Building Human Capital for Viksit Bharat: Skilling Workshop Sets Roadmap for the 5th National Conference of Chief Secretaries
Opening the session, Ms. Sonal Mishra, Additional Secretary, MSDE, emphasized the importance of aligning skilling initiatives with demographic trends, technological shifts, and emerging industry needs. She outlined five key focus areas for developing human capital for Viksit Bharat: Skilling for all, Filling the skill-employment gap, Demand-based skilling aligned with industry requirements, Strengthening service delivery systems, and Re-skilling and up-skilling of the existing workforce.
Addressing the workshop, Shri Rajit Punhani, Secretary, MSDE, said, "Skill training is the cornerstone of our vision for Viksit Bharat @2047. We must ensure that every youth and working professional is equipped with the right skills to contribute meaningfully to both organizational growth and the nation's development. Our focus must be on three key pillars—agriculture skilling, ITI upgradation, and future skills. Integration of agri-skilling into mainstream education will empower rural youth and make agriculture a viable, future-ready career path. The ITI upgradation will help us transform these institutions into dynamic skilling hubs aligned with evolving industry needs. Emphasis on future skills will enable our workforce to stay competitive in a rapidly changing global landscape. Above all, we must focus on making skilling aspirational—something that excites, empowers, and elevates the aspirations of our youth." Shri Rajbir Singh, Deputy Director General, DARE, noted the central role of agriculture in India's economy and emphasized the need to position skilling in agriculture and allied sectors as a national priority. He proposed transforming Krishi Vigyan Kendras (KVKs) into skill and incubation hubs that not only train farmers but also support rural youth through entrepreneurship handholding.
A detailed presentation on the recently approved ₹60,000 crore ITI Upgradation Scheme was delivered by the Directorate General of Training (DGT), outlining the Ministry's roadmap to transform ITIs into modern, industry-aligned skilling hubs. The presentation showcased key components of the scheme and the strategic direction for its implementation across states. During the open discussion that followed, state officials shared progress made on the ground—including industry tie-ups, identification of regional skill clusters, and efforts to modernize infrastructure. At the same time, they also highlighted critical challenges, such as difficulty in onboarding private partners in smaller states, faculty shortages, and the need for increased industry engagement to ensure the sustainability and relevance of upgraded ITIs.
The workshop further delved deeper into five thematic sessions- Skilling for All, Filling the Skill–Employment Gap, Demand-Based Skilling with Industry Alignment, Strengthening Service Delivery, and Reskilling and Upskilling, with active participation from states including Karnataka, Odisha, Assam, Uttar Pradesh, and West Bengal, and representatives from various companies.
The states presented their best practices and innovative skilling models at the workshop, showcasing a diverse range of approaches to developing a future-ready workforce. Karnataka and Odisha shared inclusive skilling initiatives under the theme "Skilling for All", while Assam contributed its perspectives on bridging the skill–employment gap. Uttar Pradesh and Tripura highlighted efforts towards demand-based skilling with a strong focus on industry alignment, and West Bengal elaborated on strategies to strengthen service delivery mechanisms at the grassroots level. These presentations reflected the regional diversity and shared commitment across states toward the national skilling agenda.
As part of the preparations for the 5th National Conference of Chief Secretaries under the theme 'Human Capital for Viksit Bharat', all States and Union Territories have been requested to seek inputs in the form of Feedback Notes from officers at all levels including field level functionaries. Feedback notes are to be uploaded on the CS Conference portal by 20 August 2025, and a consolidated state-specific note by 31 August 2025.
During the sessions, industry partners also played a vital role in the discussions, bringing to the table real-world insights and collaborative models. Representatives from Adobe, Sodexo, Avaada Group, Lemon Tree Hotels, UPS, Volvo-Eicher, Escorts, Tata Strive, and others contributed across thematic sessions covering topics such as reskilling, upskilling, and service delivery. Additionally, PSUs like Indian Oil and Bharat Petroleum shared their skilling and R&D initiatives. These interactions between government, academia, and industry emphasized the need for stronger convergence to equip India's workforce for emerging job roles and evolving market demands.
