct's (IOPC) report which probed the actions of three Leicestershire Police officers, seen by the PA news agency, resulted in a misconduct meeting rather than a more serious misconduct hearing, meaning the officers will receive a maximum of a final written warning.
Calocane was reported to have punched a man in the face and pushed a woman over at a warehouse in Kegworth on May 5 2023 – a month before he killed 19-year-old students Barnaby Webber and Grace O'Malley-Kumar and 65-year-old caretaker Ian Coates.
The officer assigned to the investigation, known only as Officer A, failed to check his details on the police national computer (PNC), which would have identified an outstanding arrest warrant, acts of violence and his detention under the Mental Health Act, the report said.
She also told the IOPC that had she run a PNC check on Calocane, she would have prioritised his arrest.
The two alleged victims in the case, who were both Romanian, were contacted by the officer with the use of Google Translate because she was unaware that she could 'use an interpreter over the phone'.
CCTV footage of the alleged assault was also not exhibited by Officer A, meaning it was permanently wiped from the force's systems.
The officer was only 12 days into the job when the incident occurred, the report said.
Her tutor, known as Officer B, said he had accrued a 'crime queue' as he had not tutored for six months prior to Officer A joining the force, and accepted he should have satisfied himself that PNC checks were carried out, and apologised.
The supervising officer, known as Sergeant C, agreed his review of the crime report into Calocane 'fell short of expected standards', but told the IOPC he was not 'lazy or slacking', but 'simply overworked'.
Despite the failings outlined in the report, the IOPC concluded no lessons could be learned from the errors.
The families of the three murder victims said they have been 'excluded' from the 'secret' misconduct meeting – describing both Leicestershire Police and the IOPC as 'not fit for purpose'.
In a statement, the families said they were 'deeply unhappy' and believed the report to be of 'very poor quality'.
It read: 'Once more we have been let down.
'We are limited in what we can say by the terms of an NDA (non disclosure agreement) that we were made to sign months ago.
'What we can say is that we are aware of the details contained within the IOPC investigation.
'We can confirm we are deeply unhappy and believe it to be of very poor quality.'
The families continued: 'The IOPC and Leicestershire (Police) Force have been made aware in detail on numerous occasions of our concerns and thus far have failed to address them.
'Additionally we have very recently been advised that our attendance at the disciplinary meeting may be restricted to remote viewing and the identity of officers under disciplinary action withheld.
'We question why we are excluded from yet another secret meeting.
'Especially when we consider the manner in which an officer in Nottingham was publicly named at a full disciplinary hearing in January 2024 for sharing (and not authoring) an inappropriate WhatsApp message following the murders.
'Thank god that the statutory public inquiry has been confirmed. We put our trust in the truth finally being found out.
'The police force in question and watchdog supposed to hold them to account are not fit for purpose.'
Officer A told the IOPC she 'recognised and accepted that she did not complete police national computer (PNC) or police national database (PND) checks on the suspect' but said she 'did not know that this needed to be done', the report said.
IOPC investigators obtained information from the PNC that would have been available at the time of the alleged assaults – which included an outstanding arrest warrant for assaulting an emergency worker from September 2022, following an incident in 2021.
Other incidents involving Calocane available on the PNC were:
– Stalking of a former housemate in July 2022 which resulted in no complaint;
– Assault of another resident in student housing in January 2022 which resulted in no complaint;
– Punching an officer in the face and headbutting him while being sectioned under the Mental Health Act;
– Assault of a flatmate in July 2021 which resulted in no complaint;
– His detention under the Mental Health Act in July 2020;
– And a female being injured after jumping out of an upstairs window after Calocane was kicking her front door in May 2020 which resulted in no further action as he was sectioned.
Officer A also recognised that she 'made a mistake' after CCTV footage of the alleged assault was not exhibited after it was recorded on her colleague's body-worn video.
The report read: 'Officer A stated she could have made more attempts to contact the victims, contact witnesses, and obtained the CCTV in an evidential format. She said 'I'm really sorry I didn't do any of that'.'
A person known in the report only as Witness X called 999 to report the alleged assaults and in a statement in March 2024, she said she informed the officers who attended that her colleague thought Calocane was bending down to 'take hold of a safety knife' and that it was 'kicked away from him' when he went to pick it up.
