BlueSG lays off staff ahead of operations pause to revamp app and fleet

[SINGAPORE] BlueSG on Monday (Aug 4) announced that it has laid off staff ahead of a pause in its car-sharing operations from Friday, while it prepares for a major upgrade to its tech platform and vehicle fleet amid complaints of car and app issues.
BlueSG, a major player in Singapore with around 250,000 subscribers, said that it made the 'difficult decision to streamline operations significantly'. It did not reveal how many staff were affected, but confirmed that it is now operating with 'a core team'. 'We are working closely with affected employees to provide fair severance, career support, and where possible, explore redeployment opportunities within the wider group,' it said.
Its new platform is slated to be launched in 2026. There will be an expanded network of pick-up and drop-off points and a fleet of newer vehicles.
Keith Kee, chief executive officer of BlueSG, told The Business Times: 'We are not ending the service per se. We call it a pause, because it is in preparation for the upgrade.'
He said that building on the experience it has gained from its operations, it fully intends to come back with an improved product by revamping its platform and car fleet. 'We want to have a refreshed user experience. The new platform will feature a refreshed fleet and upgraded systems, designed to deliver a stronger performance and more seamless user experience.'
Existing BlueSG vehicles are 'not likely' to be carried over to its new chapter, and will be decommissioned or repurposed where necessary, he added.

He did not elaborate on the cost of the reboot, but shared: 'This decision reflects a long-term strategic vision that's set by careful financial financing.'
BlueSG is also looking forward to investments from strategic partners who will also contribute technology and expertise to the company, he explained. 'But right now, I think the focus is on ensuring that our existing service and our existing users are able to take the pause, and that we address the current issues first.'
Common issues cited by users
In recent years, BlueSG had issues with feedback in online channels about unresponsive customer service, malfunctioning apps, and aged or unclean vehicles. An ex-BlueSG subscriber told BT that he stopped using the service earlier this year because the vehicles and charging stations were not well maintained, and the customer support was disappointing.
Technology issues are partly to blame, said a source familiar with the matter. This comes from the management having opted to develop its own in-house software solutions, which is more difficult than using or adapting off-the-shelf ones. BlueSG's app is rated 3.8 out of 5 stars on both Google Play and Apple's App store, with user reviews citing poor user experience and app issues.
Walter Theseira, associate professor of economics at the Singapore University of Social Sciences, said: 'I think (the shutdown) was expected. We know that the economics of car-sharing has always been challenging in Singapore, with most firms that have been in the space over the last few decades having folded.'
He said that BlueSG's fleet, comprising entirely of electric vehicles (EVs), may have been a hindrance to expansion. 'The bigger issue is that (an all-EV fleet) boxes you in somewhat, making you unable to expand to points without charging.'
The EV fleet may also have contributed to the situation.
Theseira said that by the time Singapore engineering firm Goldbell bought out the operator in 2021, the first-generation Blue SG cars, which were Bolloré Bluecars, were already outclassed by other EVs. The operator's second-generation of cars, Opel e-Corsas, was a questionable choice, given the availability of better Chinese EVs.
Automotive consultant Vincent Ng echoed this viewpoint, saying that BlueSG's cars were limited in range and slow to charge, hampering their user-friendliness – and the operator's competitiveness.
Observers said that a new approach is needed for the car-sharing space in Singapore.
'Competitors like GetGo have shown that a clean-slate business model could outperform BlueSG, so that may have motivated the relaunch,' said Theseira, who thinks that BlueSG is likely to keep its existing customer base, but change its branding, operations and pricing model.
Ng said that a ground-up relaunch is viable, if access to the charging network remains. He added that the most valuable component of BlueSG at the time of Goldbell's takeover was not the car-sharing business itself, but the charging network. With that takeover, French energy company TotalEnergies acquired the charging network. 'BlueSG's charging network was the largest in Singapore in 2021, and it is still a valuable asset – more so than the cars or the business itself.'
GetGo is currently the largest car-sharing service in Singapore, with around 400,000 users. BlueSG's user base is now around 250,000, up from 140,000 in 2021; it recently surpassed seven million cumulative rentals since its start in 2017.
What customers can expect: processes for refunds, closures and more
The current BlueSG service will wind down its operations at 23.59pm on Aug 8. Matters such as billing, account closures, subscription adjustments and refunds will be managed until Aug 31.
The company said: 'BlueSG is committed to ensuring a transparent, efficient and smooth process for users, with clear communications, timely updates and dedicated customer support throughout the process.'
In a statement on Monday, the Consumers Association of Singapore (Case) said that it has worked with BlueSG to set up a dedicated channel for handling credit refunds and outstanding bills to support affected users.
Customers requiring assistance may approach Case via its website or hotline, the association added.
BlueSG started out as a subsidiary of French conglomerate Bolloré Group in 2017, before its acquisition by Goldbell. At the time, Goldbell said that it planned to expand the car-sharing business regionally, and use BlueSG as the global headquarters.

