Terra Alta's budget will be $0 in 2026 without legislative help, town officials say
TERRA ALTA, W.Va. (WBOY) — Amid turnover and administrative chaos in Terra Alta over the past few weeks, town officials say that their fate now lies in the hands of lawmakers.
According to Town Clerk Kambra Sisler, the State Auditor's office informed the town on Monday that the state has not approved and will not process the town's budget, which was submitted nearly two months late by then-Town Recorder Mikaela Bernard.
Since the budget's late submission, Terra Alta has had significant shakeups to its city government, with Bernard and Mayor Dan Hauger submitting their resignations within days of each other. Other people have been appointed to these positions since then, but Sisler said that the next step toward a future fix will have to be done legislatively.
Sisler said that the legislature will need to introduce and pass a new law that gives special permission to towns to break State Code 11-8-6e, which says that year-by-year budgets for municipalities can not exceed 101% of the previous year's budget.

If a law of that nature is not passed, Terra Alta's budget will be stuck at $0 in perpetuity. Sisler said that Fiscal Year 2025-2026 for Terra Alta begins on July 1 and that, as it stands, the town will stop receiving money on Aug. 6.
Terra Alta is also not the only municipality in West Virginia to face similar issues. In a release put out Tuesday by the State Auditor's Office, officials said that Smithfield in Wetzel County was supposed to formally adopt its levy rates in a vote, but never confirmed that it did so, and that Reedy in Roane County hasn't submitted any budget documentation at all as of Tuesday.
'The West Virginia State Auditor's Office remains committed to assisting local governments in understanding and fulfilling their statutory obligations to ensure compliance and fiscal integrity,' Auditor Mark Hunt said. 'While our office provides technical assistance, responsibility for compliance lies with local officials.'
Terra Alta is scheduled to have another emergency meeting on Thursday, June 5, where it plans to discuss the budget, budget revision and 'employees,' according to the agenda. The town currently employs seven total employees, those being two police officers, two clerks—one for water and one for the town—and three maintenance employees, who work on things like snow removal and lawn care.

Harrison County commissioners split on future of Sunset Ellis property
CLARKSBURG, (WBOY) — What does the future hold for the Sunset Ellis property in Harrison County? County commissioners each have their own opinions on the matter. After coming out of executive session on Wednesday's county commission meeting, Commissioner Patsy Trecost made a motion to revoke the commission's offer to purchase the Sunset Ellis property, claiming that he believed the current owners had 'seller's remorse.' In a discussion on the motion, Trecost continued that his reasoning was to 'let them continue on with their family tradition.' The motion was also derived from a recent Facebook post that gained attention from the community. The motion failed in a 1-2 vote. Harrison County community pushes for restoration of Sunset Ellis Drive-In Commissioner David Hinkle stated that the commission had looked into refurbishing the theatre screen, which was significantly damaged. Estimates for those repairs were around $500,000. 12 News spoke with Hinkle about his opinion of the best route for the future of the property. 'This gives the county an opportunity to develop some land that we've never had. We'll have over 40 acres and the potential to make 30 acres of usable land,' Hinkle said. 'What we did with people sending in what they love about the Ellis, I'd like to see them send in what they think they'd like to see as to do with the property once it's developed, get a sense of what the people of Harrison County would like to see there, because with that much land, we can offer a lot.' During the discussion of the motion, Commission President Susan Thomas said that she would prefer to 'preserve the screen' if it was feasible, but would like to see numbers in regard to how many people visited the Sunset Ellis Drive-In last year. USPS invests in modernization, undergoing upgrades at Erie delivery center
The United States Postal Service is undergoing the largest infrastructure and modernization investment in its history, with significant upgrades already implemented at the Erie Sorting and Delivery Center. This $40 billion nationwide modernization initiative aims to enhance service speed and reliability. As part of this effort, $256 million has been invested in facilities across the Commonwealth, including the Erie Center located on East 38th Street. 'True construction' starting soon on EMI building 'Some of these facilities are years and years in disrepair and in need of an upgrade,' said Collin Stefanowicz, Manager of Sorting & Delivery Center Strategy & Optimization at USPS. 'It's really to provide our employees with a safe, healthy, clean place to work, but again, that efficiency piece being able to keep up and move mail at a quick rate.' The Erie facility, a 142,000 square foot building, has undergone a significant transformation over the past year, improving both the employee and customer experience. Upgrades include new equipment for carriers and clerks, as well as a small delivery unit sorter that enhances mail sortation efficiency. The new delivery fleet introduced includes the 'Ford E Transit' and 'Next Generation Delivery Vehicle,' which come with modern features and are designed with feedback from USPS carriers and unions. Patrick Ecker, Director of Fleet Strategy & Support at USPS, highlighted the importance of these vehicles, especially in regions like Erie that experience snow. 'Our e-transits and electric vehicle and its left-hand drive, the NGDV comes in both electric and gasoline versions,' Ecker explained. 'This is a gasoline all-wheel drive version, so really specific for what we see in Erie in terms of the snow.'
