Cork Council green light for Apple car-park expansion along with employing 6,000 by 2030

Cork City Council has given the green light to Apple for 285 extra car parking spaces at its European headquarters in Cork to help facilitate an additional 1,300 new employees for its campus in 2025.
The Council has attached 22 conditions to the planning permission to Apple Operations International Ltd (AOIL) for the additional car-park spaces in one car-park with 159 spaces and the other with 126 spaces — on land banks it owns to the north of David McCarthy Rd on the northside of Cork city.

The permission follows consultants for AOIL, DBFL Consulting Engineers telling the council that the number of employees is expected to reach 5,350 across the entire Apple Campus at Hollyhill by mid-2025.
DBFL state that there is a longer-term projection 'of 6,000 employees by 2030 subject to market conditions'.
The grant of permission for the 285 car-spaces is in addition to the 2,572 parking spaces either on-site or under construction at the Hollyhill Campus.
In a planning report lodged with the application, consultants, HW Planning stated that the proposal is appropriate to facilitate the continued successful operation of Apple Operations in Cork and to meet the growing needs of their operations across Ireland and Europe "in the absence of frequent public transport provision'.

They state that the additional car spaces are required despite the initiatives being implemented on campus to promote sustainable travel options and are required to ensure the continued success of this strategic employment hub.
Outlining the background to the application in a Parking Justification Report, DBFL state that 'the additional spaces are requested to provide short-medium term resilience and mitigate anticipated delays to the planned public transport and road network improvements ahead of the opening of the Hollyhill 5 building in mid-2025'.
The report states that "in the longer term, there may be scope to repurpose these spaces to higher-value uses that support the expansion of the Apple Campus – once the planned key upgrades to Cork's transport network are delivered'.

The report states that initially the Cork Metropolitan Area Transport Strategy (CMATS) 2040 envisaged the construction of the Cork Northern Distributor Multi Modal Road (CNDR) by 2027 which would provide orbital active travel and public transport connectivity to the campus.
The report states: 'However, the likelihood is that the delays to the roll-out of the CNDR in particular, will necessitate short-medium term requirement of the proposed car-parking.
On planned BusConnects, the report states that while the original BusConnects timeline envisaged roll-out of infrastructure and services beginning in 2024, roll-out is now scheduled to commence in 2025/2026.

The report states: 'The delays in the rollout of BusConnects has resulted in additional Apple Shuttle services being required to address ongoing issues in journey time reliability.
The report further stated that CMATS also proposes six Park and Ride facilities, including at Dunkettle and Blarney/Stoneview, connected by high-quality public transport services to key destinations.
It states that 'to date, none of these P+R proposals have been delivered despite the establishment of a dedicated Park and Ride office in the National Transport Authority".
The report states that in line with Apple's wider commitments to climate action and sustainability objectives, it would seek to reduce the number of employees commuting to the Hollyhill Campus by car in the long-term, by reducing the number of spaces per employee over time.

BRUSSELS, June 7 (Reuters) - The Development Bank of Latin America and the Caribbean (CAF) will double to $2.5 billion its investments in protecting the oceans and supporting sustainable marine economic activities, it said on Saturday. The bank has already exceeded its existing oceans funding commitment, of $1.25 billion over 2022-2026, with investments including strengthening marine protected areas and supporting small-scale fisheries. The extra $2.5 billion, which will be rolled out over 2025-2030, will target areas including low-carbon maritime transport, restoration of damaged ocean ecosystems and sustainable tourism, the bank said. It comes on top of the $1.3 billion CAF invested in oceans over the last three years. "This commitment reflects our transformative agenda, that is, to embed the health of the ocean in our development ambition," CAF executive vice-president Gianpiero Leoncini told a conference on oceans financing in Monaco. A U.N. Oceans conference next week in Nice, France, will attempt to rally stronger commitments from countries to protect and invest in oceans - including by ratifying a global treaty to protect ocean biodiversity, which most of the 116 countries that signed it have still not done. Oceans are crucial to trade, food and employment for coastal communities, and maintaining global climate systems. But funding to protect these functions has fallen far short. Investments in ocean health totalled just $10 billion from 2015-2019 - far below the $175 billion per year needed, the U.N. has said. CAF's existing oceans funding includes managing illegal fishing, providing loans to wastewater treatment plants and storm drainage systems to reduce damage from floods. Oceans also provide a vital buffer against climate change, by absorbing around 30% of planet-heating CO2 emissions. But as the oceans heat up, hotter waters are destroying marine ecosystems and threatening the oceans' ability to absorb CO2.

The government is struggling to cut the amount of money from the foreign aid budget it spends on asylum seekers in the UK, new figures show. Home Office figures show the department expects to spend £2.2bn of overseas development assistance (ODA) this financial year, of which £2.1bn is expected to be spent on asylum support. The predictions for this year are only slightly less than the £2.4bn spent in 2024/25. Official development assistance (ODA) – which was slashed earlier this year to 0.3 per cent of GDP to pay for a boost to defence spending - is used to promote the economic development and welfare in developing countries around the world. A portion of this money is handed to the home office to support asylum seekers after they arrive in the UK, most of which goes towards their accommodation. But the government's failure to cut back on this spending has led aid organisations to accuse ministers of 'robbing Peter to pay Paul', claiming they are in danger of a 'reckless repeat of decisions taken by the previous Conservative government.' Figures published in March revealed that the number of asylum seekers housed in costly hotels has increased by more than 8,000 since the general election, with 38,079 migrants being housed in hotels at the end of December. It comes despite Sir Keir Starmer previously saying a Labour government wouldn't use the foreign aid budget to pay for asylum seekers' hotel costs – but admitted that the government would not be able to stop doing so immediately. 'I'm not going to pretend to you we can do that in the first 24 hours', he said in May 2024. Meanwhile, Labour's election manifesto vowed to 'end asylum hotels, saving the taxpayer billions of pounds'. Gideon Rabinowitz, director of policy at the Bond network of development organisations, warned that 'cutting the UK aid budget while using it to prop up Home Office costs is a reckless repeat of decisions taken by the previous Conservative government.' "Diverting £2.2bn of UK aid to cover asylum accommodation in the UK is unsustainable, poor value for money, and comes at the expense of vital development and humanitarian programmes tackling the root causes of poverty, conflict and displacement. "It is essential that we support refugees and asylum seekers in the UK, but the government should not be robbing Peter to pay Paul', he told the BBC. Meanwhile, Sarah Champion, chair of the International Development Committee, said: "Aid is meant to help the poorest and most vulnerable across the world: to alleviate poverty, improve life chances and reduce the risk of conflict. "Allowing the Home Office to spend it in the UK makes this task even harder." "The government must get a grip on spending aid in the UK. The Spending Review needs to finally draw a line under this perverse use of taxpayer money designed to keep everyone safe and prosperous in their own homes, not funding inappropriate, expensive accommodation here." The Home Office told the BBC it is committed to ending asylum hotels and is speeding up asylum decisions to save taxpayers' money. The department also said it had reduced overall asylum support costs by half a billion pounds in the last financial year, saving £200m in ODA which had been passed back to the Treasury. In April, The Independent revealed that the government had awarded a contract which allows for hotels and barges to house asylum seekers up until September 2027, despite Labour vowing to end the practice. The contract, advertised ahead of the election, was awarded by the Cabinet Office in October 2024 – just months after Labour won a historic landslide election victory - and runs up until September 2027. In June, the home secretary admitted she was "concerned about the level of money" being spent on asylum seekers' accommodation, adding: "We need to end asylum hotels altogether."