Each session was followed by an open discussion that encouraged multi-stakeholder collaboration and identified innovative approaches to strengthen service delivery and align skill training with real-time employment demands.
The workshop was graced by Mr. Nirmaljeet Singh Kalsi, Former Chairperson, NCVET, Ms. Trishaljit Sethi, DG (Training), DGT, MSDE, Dr. Vinita Aggarwal, Executive Member, NCVET, Himanshu Gunawat, Deputy Secretary, MSDE, Padma Shri awardee Shri Sultan Singh, Dr. More Ramulu, Advisor, AICTE, representatives from various state skilling departments or ministries, IARI, New Delhi, DoNER, among others.
The workshop concluded with a consensus on the need for stronger convergence across stakeholders, investment in future-ready infrastructure, and leveraging international partnerships to build a resilient and inclusive skilling ecosystem. The outcomes and insights from the workshop will feed into the deliberations at the Chief Secretaries' Conference and guide future skilling policy directions.

Arunachal: Civil-military fusion meet sets roadmap for border development
Agency: Itanagar, Jul 28 (PTI) In a significant move to boost coordination and address critical development and strategic concerns in Arunachal Pradesh's border district of Anjaw, the first-ever civil-military fusion meeting was held at Hawai on Monday. Key outcomes included a proposal to institutionalise a joint coordination committee, discussions on boosting local livelihoods through Army procurement, and plans for regular fusion meetings to fast-track initiatives. Anjaw Deputy Commissioner Millo Kojin called for deeper collaboration between the civil administration and the Army, noting the latter's vital role in emergency logistics and development support, an official statement informed here. He emphasised aligning efforts with the vision of Viksit Bharat and Viksit Arunachal, and highlighted ITBP's Mission Himveer as a model, where 30 per cent of supplies are procured locally, for the Army to emulate. Kojin also proposed setting up CSD canteens in remote areas, offering skill development to youth, and supporting Agniveer recruitment through awareness drives. Administrative challenges like manpower shortage and road erosion in Mompani were also flagged. Commandant of the 82 Mountain Brigade, Brigadier Jaspreet Singh, stressed the Army's 'whole-of-nation' approach and urged the civil administration to support tourism promotion, especially in Walong. He called for joint efforts in improving Agniveer application rates through local outreach and motivation. Deputy Commander of the Brigade, Col Deepak Kataria, raised concerns about power shortfalls in Walong and Kibithu, poor banking access, and limited helicopter services affecting both tourism and emergency response. He pressed for urgent repair of key FSB routes (14, 16, and 17) and solid waste management systems to improve civic infrastructure. Lt Col Vinay Kumar shared progress under Operation Sadbhavna, including workshops for skills and healthcare, and plans to set up AI and Robotics Labs in the area. Decarbonising India's highways with LNG
India's economic ambitions are rapidly taking shape. Under Prime Minister (PM) Narendra Modi's vision of Viksit Bharat @2047, the country is investing heavily in infrastructure, manufacturing, and logistics, while expanding its global influence. But this growth journey must be rooted in sustainability. A green India cannot be an afterthought; it must be the foundation of our progress. LNG(Reuters file photo | Representational image) As India sets its sights on becoming the world's third-largest economy, road transport remains both an enabler of growth and a major contributor to emissions. Long-haul freight logistics, in particular, is heavily dependent on diesel, making it a significant source of air pollution. With transport accounting for nearly 15% of India's total emissions, decarbonising this sector is no longer optional, it is essential to meet our net-zero goals. India's logistics backbone relies on more than four million trucks that move 70% of the nation's freight. As freight demand is projected to quadruple by 2050, the number of trucks could rise to over 17 million — posing an enormous environmental challenge if diesel remains the norm. Liquefied Natural Gas (LNG) offers a practical and scalable solution for long-haul transport. It delivers 30% lower CO₂ emissions, up to 59% and 100% reduction in NOx and SOx respectively, over 90% lower particulate matter, and zero sulphur emissions compared to diesel. Operationally, LNG trucks offer longer driving ranges, reduced engine noise, and better handling, making them ideally suited for heavy-duty use. While hydrogen