Officer A told the IOPC she recalled a witness mentioning a safety knife that may have been dropped but it was unclear who it belonged to.
She added: 'There was no mention that (Calocane) had tried to reach for the knife. I contest I was told about this.'
Concluding its analysis of the officer, the report said: 'Officer A stated that she was very new and she accepted she had made mistakes with the way she handled things.
'She stated this was not malicious on her part – it was because she was brand new and she had 'no idea'.'
Officer B told the IOPC he discussed prioritisation of cases with Officer A but 'unfortunately, this one might have fell further down the queue because we didn't have any details for him at the point'.
He said he assumed the failure to exhibit the CCTV footage must have been 'human error' and accepted he could have checked that had been completed.
The officer told the watchdog there was 'no hiding' from the fact that intelligence checks on the suspect were not done quickly enough and said they could have been 'more robust in seeking arrest attempts'.
An IOPC spokesperson said: 'We concluded our investigation in September last year into Leicestershire Police's handling of assault allegations made against Valdo Calocane in May 2023.
'As a result, three officers will face misconduct meetings being arranged by the force.
'Our report and findings were shared with all of the interested parties including the families of Ian Coates, Grace O'Malley-Kumar and Barnaby Webber.
'Our thoughts and sympathies remain with them.
'We have advised the families and the force that we intend to publish our investigation report and findings following the conclusion of proceedings.
'We are unable to comment further at present.'

Two people were shot overnight at a high-rise in Wynwood. According to Miami police, just before 12:30 a.m. they received a call about a shooting at 2150 N Miami Avenue. They said when officers arrived, they found two men who had been shot in their legs and a third man who had a head wound from being hit by a gun. All three were taken to the Ryder Trauma Center where they were listed as stable. A man who lives in the building said a security guard told him that the three people broke in and made their way to the eighth or tenth flood. That's where police said the two men were shot and the third man was hit over the head. The man who lives in the building said the trio made their way down to the lobby, but didn't realize they had to press a button to get out. He said they rummaged through some of the offices on the ground floor and then left through a side door. Police confirmed they had detained a person of interest. They have not said if the person is the one who fired the shots, or if there are any suspects who have not been apprehended.

Three teenagers have been charged following disorder in Ballymena. The three males, aged 15, 17 and 18 years have been charged with riot, while the 15-year-old has also been charged with criminal damage following scenes in the Co Antrim town on Tuesday night. They are to appear before Ballymena Magistrates' Court later. Meanwhile, two other teenage boys who were arrested during the disorder have been released on bail to allow for further police inquiries. Police in Northern Ireland condemned a third consecutive night of 'completely unacceptable' disorder on Thursday morning. They said on Wednesday night in Ballymena their officers came under sustained attack with multiple petrol bombs, a hatchet, heavy masonry, bricks and fireworks thrown at them. Officers responded with water cannon, dogs and plastic baton rounds in an attempt to disperse crowds in the town. Nine officers were injured, while two men, aged in their 20s, and one in their 30s, along with two teenagers, were arrested on suspicion of riotous behaviour and other offences in connection with the disorder on Wednesday. Police said officers discharged a number of Attenuating Energy Projectiles (AEPs) and the water cannon was deployed once again in an attempt to disperse and calm crowds. Meanwhile, police said they responded to an attack on the local leisure centre in Larne. Masked protesters blocked local roads in the Marine Highway area of Carrickfergus, a teenager was arrested in Newtownabbey following disorder in the Station Road area and in Coleraine, a bus was attacked, bins were set alight on the train tracks and petrol bombs were thrown at police. They added that associated protests passed without incident in the Antrim and Lisburn areas, and there were mainly peaceful protests in Belfast. Assistant Chief Constable Ryan Henderson said there was a significant policing operation on Wednesday night. 'What we witnessed last night has caused fear and huge disruption within our communities, including to our local transport network and community services,' he said. 'Police officers came under attack from petrol bombs, fireworks and heavy masonry. 'A hatchet was also thrown at police lines during this disorder in a clear attempt to seriously injure our officers, and I thank them once again for their continued efforts putting themselves on the line keeping our streets safe. 