
FATF report links dual-use cargo seized by India in 2020 to Pakistan missile agency
A dual-use equipment seized by India from a Pakistan-bound merchant vessel in 2020 is linked to Islamabad's National Development Complex, which is involved in the country's missile development programme, a new report by the Financial Action Task Force (FATF), the global anti-terror financing watchdog, has said.
The report listed the case under a section on the misuse of the maritime and shipping sectors, including to transport a range of commodities, including dual-use equipment.
'In 2020, Indian Customs authorities seized an Asian-flagged ship bound for Pakistan. During an investigation, Indian authorities confirmed that documents mis-declared the shipment's dual-use items,' the FATF report said.
'Indian investigators certified the items for shipment to be 'autoclaves', which are used for sensitive high-energy materials, and for insulation and chemical coating of missile motors,' the report said. It said these sensitive items are included in dual-use export control lists of the Missile Technology Control Regime (MTCR).
The bill of lading of the seized cargo provided evidence of the 'link between the importer and the National Development Complex, which is involved in the development of long-range ballistic missiles', it said.
The export of equipment such as autoclaves without formal approval from various authorities is a violation of the existing law, the FATF said.
Pakistan's National Development Complex (NDC) has played a crucial role in the development of Pakistan's missile programme.
India seized the dual-use equipment from merchant vessel Da Cui Yun at Kandla port in Gujarat on February 3, 2020.
Loopholes
The report noted significant vulnerabilities in the global financial system in countering the financing of weapons of mass destruction (WMD).
"Despite the grave threat posed by proliferation financing, only 16 per cent of countries assessed by the FATF and its global network have demonstrated high or substantial effectiveness" in a process that evaluates the implementation of targeted financial sanctions under the United Nations Security Council resolutions on proliferation.
The report said that unless the public and private sectors urgently bolster technical compliance and effectiveness, those seeking to finance WMD proliferation will continue to exploit weaknesses in the existing controls.
The report provided a detailed analysis of the evolving methods and techniques used to evade proliferation financing-related sanctions. 'Illicit actors are employing increasingly sophisticated methods to evade sanctions and circumvent export controls,' it said.

Over 5,000 bike taxi riders across Karnataka demand a ban lift
BENGALURU: Over 5,000 bike taxi riders from across Karnataka rallied at Vidhana Soudha on Saturday, urging the State Government to lift the ban and introduce a proper regulatory policy. Thousands of riders from Mysuru, Mandya, Hassan, Davanagere, Tumakuru, Ramanagara, Shivamogga, and Kanakapura rode to Vidhana Soudha, asking the government to bring in a policy that allows them to get back to work while addressing safety and regulation concerns. The ban has hit over six lakh bike taxi riders hard, leaving many with no way to earn a living, they said. 'Families that once depended on daily rides for income are now struggling to put food on the table or pay school fees. Many riders say they feel hopeless, with no clear path forward. At the same time, commuters who relied on bike taxis for affordable and quick travel are also facing difficulties,' read a press release. 'Before the ban, I could earn enough to keep my family going. Now, there is no money coming in, and every day feels like a battle just to survive. We are skipping meals some days because we can't afford groceries anymore, there is no money for my kid's school fees either. How are we supposed to live like this?'said Ramesh, a bike taxi rider from Tumakuru. 'This isn't just about us making money,' said Priya, a rider from Mandya. 'It's about keeping our families alive. We need the government to listen, before it's too late,' she added. The riders also pointed out that 19 other Indian states already have policies for bike taxis, and they questioned why Karnataka lags behind. Many protestors detained The Vidhana Soudha police have detained a group of bike taxi riders for protesting outside the Vidhana Soudha. The police said that after receiving an alert from the Vidhana Soudha security, the agitators were detained for violating guidelines and attempting to stage a protest in front of the Vidhana Soudha without prior permission.

Savad Sha, ‘hailed' by men's rights activists, arrested again
THRISSUR: Savad Sha, who was arrested for exposing nudity in KSRTC bus and later greeted by Mens' rights activists when he came out of jail, was arrested again by Thrissur East police on Friday for molesting a woman inside a KSRTC bus. Soon after the reports about the arrest emerged, the victim in the earlier case, came out against the cyber bullying she faced after Savad's arrest in the first incident. Savad, of Vadakara, was arrested on Friday based on a complaint filed by a woman that she was molested in a Malappuram-bound KSRTC bus on June 14. It was exactly two years ago that Savad was arrested by the police based on a video posted by a woman on social media. She had alleged that while travelling from Thrissur to Ernakulam, Savad exposed himself inside the tightly packed bus on the move and engaged in lewd sexual acts. The issue became a major debate in the state as men's rights activists supported Savad. They alleged that she was trying to get followers and taking advantage of the laws. In the latest case, Savad was remanded by the court for 14 days.
