Double Council Tax in England sees owners seeking loopholes

As of April this year, councils can charge double tax on homes not used as a main home, in a bid to free up more homes for people to live in.

Holiday home hotspots such as Cornwall, Norfolk and Somerset are among those introducing the tax, and the surcharge does not apply to buy-to-let landlords with long-term contracts.
However, homes that are rented out as holiday lets are included - although they can be classified as small businesses, meaning they can be charged business rates, rather than council tax.

Property experts are reporting that there has been an increase in homes for sale in some of the holiday hot spot areas that introduced double council tax for second homes, particularly in coastal towns.

The Zoopla report into the fastest moving UK markets this spring highlighted properties in East Lindsay in the East Midlands, an area known for its stunning coastline that includes seaside towns like Skegness and Mablethorpe, taking longer to sell.
Similarly homes in the Welsh county Gwynedd, another second home hotspot that has increased council tax by 150 per cent, also taking longer than average.
Richard Donnell, Executive Director at Zoopla, says: 'Metrics like time to sell and average sale price are crucial in helping would-be sellers understand the value of their home and the asking price they could secure in 2025. Buyers have a lot more choice of homes for sale than a year ago. Aiming too high on the asking price is likely to impact saleability and how long you may have to wait to agree a sale."

What are the rules on additional Council Tax on second homes?
In England, if your council charges additional Council Tax on second homes in your local area, you may not have to pay the premium if:
the second home is an annex which forms part of the same property, and is being used as part of the main residence
your main or second home is provided by your employer and you need to live there for your job
the second home has planning restrictions or other conditions about what it's used for and who can live there, which means you cannot use it as a permanent residence
You may not have to pay the premium for up to 12 months if:
you recently received a grant of probate (or letters of administration) for the second home
the second home is being marketed for sale or to rent

Caerphilly County Borough Council has approved Community Asset Transfers (CATs) of land to local groups keen to make their mark. The town's 'disused' public toilet block in Tredegar Grounds will be transferred to Community Volunteers Wales, to set up a new Risca Kiosk. The new 'community-led' venue will offer refreshments, play and wellbeing equipment hire, and a unisex toilet with baby-changing facilities. Dawn Derraven, from Community Volunteers Wales, said the project will breathe new life into 'a local eyesore' and provide Risca with 'the three Cs – caffeine, connections, and clean loos'. Other members of the cooperative are a wellness initiative focusing on nature-based therapies, a veterans' support group, and a therapy organisation offering 'holistic health interventions'. John Mustoe, the chairman of the beekeeping charity BWORKZ CIO, which is leading the cooperative, said the new project 'truly serves the community' and allows people to 'be part of something meaningful'. 'It will directly improve lives across Caerphilly,' he added. The enthusiasm around the two projects has been welcomed by senior figures at the council, which is looking to develop CATs as a way to empower communities to take over sites the local authority can no longer run, or has deemed surplus to requirements. Chief executive Richard Edmunds told cabinet members he had a 'warm feeling' about the projects. Practically, CATs will help the council save money by transferring responsibilities for sites to their new owners. Caerphilly Council has recently hired a dedicated CAT officer to help interested groups through the process, head of property Ben Winstanley told cabinet members. Every home in Scotland could have a revaluation of its value, to see if it still fits the council tax banding it has been in for as long as 34 years. Todays council tax valuations are based on property prices of 1991, when the average amount was about a quarter of its current finance minister Ivan McKee told BBC Radio Scotland's Good Morning Scotland programme that there was "absolutely a need for revaluation" and there would "be winners and losers".Re-valuation would put some homes into more expensive bands, while others could see cuts in council tax bills. Replacing the council tax has long been an SNP ambition. The party's 2007 manifesto said the "unfair" tax should be scrapped for a local income 2014, former first minister Nicola Sturgeon set up a commission to look at alternatives. The Scottish government has held ongoing talks for years with local government body Cosla, but revaluation had been seen as too politically painful to impose. McKee said it was "important to get a political consensus" at Holyrood. The public finance minister said: "There's absolutely a need for revaluation, and plans for that are being worked on just now. "That creates a lot of issues if people are changing the value of their property significantly in a very short period of time. "That's going to impact how you do the transition." McKee said ministers were working on the details of revaluation with added: "The really important thing is that there is a consensus on this and we move forward in a way that everybody's signed up to."Something that's a more effective system."The reality of that is that there will be winners and losers, and that's really important to recognise." Council tax is based on the estimated value of your home 34 years ago. The catch is that people's homes have changed in value relative to each other. Some neighbourhoods have seen prices rise much more steeply than others – for instance those that used to be more down-at-heel but now attract buyers from far and wide. It's sometimes called "gentrification".Where house prices have risen fastest, homes are likely to see a move up council bandings, so bills will go up. Where home valuations have not risen as steeply as the average, they could move down council bands. How much difference could this make? Unlike Scotland and England, Wales had a council tax revaluation in 2003. One in three homes moved up a band, and one in 12 homes moved down. Some moved by two bands. The experience was a painful one for the Welsh government, and it's avoided a further revaluation in the past 20 Ivan McKee says, we have to recognise there will be winners and losers.
