Over 3,400 SHGs formed to empower de-notified, nomadic communities, Rajya Sabha told
The scheme aims to improve access to education, healthcare, housing and livelihood for these historically marginalised groups.
In a written reply to a question in the Rajya Sabha, Minister of State for Social Justice and Empowerment B. L. Verma said the SEED scheme was launched to empower the DNT communities through targeted interventions, including free coaching for education and job opportunities, distribution of Ayushman Bharat health cards, promotion of livelihood activities through SHGs and provision of housing under the Pradhan Mantri Awas Yojana (both rural and urban).
To coordinate efforts for the welfare of these communities, the ministry has also set up the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities (DWBDNC).
The board is working in collaboration with the National Backward Classes Finance and Development Corporation (NBCFDC), the National Scheduled Castes Finance and Development Corporation (NSFDC), and several NGOs to engage directly with the communities.
However, the ministry clarified that the National Rural Livelihoods Mission (NRLM) does not maintain segregated data on DNT participation in SHGs at the national level.
The SEED scheme is part of the government's broader effort to ensure social justice and inclusion for groups that have traditionally remained outside the formal welfare net.

The committe, headed by Rajya Sabha MP Digvijaya Singh, also noted that digital initiatives in education would only provide lukewarm response in terms of engagement unless the Union education ministry proactively assisted in placements, wherever possible, or established a platform associated with SWAYAM for connecting recruiters to students. The SWAYAM platform facilitates hosting of courses, taught in classrooms from Class 9 till postgraduation, to be accessed by anyone, anywhere at any time. All the courses are interactive and available free of cost to learners.

HC disposes of plea seeking archaeological excavation in Ulaipatti
Disposing of a public interest litigation petition that had sought a direction to the Centre and the State to conduct an archaeological excavation in Ulaipatti near Usilampatti in Madurai district, the Madurai Bench of the Madras High Court directed the petitioner to pursue the representation before competent authorities. The court was hearing the petition filed in 2020 by advocate G. Thirumurugan. The petitioner said an ancient iron smelting furnace, various burial urns and other ancient artefacts were unearthed in Ulaipatti. A proper and systematic excavation could yield a good result in unravelling the history of the land. Such excavations at various sites by archaeological departments had raised the curtains on the past, he said. A Division Bench of Justices S.M. Subramaniam and A.D. Maria Clete observed that the High Court cannot issue a direction to conduct such activities unless the authorities had formed an opinion that it was necessary in the interest of the public and in accordance with the provisions of the Central Act and the Rules in force.

Government bans 25 OTT platforms for airing obscene, vulgar content
NEW DELHI:The Centre has blocked at least 25 Over-the-Top (OTT) platforms for publishing obscene and vulgar content. The banned digital services--websites and applications--include Big Shots, Desiflix, NeonX VIP, Gulab App, Kangan App, Hulchul App, MoodX, Ullu and ALTT. The action has been taken by the Ministry of Information and Broadcasting (MIB) in consultation with the Ministry of Home Affairs, MeitY, Department of Legal Affairs (DoLA), and industry bodies such as FICCI and CII, and experts in the field of women rights and child rights. "Utilising the provisions of the Information Technology Act, 2000 and the IT Rules, 2021, notifications have been issued to the various intermediaries to ensure that access to the concerned websites and apps is disabled," said officials. According to the officials, the nature of Content available on these platforms includes sexual innuendos and, in some cases, long portions of sexually explicit scenes involving nudity, thereby being pornographic in nature. "There was hardly any storyline, theme or message in a social context. A large portion of the content was obscene and vulgar. Depiction of nudity and sex in several inappropriate contexts including the relationships such as family relationships, of the platforms in violation of section 67 of the IT Act, section 292 of the IPC, and section 4 of the Indecent Representation of Women (Prohibition) Act, 1986. Some platforms published sexually explicit content in violation of Section 67A of the IT Act," officials added.
