No fee hike for professional courses this year in Telangana

HYDERABAD: The Telangana govt on Monday issued a GO stating that there will be no fee hike for professional courses for the academic year 2025-26. The decision was based on the recommendations submitted by the Telangana Admission and Fee Regulatory Committee (TAFRC).
The committee made three recommendations, of which one suggests that the existing fee structure fixed for the 2022-25 block period should continue until a new committee is constituted to review and revise fee parameters.
"The govt may appoint a committee of officers to examine the parameters for fee fixation and suggest revised criteria for private unaided professional colleges, after studying processes in other states and taking into account relevant Supreme Court and high court rulings," the committee stated.
It also noted that the fee proposals submitted by private unaided professional colleges for the 2025-28 block period deviate from the parameters and conditions laid down by courts.

After examining the issue, the govt accepted TAFRC's recommendation to retain the existing fee structure for courses including BE/B Tech, ME/M Tech, B Arch, M Arch, B Pharmacy, M Pharmacy, Pharm D, Pharm D (PB), MBA, MCA, MBA Integrated, and B Vocational Courses in private unaided professional institutions for the 2025-26 academic year.
The order also directed the commissioner of Technical Education, the secretary of the TGCHE, and the administrative officer of TAFRC to take action.

Bengaluru: The assembly Tuesday passed the Karnataka Municipal Corporations (Amendment) Bill, 2025, enabling municipal commissioners to regularise unlawful buildings by levying a penalty, a move that drew comparisons with the Akrama-Sakrama scheme still pending adjudication in the Supreme Court. Tired of too many ads? go ad free now Piloting the bill, urban development minister BS Suresha (Byrathi) said the amendment would apply only to unlawful buildings that can be regularised under existing building bylaws or relevant Acts. "This will not apply to buildings that have been ordered for demolition," he said. Under the provisions, municipal commissioners can issue occupancy certificates (OCs) by levying a penalty if they had not obtained commencement certificates (CCs) before construction. A penalty can also be levied for deviations from sanctioned plan or zonal regulation limit as may be specified in the bylaws. Suresha said the threshold for permissible building plan violations is being raised from 5% to 15%. He recalled that in Jan 2017, the Supreme Court stayed the Akrama-Sakrama scheme, which sought to regularise unauthorised urban buildings for a fee. "We cannot frame rules (for Akrama-Sakrama) as the matter is pending before the court. But we can regularise small sites," he said. "We will specify the size in the rules, but it'll be mostly 20x30 and 30x40 sites. We are exempting them from requiring CC and OC. This will help the poor and middle-class." He emphasised: "This is not the same Akrama-Sakrama scheme. Unlicensed properties are not being exempted from CC/OC requirement." Professionals to sanction plans The bill also allows municipal corporations to empanel professional architects, engineers, structural consultants, environment consultants and town planners as 'authorised persons' to inspect buildings before, during and after construction, sanction building plans, and certify compliance. Tired of too many ads? go ad free now "Empanelled engineers will be allowed to approve building plans up to 4,000 sq ft," Suresha told the House. In another key provision, the authority to sanction building plans will now rest with the commissioner or chief executive of urban local bodies (ULBs), instead of elected councils. Opposition members objected, calling it undemocratic. But Suresha said: "We are proposing to enable the commissioner or CEO to sanction building plans, as there are instances of the council not meeting for more than six months despite the norm that they must meet once a month. The proposed bill is being brought to ensure speedy issuance of plan sanction." Opposition members including CN Ashwath Narayan, opposed the clause making CC and OC mandatory for electricity connections. Suresha responded: "This clause is to comply with Supreme Court's directions."

Sangrur: A consumer court here has directed Air India to refund more than ₹1 lakh to a retired doctor after the airline refused to reschedule or reimburse tickets when he tested positive for Covid-19 before a return flight from the US. Tired of too many ads? go ad free now The district consumer disputes redressal commission in Sangrur held Air India and its managing director liable for "deficiency in service and unfair trade practices" after the airline rejected multiple requests for rescheduling in Jan 2022 and instead demanded an additional ₹15,500. Dr Surinder Singla, then 62, and his wife, Neena, had paid more than ₹1.5 lakh for round-trip tickets from Delhi to San Francisco. With Singla forced to cancel his return flight after testing positive, the couple ultimately spent an another more than ₹1 lakh on fresh tickets. In its ruling, the commission ordered Air India to refund more than ₹1 lakh with 7% annual interest from Oct 2022, and to pay ₹10,000 each in compensation for mental agony and litigation costs. The court gave the airline 60 days to comply or face penalties. The panel, led by president Jot Naranjan Singh Gill, cited a 2020 Supreme Court judgment requiring airlines to refund passengers whose flights were disrupted by the pandemic. MakeMyTrip, through which the tickets were booked, was cleared of responsibility as only a facilitator. The order was passed ex parte after Air India failed to appear during hearings. Advocate Yogesh Gupta, representing the Singlas, called the decision "a victory for passengers unfairly burdened by rigid airline policies". Air India has until Sept 26 to comply with the order.

1 2 Hyderabad: Justice NV Shravan Kumar of the Telangana high court has directed the state govt to complete land acquisition proceedings within four months and pay compensation to Sri Balaji Venkateswara Swamy Vari Devasthanam for 60 acres of temple land taken nearly 50 years ago for a road project. The order came while disposing of a writ petition filed by the temple. The judge said that despite earlier directions issued by the court in 2007 and upheld by a division bench in 2022, compensation had not been paid for the land at Annadaivam village in Khammam district, which was used in 1975 for the road between Annapureddipalli and Chaparalapalli. Observing that 'persistent disobedience' of court orders amounts to contempt, the judge referred to the Supreme Court's view that govt authorities are constitutionally bound to comply with judicial directions.
