GCDA may become first local body to serve as appropriate authority for land pooling for a major project

Greater Cochin Development Authority (GCDA) will be the first local body to act as an appropriate authority to make available land for a major project in the State under the land pooling rules, if and when it goes ahead with land pooling for the third phase expansion of the Infopark Kochi. The State Government order dated October 18, 2024, designated the GCDA as the appropriate authority for the proposed land pooling under Section 56 of the Kerala Town and Country Planning (Amendment) Act, into which land pooling rules were incorporated through an extraordinary government gazette dated March 16, 2024. 'Though we have undertaken projects like Kaloor-Kadavanthra Road, which can be construed as executed through land pooling, this is the first time a local body is being designated as the appropriate authority under the land pooling rules,' said GCDA sources. Out of the 300 acres which the GCDA proposes to make available, 100 acres would be made available to Infopark Kochi, while the remaining 200 acres would be enhanced in value through infrastructure, and a portion of it would be returned to landowners, which is at the heart of the concept of land pooling. According to the Kerala Land Pooling Rules, 30% of the land would be used for commercial, industrial, and housing purposes, and the remaining land would be returned to landowners. The municipal corporation, municipal council, town panchayat, or village panchayat may, through a resolution, decide to prepare a land pooling scheme in respect of any part of the area within its jurisdiction. Once not less than 75% of landowners of the proposed land pooling scheme area give their consent, the appropriate authority may issue the final notification for the drafting of the scheme. However, it is mandatory that the landowners who decline to give their consent should also be included in the scheme. Even if the consent is not forthcoming, the appropriate authority may, with the approval of the government, take an appropriate decision with regard to the scheme. Landowners with plots not less than five hectares in municipal corporations, seven hectares in municipalities, and 10 hectares in panchayats can apply to the appropriate authority for inclusion of their plots in a land pooling scheme in their areas.

U.S. marines move into Los Angeles amid protests over immigration raids

Los Angeles, June 14 (UNI) About 200 U.S. marines have been deployed to Los Angeles, the second largest city in the United States, to protect a federal building there, the military said on Friday, after a week of protests over the current administration's immigration raids in the city. U.S. Army Major General Scott Sherman, commander of the Task Force 51, which includes more than 4,000 California Army National Guard soldiers and about 700 marines, said at a press briefing that those marines had completed civil disturbance training. But Sherman said the marines will not participate in law enforcement activities. Some of the marines were seen standing guard outside the Wilshire Federal Building in Los Angeles area. The 17-story federal building on Wilshire Boulevard is home to many of Los Angeles' federal offices, including the U.S. Federal Bureau of Investigation (FBI) Los Angeles field office. U.S. President Donald Trump has made decisions to dispatch over 4,000 National Guard members and about 700 active-duty marines to the Los Angeles area despite the objection of California Governor Gavin Newsom and other local officials. About 2,800 service members, including 2,100 National Guard soldiers and 700 Marines, were deployed to the greater Los Angeles area, said U.S. Northern Command in a news release on Wednesday, adding that the Marines had completed required training and would be serving alongside National Guard soldiers within the next 48 hours. The Marines were reportedly undergoing civil disturbance training at Naval Weapons Station Seal Beach in Orange County, located south of Los Angeles. The Trump administration won a swift legal victory on Thursday night when a federal appeals court blocked a lower court's order issued just hours earlier that would have returned 4,000 California National Guard troops to state control, allowing the military deployment in Los Angeles to continue. The 9th U.S. Circuit Court of Appeals issued an emergency stay just hours after U.S. District Judge Charles Breyer ruled Thursday evening that Trump had illegally federalized California's National Guard and violated the Constitution. The appellate court's new order not only allows the National Guard troops to continue operating under federal command but also indicates that the legal battle between Washington and the Golden State will continue. The dramatic legal reversal capped a day of courtroom confrontation between the Trump administration and California over the unprecedented federal takeover of state military forces. Hundreds of people have been arrested in Southern California since the protests over federal immigration enforcement started a week ago, with more protests planned in the coming weekend across the region and the country. "Hard to believe he's gone": Amit Shah pays tribute to former Gujarat CM Vijay Rupani

New Delhi [India] June 14 (ANI): Union Home Minister Amit Shah expressed deep sorrow on Friday over the passing of former Gujarat Chief Minister Vijay Rupani, calling his death 'hard to believe.' Rupani was among the 241 passengers who lost their lives in the tragic crash of Air India Flight AI-171, a London-bound Boeing 787-8 Dreamliner, on Thursday. In a post on X, Amit Shah wrote, 'I worked for a long time in the organisation with former Gujarat Chief Minister Vijaybhai Rupani ji. Whether it was strengthening the organisation as the state president or keeping Gujarat's development journey moving as the Chief Minister, Vijaybhai fulfilled every responsibility with full responsibility. It is difficult to believe that he is no longer amongst us.' Shah remembered Rupani as a dedicated leader who always worked with discipline and commitment toward the growth of the party and the state. Shah, who worked closely with Rupani during this period, highlighted his disciplined work ethic and loyalty to the Bharatiya Janata Party (BJP). 'Calm and thoughtful by nature, Rupani ji's loyalty and discipline towards the organisation were amazing,' Shah said in his tribute. Amit Shah also shared a personal memory from his last meeting with Rupani. 'I met him a few days ago and had a detailed discussion on various topics related to the organisation in Punjab,' he wrote. Shah expressed his condolences to the family, saying, 'I spoke to his wife, Mrs. Anjali Rupani ji and expressed my deepest condolences. The entire BJP family stands with them in this hour of grief. May God give a place to the departed soul in his lotus feet. Om Shanti Shanti Shanti.' Earlier in the day, BJP President JP Nadda expressed sorrow and grief over the demise of former Gujarat CM Vijay Rupani. On Thursday, the Al-171 Boeing Dreamliner 787-8 aeroplane bound for London's Gatwick had crashed shortly after it took off from the Ahmedabad International Airport. The airlines said only one out of the 242 people on board the aircraft survived the crash. Vijay Rupani was a two-time Chief Minister of Gujarat from 2016 to 2021. Rupani was also appointed the BJP's in-charge for Punjab. (ANI)