[WASHINGTON] US President Donald Trump on Wednesday (Aug 6) issued an executive order imposing an additional 25 per cent tariff on Indian goods citing New Delhi's continued imports of Russian oil, sharply escalating tensions between the two countries after trade talks collapsed. The new measure raises tariffs on some Indian goods to as high as 50 per cent – among the steepest faced by any US trading partner. The move is expected to hit key Indian export sectors including textiles, footwear, and gems and jewellery and marks the most serious downturn in US-India relations since Trump returned to office in January. It also comes as Indian Prime Minister Narendra Modi prepares for his first visit to China in over seven years, suggesting a potential realignment in alliances as ties with Washington fray. 'India will take all actions necessary to protect its national interests,' India's external affairs ministry said in a statement, saying it was 'extremely unfortunate that the US should choose to impose additional tariffs on India for actions that several other countries are also taking in their own national interest.' It said India's imports were based on market factors and aimed at energy security for its population of 1.4 billion. 'With such obnoxious tariff rates, trade between the two nations would be practically dead,' said Madhavi Arora, economist at Emkay Global. Indian officials have privately acknowledged growing pressure to return to the negotiating table. A potential compromise could involve a phased reduction in Russian oil imports and diversification of energy sources. A senior Indian official said New Delhi was blindsided by the sudden imposition of the new levy and the steep rate, as both countries continue to discuss trade issues. Trump's decision follows five rounds of inconclusive trade negotiations, which stalled over US demands for greater access to Indian agriculture and dairy markets. COEs: Large car category reaches new 2025 high of S$124k as some dealers 'caught off guard'

[SINGAPORE] The Certificate of Entitlement (COE) premium for larger, more powerful passenger cars (Category B) has reached a new high for the year, as the premiums for all categories, except for motorcycles, went up. According to observers, some dealers needed to bid aggressively to secure certificates after holding back in preceding rounds on the assumption that the COE supply would continue its growth trend. In the first round of COE bidding for August, the premium for Category B rose 3.7 per cent or S$4,397 to S$123,498, exceeding the previous 2025 record of S$121,501 set in January's first round of bidding. The Category B COE applies to larger, more powerful cars with engines of more than 1,600 cubic centimetres (cc) in capacity or with more than 97 kilowatts (kW) of power, or for electric vehicles (EVs) with more than 110 kW. The COE premium for mass-market cars, Category A, was stable: It rose 0.9 per cent, or S$907, to S$102,009. The Category A COE applies to cars that have engines of up to 1,600 cc in capacity or with up to 97 kW of power, or for electric vehicles (EVs) with up to 110 kW of power. Category E, the open category which can be used to register any type of motor vehicle except motorcycles, saw its premium go up 1.9 per cent, or S$2,334, to S$122,334, edging close to the 2025 record of S$123,000 set in January's first round of bidding. The motorcycle category, D, was the only one to post a dip. It was down 3.4 per cent, or S$322, at S$9,189. Caught off guard Industry observers told The Business Times that the recent increase in COE quotas was less than expected, and this may have caused some dealers to bid more aggressively. Ng Choon Wee, the commercial director of Hyundai distributor Komoco Motors, said: 'The (COE quota) increase was too small, nowhere near enough to meet demand, so some dealers may have been caught unawares.' The latest COE quota supply update for the period August to October saw overall supply increasing 2.6 per cent compared to the preceding three-month period to 18,701. Supplies of Category A and B were both up 1 per cent at 7,586 and 4,737, respectively. However, the May-July period's supply increase was greater – overall COE supply increased 6.4 per cent, with Category A up 10 per cent at 7,511 and Category B up 5 per cent at 4,689. The increase for February-April was also more significant: 8.2 per cent overall, 10.3 per cent for Category A and 10 per cent for Category B. The COE quota is revised every three months, with the quota announcement typically made in the last month of each period. As reported by BT, car dealers may have bid conservatively in the second round for July which ended on Jul 23 on the expectation of an increased quota, which was announced on Jul 28. Passenger car premiums for that round were largely flat. 'Since they probably held back on bidding, they needed to bid aggressively to secure more certificates this time around so they can fulfil their orders,' said Ng. Nicholas Wong, CEO of authorised Honda dealer Kah Motor, said : 'They were waiting for more quota, but they read the market wrongly, and there were still a lot of backorders from July.' Ng said that the dealers may have assumed that the quota would increase in similar proportions every three-month period, given the government's stance on the matter. In March, then senior minister of state for transport Amy Khor said the authorities will continue to increase the COE quota for cars and commercial vehicles every quarter until the supply peaks from 2026, echoing earlier statements in 2024 from the Ministry of Transport. 'A 1 per cent increase is less than expected, but it is still an increase. But it is clear that demand is still very strong and that's why COE premiums will remain high,' said Ng. Both Ng and Wong added that car demand had been strong in recent weeks. Ng pointed out that many brands have rolled out SG60 promotions and showroom traffic and sales had both increased in the past two weeks. 'The top five car brands are still in stiff competition, and I think private hire car fleets are still taking COEs opportunistically when they can,' said Wong. But for the coming weeks, it is not likely that COE premiums will be going south. 'I think part of what contributed to Category B's increase is dealers looking at the quota and thinking: 'Premiums are not going to come back down, and in fact, might go even higher. So I'd better get what I can now.'

Carro targets US IPO with over US$3 billion valuation: sources

[SINGAPORE] Singapore-based Carro, South-east Asia's largest used-car online marketplace, is preparing for a US initial public offering as early as 2026 that could raise up to US$500 million, according to sources familiar with the matter. The company is aiming for a valuation of more than US$3 billion, according to the sources, who could not be named discussing confidential information. If successful, Carro's listing would be the largest South-east Asian IPO in the US since Sea's US$989.3 million listing in 2017 and the third biggest South-east Asian high-tech IPO in the US, according to LSEG. It would also be the first major automotive tech and artificial intelligence or AI-driven commerce startup from Singapore to go public in the US. Carro is on track to deliver US$100 million in annual earnings before interest, taxes, depreciation, and amortisation by its fiscal year ending March 2026, one of the sources said. The IPO size is still under discussion and may change depending on market conditions, the sources added. With over 4,500 employees across Asia-Pacific, Carro has raised more than US$1 billion in debt and equity from investors including Temasek, SoftBank and several other sovereign funds, according to its websites. A successful listing could pave the way for other regional unicorns such as Carsome, Traveloka and Xendit to follow suit.
