
First one-stop labour centre in Sabah to streamline employment and skills services
KOTA KINABALU (Aug 4): The Ministry of Human Resources (KESUMA), in collaboration with Human Resource Development Corporation (HRD Corp), today launched KESUMA Sabah State One-Stop Labour Centre and the HRD Corp Sabah Office at Sutera Avenue, Kota Kinabalu.
The launch was officiated by the Minister of Human Resources, Steven Sim Chee Keong.
The newly launched KESUMA Sabah State One-Stop Labour Centre brings together key labour-related services under one roof to enhance public access to employment, skills, safety and social protection services.
This is the first one-stop centre of its kind launched in the state of Sabah, marking a significant milestone in the ministry's efforts to integrate and streamline labour services across the country.
Departments and agencies operating at the KESUMA Sabah State One-Stop Labour Centre include: Department of Labour (JTK) Sabah; Department of Occupational Safety and Health (DOSH) Sabah;
Department of Industrial Relations (JPP) Sabah; Department of Trade Union Affairs (JHEKS) Sabah; Industrial Court of Sabah; Department of Skills Development (JPK) Sabah; Industrial Training Institute (ILP) Kota Kinabalu; Advanced Technology Training Centre (ADTEC) JTM Sandakan; Social Security Organisation (SOCSO) Sabah; National Institute of Occupational Safety & Health (NIOSH) Sabah; Skills Development Fund Corporation (PTPK); HRD Corp Sabah.
Located on Level 1 of Block A, Sutera Avenue, KESUMA Sabah State One-Stop Labour Centre aims to simplify processes for workers and employers in Sabah by streamlining functions such as job matching, training applications, union matters, workplace safety consultation and legal dispute resolution.
This is expected to improve coordination across agencies, empower local talent and support the broader Sabah Maju Jaya and Malaysia MADANI agendas through inclusive and integrated human capital development.
The HRD Corp Sabah Office is now fully equipped with a range of facilities, which include training rooms and seminar halls, to support learning, upskilling and professional growth for the people of Sabah.
As part of the programme, invited guests toured the facility.
'The launch of the KESUMA Sabah State One-Stop Labour Centre and the HRD Corp Sabah Office reflects KESUMA's new approach in bringing our services closer to the people. Guided by the 'no wrong door policy', all matters related to workers, labour issues, training and social protection are now available under one roof,' said Sim in his speech.
He added that this pilot initiative is expected to be expanded nationwide, as part of KESUMA's broader restructuring efforts to ensure more efficient, inclusive and people-friendly services.
'Through HRD Corp, employers can now utilise their training levy not only to enhance the skills of their workforce, but also to upgrade training infrastructure and hire apprentices,' Sim added.
Meanwhile, in his speech, Chief Executive of HRD Corp, Dr Syed Alwi bin Mohamed Sultan stated that the relocation of HRD Corp's office to the new location is a strategic move to further strengthen HRD Corp's presence and services in Sabah, while bringing human capital development efforts closer to the local community.
'HRD Corp will continue its commitment to expanding opportunities for collaboration with strategic partners to ensure more people in Sabah, especially vulnerable groups can benefit from relevant and high-impact training opportunities,' he said.

Speaking at the 2025 Sabah State Labour Day Assembly at the International Technology and Commercial Centre (ITCC) today, Sim said the amendments — over two decades in the making — have finally addressed long-standing legal imbalances while abolishing outdated provisions such as the ban on women working at night. 'Previously, there were provisions that were no longer relevant. These have now been harmonized with the Employment Act 1955,' Sim told reporters. The Labour Day event gathered over 2,000 trade union representatives and was officiated by Chief Minister Datuk Seri Panglima Hajiji Noor, who also handed over the Sabah contingent flag for the upcoming Workers' Sports Games (SUPER), to be held in Penang this September. Sim also announced that the Ministry of Human Resources (KESUMA) will table the Gig Workers Bill in Parliament this month to provide legal protections for Malaysia's growing gig economy workforce. 'The MADANI Workers' Card programme has registered over 150,000 participants, offering benefits such as discounts on basic necessities. In Sabah, one company is even offering a 10 percent discount on home purchases for cardholders,' he added. Additionally, Sim launched the country's first KESUMA One-Stop Service Centre, located in Sabah, which consolidates services from nine departments and five agencies under one roof for the convenience of workers and employers. He also revealed that a comprehensive review of 28 labour-related laws is currently underway — including both the Sabah and Sarawak Labour Ordinances — to ensure alignment with current needs and international labour standards. 'There are no plans to abolish the existing ordinances, but harmonization and refinement are ongoing to ensure all workers in the country receive fair and balanced rights,' he said. Accredited fire safety officers gain full inspection authority in Malaysia
KUCHING: Accredited Fire Safety Managers and Officers will soon have full authority to conduct internal inspections and submit technical reports for Fire Certificate renewals, eliminating the need for annual physical checks by the Malaysian Fire and Rescue Department (JBPM). JBPM Director-General Datuk Seri Nor Hisham Mohammad announced the new self-regulated enforcement approach, set for full implementation in 2026. 'The Fire Safety Manager will oversee internal testing and inspections, submitting reports to JBPM for certificate renewals. While annual JBPM inspections will cease, audits will still occur every two to three years to verify compliance,' he said during the Southern Zone Industry Lead Body Seminar. Non-compliance could result in revoked accreditation or fines under the Fire Services Act. The shift aims to reduce reliance on government oversight while ensuring industry accountability. Training for these roles, conducted with HRD Corp and the Department of Skills Development, has already enrolled over 600 participants. Fire Safety Officers undergo a three-day course, while Managers complete a five-day program covering technical inspections and evacuation planning. - Bernama