'We made six arrests last night during this disorder and more will follow. We are working hard to identify all those responsible in this criminal disorder, and those involved will be dealt with using the full force of the law. 'We are now in the process of gathering evidence, CCTV and other footage of yesterday's disorder, and anyone who has information or who can help identify those responsible is asked to contact police on 101. 'I would strongly urge anyone who was involved in yesterday's rioting and disorder to think long and hard about their actions and its impact. I would also appeal for calm voices and cool heads to reduce tensions.' Earlier, Secretary of State Hilary Benn described scenes as 'shocking', adding there is 'absolutely no justification for civil disorder'. He told the BBC's Good Morning Ulster programme: 'This not what Northern Ireland is about, this is not what we want the rest of the world to see. 'We all, as elected representatives, have a responsibility to seek to calm things down, to support those in the community trying to keep people safe, principally the PSNI, to work with community leaders to lower tensions. 'Whatever views people hold, there is no justification for trying to burn people out of their homes, that is what is going on, and that is what needs to stop because it is shocking and damaging, and it reflects very badly of the image of Northern Ireland that we all want to send to the rest of the world.' Stormont Justice Minister Naomi Long said it has been a 'three-day festival of hate and destruction' which needs to stop before someone loses their life. She said she will be seeking additional funding for the PSNI in the June Monitoring Round. She also commended the PSNI for seeking support through a mutual aid request for additional officers from Great Britain. 'This is not just a few days of violence, this has been wanton destruction on a huge scale, and any police service in these islands who are dealing with this kind of pressure, dealing with the number of officers, now close to 50, who have been injured in the last few days, would clearly be feeling the challenge and the strain,' she told the BBC. The leisure centre had temporarily been used as an emergency shelter for those in urgent need following disturbances in Ballymena earlier in the week. Communities Minister Gordon Lyons, who highlighted the use of the building in a social media post, said all those who had been staying at the leisure centre are in the care of the Housing Executive and have been moved out of Larne. SDLP MLA Matthew O'Toole, the leader of the opposition in the Northern Ireland Assembly, said he would refer Mr Lyons to the standards commission following the fire. At least one protester was struck by plastic baton rounds fired by police while officers also used a water cannon on the crowd. Officers used dog units and drones in their response to the gathering. Riot police with shields advanced on the crowd to disperse them down Bridge Street on to other roads. They came under sustained attack as those participating in disorder hurled petrol bombs, masonry and fireworks at police vehicles and officers standing nearby. Rioters smashed the windows of a house on North Street and set multiple fires on streets in the surrounding area. The disorder and stand-off with police continued past midnight. The PSNI have also noted scenes of disorder in Belfast, Lisburn, Carrickfergus and Newtownabbey earlier in the week, as businesses, homes and cars were attacked and damaged. By Wednesday, six individuals had been arrested for public order offences, and one charged. Prime Minister Sir Keir Starmer said he 'utterly condemns' violence which left 32 police officers injured after the second night of disturbances. PSNI Chief Constable Jon Boutcher has warned the rioting 'risks undermining' the criminal justice process into an allegation of a sex attack on a teenage girl in Ballymena at the weekend. Stormont ministers have also made an urgent appeal for calm and said the justice process had to be allowed to take its course. First Minister Michelle O'Neill and deputy First Minister Emma Little-Pengelly appeared together on Wednesday to voice their condemnation. Sinn Fein vice-president Ms O'Neill told reporters in Belfast: 'It's pure racism, there is no other way to dress it up.' Ms Little-Pengelly described the scenes in Ballymena as 'unacceptable thuggery'. With the protests focused in predominantly loyalist areas in Ballymena, Ms O'Neill said she did not believe it would be helpful for her to visit in the current context. DUP MLA Ms Little-Pengelly met residents in the town on Wednesday and said the local community are in fear and wanted the violence to stop. 'The key message here today is around that violence, and that the violence needs to stop, that's what the community wants to put across, and that's why I'm here to send that very clear and united message from right throughout the community and local residents for that to stop,' she said. The violence began around Clonavon Terrace on Monday night following an earlier peaceful protest which was organised in support of the family of a girl who was the victim of an alleged sexual assault in the area. Two teenage boys, who spoke to a court through a Romanian interpreter, have been charged.
