Haryana teacher's death: Mobile internet suspended in Bhiwani, Charkhi for 48 hours
Chandigarh: Amid widespread public outrage over the death of a 19-year-old teacher, the Haryana government on Tuesday ordered the suspension of mobile internet, and bulk SMS and dongle services, while allowing voice calls, in Bhiwani and Charkhi Dadri districts for 48 hours. Manisha's body was found in a field in Bhiwani on August 13. She had been missing since August 11, after leaving school, purportedly to inquire about admission at a nursing college. The death caused massive outrage, with people blocking key roads in the district and the opposition parties, including the Congress, demanding a CBI probe. Although the order does not make a reference to the teacher's death, sources said it has been issued in the wake of developments pertaining to the case. Issued by Additional Chief Secretary, Home Department, Sumita Misra, the order said that internet suspension will be in force from 11 am on August 19 till 11 am on August 21. 'It has been brought to my notice by ADGP/CID, Haryana and Deputy Commissioner, Bhiwani & Charkhi Dadri vide their requests dated August 19 that there is an apprehension of causing tension, annoyance, agitation, damage to public & private property and disturbance of public peace & tranquillity in the district Bhiwani & Charkhi Dadri... This order is issued to prevent any disturbance of peace and public order,' it said. The order further stated that the internet could be misused to spread inflammatory material and false rumours through social media or messaging services to disrupt peace and damage public assets. 'In order to stop the spread of misinformation and rumours through various social media platforms, such as WhatsApp, Facebook, Twitter on mobile phones and SMS for facilitation and mobilisation of mobs of agitators and demonstrators who can cause serious loss of life and damage to public and private properties by indulging in arson or vandalism and other types of violent activities,' it said. Meanwhile, the emergence of a 'suicide note' in the death case on Monday turned the investigation on its head. Bhiwani Superintendent of Police Sumit Kumar had said the note was found near Manisha's body in a bag, which also had her Aadhaar card and other documents. He also said that there was proof of Manisha buying insecticide. 'In the viscera sample, the presence of insecticide has been confirmed in the body. So, there is self-purchase, there is a suicide note, there is poison in the body,' he said. The playschool teacher's family members, however, have insisted that she was murdered. The opposition parties have also flayed the BJP-led state government, claiming that the alleged murder was proof of a breakdown of law and order under the saffron party.

Haryana Government Hands Over Teacher's Death Case To CBI After Outrage
Chandigarh: The Haryana government is going to hand over the probe into the death of a 19-year-old teacher last week in Bhiwani to the CBI following public outrage. "The state government and police administration are working with full seriousness and transparency to ensure justice for our daughter Manisha from Bhiwani and her family," Chief Minister Nayab Singh Saini said on Wednesday, while adding that he has been continuously seeking updates about the case. "Based on the family's demand, the Haryana government is going to hand over this case to the CBI for an impartial investigation. On Monday, police claimed that the investigations pointed to the teenager dying by suicide by ingesting poison. However, her father, Sanjay, on Tuesday rejected the finding and refused to cremate the body, demanding "justice." He said, "The administration is saying that my daughter committed suicide. But I can say that she can never commit suicide. I want justice." While protests over the teacher's death raged on, and politicians waded into the matter, alleging breakdown of law and order, the emergence of a "suicide note" in the death case on Monday turned the investigation on its head. Bhiwani Superintendent of Police Sumit Kumar said the purported note was found near Manisha's body in a bag, which also had her Aadhaar card and other documents. He also said that there was proof of Manisha buying insecticide. "In the viscera sample, the presence of insecticide has been confirmed in the body. 'The judgment has done me justice': Northeast's first transwoman doctor wins court battle; Manipur HC asks authorities to issue updated certificates
By: Donald Sairem IMPHAL: In a landmark judgment delivered on Tuesday, the Manipur high court allowed the change of name and gender in the academic records of the transwoman Dr Beoncy Laishram, following a petition filed by her. The court directed the authorities concerned to issue fresh education certificates reflecting the petitioner's new name and gender — 'Beoncy Laishram' and 'female' — within one month. She is not just Manipur's first and only transwoman doctor, she is also northeast's first transgender doctor. Dr Beoncy had approached the HC after her Feb 2024 request to update her name and gender on academic and official documents was denied by the authorities. Her birth name was 'Boboi Laishram' and gender listed as 'male'. Dr Beoncy, a biological male before undergoing gender reassignment surgery in Oct, 2019, had applied to the district magistrate of Imphal West for a transgender certificate. The DM issued both the certificate and a transgender identity card under her new name and gender. Her Aadhaar, Voter ID, and PAN card were subsequently updated to reflect the changes. Despite these updates, her requests to the Board of Secondary Education Manipur (BOSEM), Council of Higher Secondary Education Manipur (COHSEM), Manipur University (MU), and Manipur Medical Council to amend her academic records were not accepted. Senior counsel Jayna Kothari, representing Dr Beoncy, cited Sections 5, 6, and 7 of the Transgender Persons (Protection of Rights) Act, 2019 – the provisions which empower transgender people to apply for identity certificates and mandate that revised gender and name be reflected in all official documents, including birth and educational certificates. After hearing arguments from both sides, the court ordered BOSEM, COHSEM, MU, and the Manipur Medical Council to issue updated certificates under Dr Beoncy's new identity. The court further directed that the provisions of Sections 6 and 7 of the Act shall be incorporated into all existing laws, rules, and regulations of establishments within Manipur, as defined under Section 2(b) of the Act. The chief secretary of Manipur was instructed to issue necessary directives to all the establishments in this regard. Until formal incorporation is completed, these provisions shall be deemed to be read into all existing frameworks under Section 20 of the Act, the court ruled. Speaking to TOI, petitioner Dr Beoncy expressed immense joy over the HC's judgment. "It is a relief. I have been thinking of completing PG as well to advance my career and specialising in surgery or gynaecology someday. But I was scared I'd be made to stay in a boys' hostel just because my academic records say I'm a male, even though I've undergone reassignment surgery. The judgment has given me reassurance and done me justice," she said. She also hoped the judgment would raise awareness about the rights of transgender people, who often face marginalisation and systemic barriers.