trucks may become viable in the long-run, LNG is ready now. As a crucial bridge fuel, LNG enables immediate decarbonisation of the heavy transport sector. LNG-powered trucks offer impressive range capabilities, covering up to 1,200 km on a single tank — and up to 2,400 km with twin-tank configurations. Currently, there are around 24 LNG stations operational across India, spanning key states such as Rajasthan, Gujarat, Maharashtra, Andhra Pradesh, Delhi, Chhattisgarh, Karnataka, Kerala, Tamil Nadu, Haryana, and Madhya Pradesh. There is no one-size-fits-all solution for green logistics. For long-distance freight, LNG provides the efficiency and range required. For short-haul and intra-city deliveries, electric vehicles (EVs) offer a clean, zero-emission option. Together, LNG and EVs present a dual strategy that can significantly reduce emissions across the logistics chain while aligning with ESG goals and improving total cost of ownership. The push toward a gas-based economy is central to India's energy strategy. The government has laid out a roadmap to increase the share of natural gas in India's energy mix from 6% to 15% by 2030. Infrastructure is scaling up rapidly with new LNG terminals, pipelines, and city gas distribution networks. Within this framework, LNG-powered trucking aligns perfectly with national goals. If even a third of the country's trucking fleet transitions to LNG in the next seven to 10 years — as explored in recent policy discussions — it would mark a massive step toward energy efficiency and emissions reduction. Despite its benefits, adoption of LNG in Indian trucking remains limited. Only 1,000+ LNG trucks are currently operational — a small fraction of what is needed to make a meaningful impact. The pace of adoption reflects the necessity of building a stronger ecosystem, marked by broader LNG refuelling availability and robust financial support from banks and NBFCs The economics make sense too. Although the initial cost of an LNG truck is about 40% higher than diesel, the operating costs are lower. Due to operating costs being much lower than diesel, the use of the vehicle helps in bottom-line profitability and easy payback. It also ensures buyers of higher EMI affordability and better environmental performance. For many fleets, the payback period can be as short as 18 to 24 months. China's rapid scale-up offers an instructive model. In just five years, the country has expanded its LNG truck fleet almost threefold, with over a million LNG trucks on the road as of 2025. Today, nearly 25% of new heavy trucks sold in China run on alternative fuels such as natural gas and electric power — up from just 6% in 2018. This shift has contributed meaningfully to improved air quality and reduced emissions. India must act now. Global ESG mandates are tightening, and companies across sectors are being asked to reduce the carbon footprint of their supply chains. Green logistics is no longer a 'good-to-have' — it's fast becoming a business imperative. The road to Viksit Bharat cannot run on diesel alone. It must be future-ready, low-carbon, and commercially sustainable. LNG offers the clearest path to begin that transition today. With the right policy signals, industry collaboration, and ecosystem investment, LNG can emerge as the dominant fuel for long-haul freight by the end of this decade. This transition will not happen overnight, but the alignment of climate goals, clean technology, and economic incentives presents a rare and powerful opportunity. LNG may not be the final stop, but it is the bridge we must build now — one that can carry India's transport and logistics sector toward a cleaner, more resilient future. The Ministry of Skill Development and Entrepreneurship (MSDE) has launched the IndiaSkills Competition 2025, inviting youths from across the country to demonstrate their skill and ambition on a national competition 2025, India's biggest platform for celebrating vocational excellence, is now open for registrations with the deadline of September competition features 63 skill categories and is open to Indian nationals from all 36 states and Union Territories. Participants can register through the Skill India Digital Hub (SIDH) portal. The last date for registration is September 30, IndiaSkills is a biennial event that aims to identify and reward the most talented youth, preparing them for international skill events such as the WorldSkills Competition offers participants an opportunity to be recognised, trained and mentored for global platforms that value skilled work and vocational SELECTION PROCESSThe competition is open to individuals aged between 16 and 25 general, applicants must be born on or after January 1, 2004.
