
Sarawak free tertiary study scheme to fulfil 2030 workforce needs, says state deputy education minister
KUCHING: Sarawak's free tertiary education scheme aims to meet the state's workforce needs in high-skill sectors towards achieving developed status by 2030, says Datuk Dr Annuar Rapaee.
The state Deputy Education, Innovation and Talent Development Minister said this was in line with Sarawak's target of having 30% of its workforce highly skilled in digital economy, green economy, aerospace and renewable energy.
"One key indicator of the scheme is that it will assist students, especially those from lower-income families, to enter university, resulting in higher enrolment in our state-owned universities.
"This will also reduce our dependence on foreign labour in these important fields," he told Datuk Fazzrudin Abdul Rahman (GPS-Tupong) during question time in the Sarawak Legislative Assembly on Thursday (May 22).
The free tertiary education scheme, to be implemented from 2026, will fully cover tuition fees for eligible Sarawakian students at state-owned higher learning institutions comprising Swinburne University of Technology Sarawak, Curtin University of Malaysia, University Technology of Sarawak and i-CATS University College.
The approved programmes under the scheme include undergraduate degrees in Science, Technology, Engineering and Mathematics (STEM), Law, Medical, Accounting and Finance.
Dr Annuar said STEM-related and professional courses were offered under the scheme to meet Sarawak's workforce needs.
"If we open up the scheme for every course, it might produce unemployed graduates.
"We need to match the courses offered under the scheme with the demands of the job market," he said.
More importantly, he added, the scheme would ensure that graduates were not in debt upon completing their studies as they would have no student loans to repay.
Besides covering tuition fees, he said the state government would provide a yearly stipend of RM15,000 to students from households with a per capita income of RM1,500 and below.
"This is meant to assist them in terms of accommodation and other living expenses," he said.
To complement the scheme, Dr Annuar also said the state government had allocated RM20mil for the Sarawak educational enhancement programme to provide free tuition to students from Form Three to Form Five.
He said this would help them achieve the necessary qualifications to pursue STEM-related and professional courses at state-owned institutions.
"We believe this programme will help rural students in particular to benefit from the free tertiary education scheme," he said.

Felda enhances employment scheme with RM1,700 minimum wage
KUALA LUMPUR: The Federal Land Development Authority is enhancing its employment scheme with a RM1,700 minimum wage and a motorbike allowance, says Datuk Seri Dr Ahmad Zahid Hamidi. The Deputy Prime Minister said Felda currently employs 12,587 foreign workers on its estates as of July, with recruitment managed through Felda Plantation Management Sdn Bhd. 'To overcome the shortage of workers, Felda is also providing housing, Employees Provident Fund and Social Security Organisation contributions, as well as insurance coverage,' he said. Ahmad Zahid said this while winding up debates on the 13th Malaysia Plan in the Dewan Rakyat on Monday (August 18). He said Felda was approved to recruit 3,000 foreign workers on July 27, 2024, and the quota was fully filled by March this year. Ahmad Zahid said the agency has streamlined the Small-Scale Contracting initiative to allow Felda settlers to participate as small contractors. He said larger agriculture tenders are being offered to qualified Felda-owned companies, adding that deductions from produce are used to cover estate operating costs, settlers' loans, and the Replanting Contribution Fund, which carries a guarantee. 'The Estate Insurance Collection was discontinued in June 2022, with estate recovery now managed at the scheme level,' said Dr Ahmad Zahid. 'The Replanting Fund remains, with deductions of RM12 per acre per month, though it is being reviewed to reflect current costs,' he added. Dr Ahmad Zahid then said that Felda also enforces a minimum income policy, where any costs or deductions that cannot be collected will be deferred and recovered the following month.

Malaysia's commercial property faces lower absorption, rental pressure post-SST revision
KUALA LUMPUR: Malaysia's real estate market may see reduced absorption rates across all commercial property segments, with downward pressure on rental growth, following the revised Sales and Service Tax (SST), said JLL Malaysia. Its head of research and consultancy Yulia Nikulicheva said to counter this trend, landlords will likely increase tenant concessions to attract and retain occupiers. "In the investment market, transaction activity may diminish as capital values and yields undergo adjustment to establish a new market equilibrium," Nikulicheva added. The government expanded the SST framework from July 1 this year. This expansion introduced an eight per cent service tax on commercial property leasing and rental services, alongside a new six per cent SST on previously exempt construction work services. The expanded SST applies to commercial properties including offices, shopping malls, shop lots, and warehouses for landlords with annual revenue exceeding RM1 million. The new tax regime is expected to reshape the country's property landscape, JLL Malaysia said in a statement today. "The expanded SST scope increases the operating expenses for existing tenants. Office tenants now face the dual challenge of higher rental costs and increased fit-out expenses due to the new construction services tax. "These changes will likely influence relocation decisions and strengthen resistance to standard rental increases upon renewal,' it added. JLL Malaysia said tenant may respond to these changes by maintaining current space strategies, relocating to lower-rent locations and extending stays at current locations. In the retail sector, impact varies by tenant size. Malls with higher SME representation will experience less disruption. JLL interviews indicate most mall operators will avoid additional rental increases, recognising tenants are already absorbing SST costs. For logistics and industrial tenants, where fit-out costs are less significant, rental increases may lead to greater use of tenant incentives. Impact On Landlords While landlords face less direct impact, their operating expenses will increase due to the expanded SST scope, JLL Malaysia said. Buildings with higher vacancy rates, whether new or old, will likely be more sensitive to these changes, compelling owners to offer more favourable terms to attract tenants. However, government landlords gain a competitive edge through their tax-exempt status, it added. Developer Challenges Developers face compressed profit margins as construction costs rise. JLL Malaysia said the combined effect of higher costs and tenant resistance creates significant pressure. Many developers may pivot toward shorter timeline projects or postpone larger developments. Township developers will likely pass costs to buyers, while commercial and industrial segments face challenges implementing similar strategies. "Developers of properties currently under construction face both increased costs and potentially weaker demand," it said. Investment Outlook JLL Malaysia said the real estate investment landscape requires adjustment as landlord revenue growth projections decrease. Real estate investment trusts and investors must account for these changes in their valuation models, with yields likely experiencing slight compression.
