[UPDATED] Health Ministry seeks ban on vaping and vape product sales

KUALA LUMPUR: The Health Ministry is moving towards a full ban on the use and sale of electronic cigarettes and vape products.
Health Minister Datuk Seri Dr Dzulkefly Ahmad said the move requires consideration of several factors, including legal implications, enforcement, and public health.
"The Health Ministry is heading towards a total ban on the use and sale of vapes to contain the problem effectively and wholly.
"The implementation of this ban must be done carefully and take into account various aspects," the minister said during Minister's Question Time in the Dewan Rakyat today.
In response to a question by Datuk Ahmad Saad @ Yahaya (PN-Pokok Sena), Dzulkefly said that the government had formed an expert committee to study the matter and provide policy recommendations.
He said the committee advised a comprehensive review of industrial, regulatory, economic and licensing aspects before implementing a government-level ban.
"The Health Ministry is also planning detailed discussions with the Finance Ministry, Domestic Trade and Cost of Living Ministry, Investment, Trade and Industry Ministry, and the Attorney-General's Chambers," he said.
Dzulkefly added that the ministry is currently enforcing the Control of Smoking Products for Public Health Act 2024, which regulates product registration, advertising, promotion, sponsorship and other aspects.
In a press conference later, the minister said that the expert committee will review current enforcement mechanisms under the Act and recommend further steps towards a complete ban.
As of June this year, about 70 per cent of 58 police investigation papers found vapes laced with illegal drugs, while 80 per cent of 64 investigations in 2024 showed similar findings.

On July 31, the Prime Minister announced that pro-health taxes will be expanded to cover tobacco, vape and alcohol products. Anwar stressed the need to handle health risks, stressing that it is not solely for tax revenue. 'It is to encourage behavioural changes and curb the worrying rise of non-communicable diseases,' he said when tabling the 13th Malaysia Plan (13MP) in the Dewan Rakyat/ The tax was previously only imposed on sugary beverages. Anwar added that the healthcare sector will receive as much as RM40bil in allocation through the 13MP.

KUALA LUMPUR, Aug 7 — The Federation of Private Medical Practitioners' Associations, Malaysia (FPMPAM) has accused the health minister of failing to defend doctors against policy overreach by the National Action Council on Cost of Living (NACCOL). FPMPAM president Dr Shanmuganathan Ganeson criticised Datuk Seri Dzulkefly Ahmad for keeping silent when the deputy minister of domestic trade and cost of living cited NACCOL's 'mandate' in Parliament to justify new rules for private clinics. 'These were policy suggestions, not legally binding directives, but the way they were presented has caused widespread confusion,' Dr Shanmuganathan said in a statement. He said the minister's failure to speak up during NACCOL meetings showed either 'complicity or absence' in protecting the medical profession. 'The full responsibility — and the failure — lies with the minister of health himself,' he said. FPMPAM also criticised the government for pushing mandatory drug price displays and prescriptions without proper legal authority or consultation. Dr Shanmuganathan said clinical decisions such as issuing prescriptions or itemised billing fall under the Ministry of Health and Malaysian Medical Council (MMC), not NACCOL. He argued that forced itemised billing could increase healthcare costs for patients. 'We are not NACCOL's subjects. We are the custodians of patient care,' he said. The association then demanded that the minister publicly state his position and take steps to restore trust among private medical professionals.

KUALA LUMPUR: A total of 6,744 individuals have been awarded the Malaysian Skills Certificate (SKM) in Community Care and Services, while another 43,869 possess professional qualifications in childcare, says Datuk Seri Nancy Shukri ( pic ). The Women, Family and Community Development Minister said these individuals have the skills and qualifications to offer formal care services. However, Nancy said there is currently no official data collection system for formal or informal carers in Malaysia. 'One of the strategic pillars in the Strategic Framework and Action Plan for Care in Malaysia 2026-2030, which is being developed by the Ministry, will include data collection for this sector,' she said in the Dewan Rakyat on Thursday (Aug 7). In the meantime, she said the Ministry uses available statistics from recipients of the Social Welfare Department's monthly assistance as a reference point for informal carers. 'For those who qualify, the government provides monthly aid to ease the burden of individuals caring for bedridden and elderly family members through the Bedridden Chronic Patients Aid scheme. 'As of April 2025, the government has channelled RM59.6 million to 31,138 recipients,' she said. Nancy also said preparations are under way to address the challenges of an ageing population such as the National Senior Citizens Action Plan 2026-2030 and the National Ageing Action Plan 2025–2045, which will serve as a long-term guide involving short-, medium-, and long-term strategies across ministries and agencies. 'A key focus for the ministry will be developing an efficient and sustainable long-term care (LTC) service ecosystem. 'After extensive consultations and studies, including development labs with stakeholders, the Strategic Framework and Action Plan for Care is now in its final stage,' she said.
