
Coordination between government, businessmen urged
Sarhad Chamber of Commerce and Industry (SCCI) President Fazal Moqeem Khan has said the government needed to meet tax targets and enhance revenue which could only be achieved through the collection of various taxes by the business community.
Moqeem, in a press statement issued on Saturday, said hurting business and trade was tantamount to inflicting losses on the economy.
Therefore, he emphasized, the government should take collective initiatives and resolve all issues through proper consultations and mutual consensus.
The SCCI chief mentioned that action had been taken against a restaurant yesterday which was an attempt to discourage investors and the business community, and urged that steps damaging business and economic activities be avoided.
He stressed that it was a dire need of the hour that the government understand the current economic conditions and prevailing circumstances, and emphasized the need for building consensus between both sides on the issue.
Under the collective approach, the government must take the business community into confidence through positive collaboration, the SCCI chief added.
He went on to say that, instead of adopting harsh measures, strict implementation, and the closure of businesses and economic activities, the government should provide a relocation chance to the business community.
He added that the chamber, business community and stakeholders should be consulted before taking any such initiatives to prevent creating a gulf between government, institutions and business community so that they can continue to play a role in economic development through the payment of various taxes.
The SCCI chief demanded that the government officials who had issued the No-Objection Certificate (NOC) for the establishment of the restaurant 25 years ago be brought to justice.

Federal budget: KP traders, public show mixed reaction
PESHAWAR: The Federal budget for Financial Year 2025-26 has received mixed reaction from businessmen and industrialists, and the general public in Khyber Pakhtunkhwa. Reacting to the federal budget, some traders appreciated government initiatives through the budget and others expressed disappointment, stating that the budget is not as per their expectations. Businessmen said the presentation of a growth-oriented, progressive and business-friendly budget was impossible under the current IMF-harsh conditions. We were expecting a pro-business budget for next fiscal year, but it isn't as per their expectations, says Fazal Moqeem, in his prompt reaction after the presentation of the federal budget for next fiscal year. Moqeem Khan hoped that the government would revisit the proposals that had been sent by SCCI and incorporate them in the next fiscal budget. He was of the view that some initiatives were anti-business that would bring further stagnation and hamper efforts for revival of business and industries in the country. However, he said SCCI expected the budget would be pro-business and industries. No relief measures were proposed for revival of war-affected business and industries in Khyber Pakhtunkhwa, Moqeem remarked while talking to media persons. However, he took the stance that a business-friendly budget only be made possible when the country would free under tight monitoring IMF-framework. Commenting on the budget, FPCCI former president Ghazanfar Bilour said in the budget proposals, there was no mention and comparison of current GDP growth with previous fiscal year. Ghazanfar Bilour said that incentives were only announced for the elite class while poor masses were further burdened with direct and indirect taxes, and the government has continuously adopted policy to make poor people further poorest and rich more richest, which is highly condemnable. FPCCI former president also strongly objected to the FBR new rules, allowing unprecedented authorities to tax-collectors under the unilateral initiatives. He said SCCI strongly condemned the black laws of FBR, and asked the government to immediately revisit these all rules which would prove further destructive for businesses and industries. The Finance Minister was told that huge foreign exchange reserves had come into Pakistan in the last year but he must also explain how many investments were shifted from the country, Ghazanfar asked. Haji Muhammad Afzal, who was also traders' leader and regional chairman of FPCCI said that the government took initiatives regarding small traders, which are unacceptable. He made it clear that small traders will strongly protest against imposition of Point of Sale and other anti-traders initiatives and urged the government to reconsider initiatives and make them traders-friendly. Haj Muhammad Afzal said SCCI had given proposals, which should be incorporated before the approval of the next fiscal budget. Budget 2025-26: Traders for elimination of double taxation, cut in ST rate on services
PESHAWAR: Traders through various proposals for the Khyber Pakhtunkhwa fiscal budget for 2025-26, has urged the provincial government to abolish double taxation, especially property tax, easing process of KPRA audit, reduction in ratio of Sale Tax on Services, bringing reforms in trade and business-related institutions, and complete abolishment of provincial Infrastructure Development Cess on export, curtailing tax/fees of property registry and elimination of anti-business actions and make legislation, reforms through appropriate amendment and to present a business-friendly budget. Business community asserted deletion of harsh coercive provisions in the law governing business and industry in the provincial fiscal budget 2025-26, while emphasising on provision of subsidised SME financing through Bank of the Khyber, taking serious note over advance to deposit ratio 0.9 percent advance against 16 percent provincial deposit, besides made demand for pragmatic steps for ease of doing business, gas supply on priority basis to industrial consumers as per granted by the Constitution. Traders called for maximized provincial hydel power utilisation through early execution of transmission lines and adding 80-85 megawatt electricity into the grid station, besides proactive measures for maintenance of law and order and reduction of the heavy burden of various provincial taxes, war-footing initiatives for completion of the northern bypass and Ring Road, underpasses on identified locations in the city. SCCI presents budget proposals for FY 2025-26 Business community wanted immediate withdrawal, recently introduced by the provincial government Godown Act 2025. Legislation for institutionalising provincial department-based on the Dispute Resolution Council mechanism with representation of all relevant departments, stakeholders and business community in the forum should be carried out, traders demanded. It has been asked by the provincial government to incorporate SCCI proposals in the upcoming provincial budget 2025-26. These budget proposals presented during a joint meeting with Khyber Pakhtunkhwa Minister on Excise and Taxation Khaleequr Rehman, KP Minister for Revenue Nazeer Advisor to Khyber Pakhtunkhwa government on Finance Muzammil Aslam, SACM on industries Abdul Karim Khan here at the Sarhad Chamber of Commerce and Industry, which chaired by SCCI president Fazal Moqeem Khan. Office-bearers of the chamber, traders, industrialists and importers and exporters were present in a large number. Later, the provincial ministers and advisors of the KP government agreed with proposals and assured the SCCI and stakeholders to make appropriate amendments in harsh laws, policies as per constitution limits and also incorporate the business community proposals in the upcoming provincial budget 2025-26. SCCI presents budget proposals for FY 2025-26
PESHAWAR: Sarhad Chamber of Commerce and Industry presented its budget proposals for the fiscal year 2025-26. In the budget proposals, the SCCI urged the government to rationalize taxes by making reduction in their ratio at optimal level, broadening tax-base and refraining from imposition of new taxes. SCCI also sought reduction in duties on import of raw material/items and pragmatic steps for simplifying the existing taxation system. It emphasized that the government should announce a special budget for the development of small and medium industry. The budget proposals said soft loans should be provided to SMEs, especially start-up businesses, women entrepreneurs so that they will also equally contribute to the economic growth and development of the country. The chamber demanded that a special fiscal relief package and tax cessions for next five years should be announced for war-torn Khyber Pakhtunkhwa. Budget is a true reflection of the government policies, which should be made people as well as business-friendly, says Fazal Moqeem Khan, president of the Sarhad Chamber of Commerce and Industry while talking to this scribe here on Tuesday. He said that the budget coming at the time of economic take-off will set the roadmap for the future and added that there is need to build a sustainable basis for reducing electricity prices. The SCCI chief urged the government to take new policy measures aimed at promoting the documented economy that would help improve the tax revenue collection and achieve sustainable growth. Emphasizing on elimination of unregistered and illegal business/ trade as highly beneficial for the national economy, he said it is necessary that the informal economy sector should bring in formal economy. Fazal Moqeem emphasized the need for reduction in electricity, gas tariff and urged the government to focus on renewable energy in a bid to significantly reduce the cost of production and pave the way for rapid revival of the economy. Talking about the solar policy, he said that the policy should be prepared in a way that it covers the interest of both the government and consumers. He sought repealing all agreements with IPPs. Coordinated implementation of policies through SIFC and measures in the budget are essential, SCCI chief stressed. Fazal Moqeem Khan while addressing pre-budget session in Peshawar University asserted the industrial sector needs to be further promoted. He highly backed privatizing loss-making State-Owned Enterprises (SOEs), stating that it can provide long-term stability to the government's financial and budgetary position. Regarding the agricultural sector, SCCI chief said it is the backbone of Pakistan's economy and suggested that the government should take maximum steps in the budget to facilitate farmers. Sustainable water use system, construction of new water storages should be a priority, he added. About the construction sector the president suggested that a special package should be announced in the budget for the revival of the construction sector.
