PM to lead grand tribute to Ahilyabai at women empowerment conference
Bhopal: PM Narendra Modi will attend the 'Mahila Sashaktikaran Mahasammelan' (women empowerment conference) in Bhopal on Saturday, commemorating the 300th birth anniversary of Lokmata Devi Ahilyabai.
The event, to be held at Jamboree Ground, will serve as a platform for a series of significant announcements and inaugurations.
Modi will virtually inaugurate the Indore Metro and the airports in Satna and Datia, marking a milestone in regional infrastructure development. Besides, the PM will perform virtual foundation stone laying for ghats construction work costing Rs 778 cr on the Shipra river. He will also transfer the first installment for 1,271 new 'Atal Gram Seva Sadans' (panchayat bhavans) costing Rs 483 cr.
The conference will be attended by Governor Mangubhai Patel, CM Mohan Yadav, and union culture minister Gajendra Singh Shekhawat. The ministry of culture is also coordinating the organisation of this conference.
In the women empowerment conference, Modi will release a postage stamp and coin dedicated to Lokmata Devi Ahilyabai. Besides, he will honour a woman artist in the field of tribal, folk and traditional arts with the National Devi Ahilyabai Award.
On this occasion, the PM will also visit the exhibition organised by the department of culture based on Lokmata Devi Ahilyabai's good governance, women empowerment and culture. Modi will virtually perform the bhoomi pujan for development works of the water resources department worth Rs 863.69 cr.
The projects include the construction of ghats along river Kshipra for Rs 778.91 cr and the construction of a barrage, stop dam, and vented causeway for Rs 84.78 cr.
These initiatives are part of extensive development efforts in Ujjain to ensure convenient and seamless bathing facilities for devotees during Simhastha 2028, in the clean and uninterrupted flow of the sacred Kshipra river. Water resources minister Tulsiram Silawat said for the convenience of devotees along the Kshipra river in Ujjain district, approximately 30 km of ghats will be constructed on both banks, from Shani Mandir to the Nagda bypass, at an estimated cost of Rs 778.91 cr.
The project is targeted for completion by Dec 2027. In addition, the water resources department will construct nine barrages on the Kshipra river — one each in Ujjain and Indore districts and seven in Dewas district.
The Ujjain Municipal Corporation will also undertake the repair of the Kaliadeh stop dam. Furthermore, 11 barrages will be built on the Kanh river — five in Ujjain district and six in the Indore district.
The total estimated cost for these works is Rs 84.78 cr.

Mumbai: The CBI probing the Rs 3 lakh bribe case involving the arrested deputy registrar, Charan Pratap Singh, at the National Company Law Tribunal (NCLT) is trying to ascertain if any members are involved. The CBI informed the special court that "the accused (Singh) is involved in a corruption racket which may lead to a bigger conspiracy of corrupt practices taking place at NCLT". Singh has moved a bail plea, submitting that during searches at his homes, the total cash found was merely Rs 22,000. "The accused owns no property in Mumbai and is living in a shared accommodation in a 8x10 chawl with a common bathroom and toilet," the plea submitted through advocate Shalabh Saxena said. The plea said his fundamental rights were violated, the grounds for his arrest were vague, and there is no concrete evidence linking him to the alleged offence. A court officer allegedly received Rs 50,000 as a share from Singh to influence an NCLT member's decision. The CBI has also found out that Singh's secretary stayed at the complainant's Lonavla hotel with her family without paying a Rs 30,000 bill which Singh adjusted in his bribe demand. A dispute between siblings over a family-owned hotel in Lonavla is pending before the NCLT. One of the brothers filed a case at the CBI, stating that Singh had demanded a bribe from him to influence the proceedings in his favour. On Monday, the CBI filed a fresh remand application with the special CBI court, seeking custody of Singh after stating that he transferred Rs 50,000 to Pradeep Kumar Nagarale, an NCLT Mumbai court officer, as part of illegal gratification to influence an NCLT board member, in advance on behalf of the complainant. The CBI stated Singh holds crucial information about staff members who assisted him and discussed illegal payment distribution. They indicated that questioning could reveal substantial evidence about other senior NCLT Mumbai officials' involvement. Following dramatic events last week, the CBI arrested Singh and a private individual. The special court initially rejected the CBI's custody request, ordering judicial custody instead. The CBI subsequently filed a fresh application on Monday, with the hearing scheduled for June 9. The CBI found deleted WhatsApp messages between Singh and court officer Pradeep Kumar Nagrale regarding the Rs 50,000 payment. Nagrale informed the CBI that Singh offered him a share in the bribe for assistance in a pending NCLT Mumbai case. Last Wednesday night, Singh arranged to meet the complainant at a Colaba restaurant to collect a Rs 3 lakh bribe. He directed the money be given to his associate, Karsan Ahir, who was summoned to collect it. After Singh departed, Ahir collected the money from the complainant when the CBI arrested him red-handed. The CBI team failed to locate Singh in a nearby lane and he switched off his mobile suspecting the trap. When the CBI team reached Singh's house in the vicinity, they found a person was opening his house door. The person told the CBI that Singh was at his house close by and he was Singh's friend. The CBI visited his house and arrested Singh. Singh's bail plea, which will also come up for hearing on June 9, said that he was taken into custody late at night and this was a "gross violation of his personal liberty". The plea also said that the CBI failed to demonstrate any "cogent or urgent necessity" to justify his arrest. The bail application labels the CBI's 'grounds of arrest' document as "vague, general, and lacking in specific attribution of culpability to the accused". It was argued that the document contains "speculative assertions and generalized allegations, without any concrete evidence or material that directly links the accused to the commission of the alleged offence". "Searches were conducted at the residence of accused in Lucknow as well as in Mumbai. No tainted money or any other incriminating material has been recovered from his possession," the plea said. The accused also pointed out to his limited role and responsibilities. The plea said that his duties are primarily procedural and judicial, and he possesses no sanctioning authority or financial decision-making power within the NCLT's administrative structure. "His functions are conducted under supervision and through proper record, and no overt act attributed to him points toward criminal conspiracy or misconduct," the plea said.

Cal HC bats for more centres of excellence for rare diseases in state
Kolkata: Persons suffering from rare diseases should be treated as a "class of themselves", the Calcutta High Court observed while suggesting the state increase the monthly stipend from Rs 1,000 to Rs 5,000. The division bench of Chief Justice TS Sivagnanam and Justice Chaitali Chatterjee (Das) has now requested Additional Solicitor General (ASG) Ashoke Kumar Chakraborti to examine the policy by the central govt on the establishment of more than one centre of excellence for rare diseases in a state. There is only one centre of excellence for rare diseases in the eastern region — IPGMER. The division bench was hearing a PIL filed by parents of children suffering from muscular dystrophy, a rare disease. On the court's inquiry, the state informed that they pay a monthly stipend of Rs 1,000 to people suffering from rare diseases, the same as the amount paid to persons with disabilities. "...Assist the court as to what directions can be issued so that another centre of excellence can be established in Bengal since the court is informed that not only patients from Bengal come here but also from the neighbouring states" the CJ told ASG. "So far as persons suffering from rare diseases are concerned, they cannot be equated to a person who is normally classified as a person with disability. Though the person suffering from rare diseases is undoubtedly a person of rare disability, the disability is more severe as it is a degenerative disease," the bench observed. The court suggested that the tablet "Deflazecort," which is the approved therapy for DMD, be given to the patients to cover the dosage for a minimum of two months. If the tablets dispensed are for a lesser period, then each time the patient needs to travel to the hospital, which is a herculean task for persons suffering from rare diseases. One of the parents of the patients in court, who happens to be an employee of the High Court, stated that his son recently became very sick, and since no ICU bed was available, he admitted his son to a private hospital. He was kept in the ICU for 10 days, and the cost incurred was very high and unmanageable. The state was directed to submit a report on June 27 on the establishment of three ICU units in the police hospital, which will provide exclusive care to persons suffering from rare diseases, apart from the facility available in the SSKM hospital and the other hospitals situated in and around the police hospital. "This is so required because high-speed oxygen is required for the patients, and in the event there is no bed available in the SSKM hospital main campus, then the patient will be put to irreparable hardship," CJ stated. The state was also directed to take expeditious decisions and ensure that the five mechanised wheelchairs are procured and supplied to the hospital no later than June 13. The court also asked the state whether a subsidy can be given for the purchase of a mechanised wheelchair.

No question of review of satcom spectrum recommendation based COAI's reax: TRAI sources
New Delhi, Telecom Regulatory Authority of India ( TRAI ) on Wednesday categorically ruled out any review of recommendations on satcom spectrum at this stage, based on industry body COAI 's claims. Sources in TRAI told PTI that the regulator has already given its recommendations to the government "after following the due consultation process exhaustively and transparently". The comments assume significance as COAI - whose members include Reliance Jio and Airtel - has approached the telecom department to raise concerns over TRAI recommendations on the satcom spectrum, claiming that "incorrect assumptions" have led to unjustifiably low spectrum charges for satellite services relative to terrestrial networks . Live Events In a letter dated May 29, COAI claimed that TRAI's recommendations are based on incorrect assumptions and that their implementation will hit the sustainability of terrestrial services, which form the foundation of India's digital infrastructure. COAI has urged the Department of Telecom (DoT) to form a committee to "undertake a comprehensive review of the recommendations in their entirety, ensuring the process is guided by principles of fairness, transparency, and equity and also give an opportunity to TSPs (telcos) to share their views regarding the same". The industry body argued that the recommendations provide a regulatory advantage to commercial Non-Geostationary Orbit (NGSO) satellites against terrestrial broadband service providers and, if accepted by the DoT in their present form, will undermine competition and create a non-level playing field. COAI said that TRAI's recommendations do not appear to address the most fundamental and contentious issue -- the lack of a level-playing field between terrestrial service providers and satellite operators serving the same market. "The said recommendations are based on incorrect assumptions and implementation of these recommendations will impact the sustainability of terrestrial services that form the foundation of India's digital infrastructure," the association had said. The telecom regulator last month suggested that satellite communication companies like Starlink pay four per cent of their adjusted gross revenue (AGR) as spectrum charges to the government. Operators offering satellite-based broadband internet services in urban areas would have to shell out an additional Rs 500 per subscriber annually. No additional levy would be applicable for services in rural areas. COAI also argued that the recommendation of a spectrum charge at four per cent of AGR is without justification. "It is well known and TRAI would surely be fully aware that with the advent of next-generation NGSO broadband services -- including low Earth orbit (LEO) and medium Earth orbit (MEO) constellations -- satellite services are now capable of directly substituting and competing with terrestrial fixed and mobile broadband networks," COAI said.
