The motion asserts that the West Bank is no longer to be treated as a territory under temporary military occupation, but as an integral part of the Israeli state.
As a result, Palestinians in the West Bank would be considered residents under Israeli law rather than citizens, with their legal status subject to revocation.
Legal analysts warn that this move could allow Israel to strip Palestinians of their residency rights if they are deemed non-compliant with Israeli regulations.
This opens the door to potential large-scale displacements, particularly to third countries with which Israel has signed agreements.

He also renewed calls for a full military occupation of Gaza and advocated for what he termed a "humanitarian separation plan", a controversial proposal aimed at displacing Gaza's population and dismantling Hamas through overwhelming force or forced population transfer.

A former security contractor for the Gaza Humanitarian Foundation (GHF), an aid group supported by the United States and 'Israel', has made explosive allegations to BBC, saying he has witnessed the 'Israeli' military shooting at crowds of Palestinians. The GHF has denied Aguilar's testimony, calling them "categorically false" and claimed that he is merely a 'disgruntled former contractor who was terminated for misconduct.' Widespread Condemnation and Civilian Casualties The GHF's operational model, led by military contractors and operating with "Israeli government oversight" but "without transparency, independence, or accountability," has drawn widespread condemnation. The UN and over 170 charities have refused to cooperate with the GHF, demanding its closure and accusing it of "politicizing and 'weaponizing aid'". Former GHF Executive Director Jake Wood resigned, stating it was "not possible to implement this plan while also strictly adhering to the humanitarian principles". Alarmingly, aid distribution at GHF sites has been described as a "death trap".
