
Oman makes licensing mandatory for key professionals in Energy & Oil sector
Muscat – The Ministry of Labour has announced new licensing requirements for a range of technical and operational roles within the Energy and Minerals Sector, in line with efforts to enhance workforce quality and safety standards in the Sultanate.
Effective September 1, 2025, individuals working in specified professions must obtain a professional practice license issued by the Sector Skills Unit for the Energy and Minerals Sector, represented by the Oman Energy Association. This licence will now be a mandatory prerequisite for obtaining or renewing work permits in these roles.
According to the Ministry, no work permits will be granted or renewed for individuals in these specified roles without submission of the approved professional license. All establishments employing individuals in these fields are required to ensure compliance with the new regulation and take necessary steps to implement it within the given timeline.
This move is aimed at improving professional standards, ensuring alignment with sector-specific skills requirements, and supporting Omanisation and workforce localisation efforts in critical national industries.
The Ministry urged companies and individuals to initiate the licensing process early to avoid disruption to employment status or operations beyond the September deadline.

Muscat – Ministry of Labour has announced that starting September 1, 2025 licensing requirements will be enforced for 43 technical and operational professions within establishments operating in Oman's energy and minerals sector. The decision, taken in coordination with Ministry of Energy and Minerals, aims to regulate the labour market and enhance efficiency of national cadres. 'Ministry of Labour will not issue new or renew any work permit unless the approved licence is submitted,' the ministry stated. This licensing system applies to a wide range of professions, including HSE advisors, various equipment operators such as crane, forklift and excavators, lifting supervisors, technicians, welders, scaffolders, electricians and drilling specialists.
