Russian billionaire and Putin critic launches AI data centres in the UK
Nebius, a technology company headquartered in the Netherlands, will invest £200m to establish an 'AI factory' in Britain, deploying 4,000 graphics-processing chips designed to power the latest generation of machine-learning technology. The $12bn (£9bn) business is assessing potential data centre sites in the South East.
Nebius was formed as part of a carve-up of Yandex, a company known as 'Russia's Google'. Arkady Volozh, a Russian entrepreneur worth a reported $2bn, founded Yandex in 1997 as a Russian rival to the US search engine.
The business later listed in New York and in 2021 was valued at more than $30bn. However, its shares were suspended in 2022 after Russia's invasion of Ukraine and Mr Volozh was sanctioned by the European Union.
Over the years Yandex faced growing pressure from the Kremlin to censor online news and search results, and the company was accused by Brussels of helping to spread Kremlin propaganda.
In 2023, Mr Volozh labelled Vladimir Putin's invasion 'barbaric' and said he was 'horrified' by the war. He said: 'I am categorically against it. Although I moved to Israel in 2014, I have to take my share of responsibility for the country's actions.
'There were reasons to stay silent during this long process. While there will anyway be questions about the timing of my statement today, there should be no questions about its essence. I am against the war.'
The European Union removed its sanctions of Mr Volozh last year.
Nebius was formed as part of a carve-up of Yandex, which spun off its Russian search division in a $5bn deal to Russian investors. Nebius, which is listed in the US, is made up of the remaining European, US and Israeli assets, including several data centres powered by Nvidia microchips and its self-driving car technology.
Mr Volozh, Nebius's chief executive, said: 'The UK is where AI is being built, tested, and deployed at scale across industries from fintech to life sciences. Being here puts us closer to the start-ups, researchers, and enterprise leaders shaping what's next.'
Nebius's UK investment comes after Sir Keir Starmer, the Prime Minister, announced plans to spend more than £1bn to boost the UK's computing power in a speech at London Tech Week alongside Jensen Huang, the Nvidia chief executive.
On Monday, the Government announced a series of AI investments ahead of this week's Treasury spending review. These included £1bn for an AI research resource, made up of powerful AI data centres and supercomputers, as well as £187m to boost the technological skills of the UK workforce.
On Tuesday, Peter Kyle, the Technology Secretary, also announced plans for a new Turing AI fellowship in a speech at London Tech Week. Backed by £25m, the programme will seek five AI experts who will be offered a substantial package to relocate to the UK and hire a team to conduct AI research.
Mr Kyle said: 'We will harness the vast potential of our trillion-pound tech sector to help remake our country for the better.'

Arne Slot left him out of Saturday's 4-2 defeat to AC Milan as a move grew nearer and Diaz left Liverpool's squad in Tokyo on Monday to link up with Bayern and pass his medical. Wirtz opened his Liverpool account in a 3-1 friendly win over Yokohama FM in Japan. He leaves as Liverpool's third-most expensive sale as all time, but says he's unfazed by the pressure that will come with his price tag. "I give everything for the team I'm playing for,' he added. 'I can't say whether I'm worth the transfer fee, but I'm glad that it's been concluded this way. 'The coach has told me he sees me preferably on the left side, but I'll play where I'm needed. I want to help the team, that's the priority. 'I wanted to join Bayern because the club's aims are in line with mine and I wanted to move to a big team - the club has incredible history. We want to win everything. My aim is to help the club and have success as quickly as possible. 'Being at such a big club is special. I'm just happy to be part of the Bayern family. Major boost for British steel with EU deal but still no confirmation over US tariffs
British steelmakers received a boost on Friday as a trade deal arranged in May came into effect, allowing tariff-free exports into the EU. The government confirmed that key steel products such as support beams could now be exported to Europe from 1 August without additional costs, a significant aid to an industry which has been hampered by rising energy bills and global trade uncertainty. Business secretary Jonathan Reynolds, said the date marked a 'positive step forward' for the UK steel industry and would allow firms to 'compete, grow, and maintain vital export relationships.' He added: 'This builds on the significant support that this pro-steel Government has already delivered — from our £500m investment in Tata's green steel transition, to action to safeguard jobs at British Steel in Scunthorpe, and our deal with the US to reduce tariffs on UK steel.' However, there is presently no agreement in place for that reduction on exports to the US, with Britain presently subject to 25 per cent tariffs on products within that industry, despite a 10 per cent base tariff arrangement elsewhere. Donald Trump said this week the steel exemption deal would be finalised 'pretty soon', with Politico noting Keir Starmer's agreement, saying the UK and US were 'doing the implementation of that.' Effective immediate, however, the UK can export 27,000 tonnes of 'category 17' steel – including angles and sections of steel – to the EU each quarter without paying any tariffs. Around 75 per cent of total British steel exports go to the EU, worth nearly £3bn annually. UK Steel director general Gareth Stace said Friday's change was 'excellent news' for the sector that had been 'plagued by problems' in exporting steel to the EU. British Steel's interim chief commercial officer Lisa Coulson added: 'The removal of EU tariffs on British-made steel is a significant boost to our business. The EU is an important market to us, particularly for the products our highly skilled colleagues manufacture. 'We are delighted we will be able to provide the high-quality products our loyal and supportive EU customers require tariff-free and thank the UK Government for delivering this agreement. We now look to the future with even greater optimism as we focus on building stronger futures for our customers.' British Steel opted not to comment when asked about the importance or status of ongoing discussions around a deal with the US.

Judge keen to ensure trial of Jeffrey Donaldson and his wife not delayed again
A judge has stressed that the trial of former DUP leader Sir Jeffrey Donaldson and his wife Lady Eleanor Donaldson should not be delayed again. The couple both face charges relating to alleged historical sex offences. The trial had previously been due to start in March, but was delayed because of Eleanor Donaldson's ill health. A new trial date has been set for November 3. The case was mentioned briefly at Belfast Crown Court on Friday morning for an update on an assessment over whether Eleanor Donaldson is currently fit to stand trial. Ian Turkington KC, who represents Eleanor Donaldson, said his client was examined by a consultant psychiatrist on July 18. 'We have been told we can expect a report, hopefully this Monday,' he said. 'That being so, I've indicated that if there is an intention to serve any report, it'll be done within seven days of our receipt of the report, assuming it is Monday.' The prosecution also intend to instruct a doctor to examine Eleanor Donaldson. Judge Paul Ramsey put to Mr Turkington that this depends what is in the report, and expressed that he is keen to ensure the trial date is not interfered with. It was agreed the case would be mentioned on September 11 at Newry Crown Court for an update. The judge said it would not be necessary for defendants to attend on that date. Jeffrey Donaldson, 62, who did not attend the hearing in Belfast on Friday, has pleaded not guilty to 18 alleged offences. The charges include one count of rape as well as allegations of indecent assault and gross indecency. These alleged incidents span a time period between 1985 and 2008, and there are two alleged victims. Eleanor Donaldson, 59, of Dublinhill Road, Dromore, who also did not attend court, is facing charges of aiding and abetting, which she denies. Jeffrey Donaldson, the long-standing MP for Lagan Valley was arrested and charged at the end of March last year. He resigned as DUP leader and was suspended from the party after the allegations emerged. Weeks before his arrest, he had led the DUP back into Stormont after a two-year boycott of the powersharing institutions.
