
Metro Line 5 rod accident makes Bombay high court urge swift implementation of construction safety measures suggested by committee it appointed in 2023
A division bench of Justices Girish Kulkarni and Arif Doctor said an expert committee was appointed and suggested measures for construction sites. Had these been implemented expeditiously by all public bodies, the recent iron rod incident could have been avoided.
"The measures are in the larger public interest and thus expeditious action is required," said the high court, placing the matter of a 2023 petition filed by Lokhandwala Residency Towers CHS on the issue of public safety for urgent hearing next Tuesday.

"Our concern would now be whether appropriate measures, which were required to be taken in respect of high-rise constructions using such cranes or such construction being vulnerable to public safety, are being strictly adhered to. Such concern of the court as of today is resurrected in view of the recent incident of an accident on the Thane-Bhiwandi-Kalyan Metro Line, in respect of which an iron rod fell from the bridge under construction, piercing the head of an autorickshaw passenger, as reported in the Times of India dated Aug 5, 2025, Mumbai edition," the high court said.

"If appropriate guidelines, as made in the report of the committee, were to be circulated by the urban development department and reach all the municipal corporations/public authorities, and if the same were to be implemented, the plight possibly would have been different. As we see from the photograph and newspaper report, all these construction sites would show that below construction sites, free access to the public and traffic is permitted without adequate precautions being taken to safeguard human lives by taking suitable measures to prevent objects from falling from such construction being undertaken at a considerable height," the high court said.
The high court called for the state urban development department to participate at the next hearing and said it intends for the BMC to place on record the guidelines submitted by the expert committee so that the state govt can consider them and ensure they are forwarded to all municipal bodies across the state for implementation.
The high court, in March 2023—Justice Kulkarni was on the bench when appointing the committee—expressed serious concerns over accidents caused by objects falling from suspended cranes at construction sites at public places, which the person on the ground may ordinarily not notice. It also expressed hope that none of the high-rise constructions in Mumbai should make people vulnerable and prone to such accidents where innocents get injured or lose their lives.

Mangolpuri tree felling: NGT holds Delhi Police accountable, orders compensatory plantation
New Delhi: National Green Tribunal (NGT) has directed Delhi Police to carry out and maintain compensatory plantation for the illegal felling of a peepal tree and unauthorised pruning of two neem trees in the Mangolpuri area. Police have also been instructed to ensure the survival of the saplings for at least five years. The order follows a complaint filed by a local resident, alleging tree damage during renovation work at the Mangolpuri police station complex, carried out through a private contractor. A bench headed by NGT chairperson Justice Prakash Shrivastava had earlier, in March 2024, directed Delhi Forest Department to inspect the site. In its affidavit filed in March 2025, the department confirmed violations under the Delhi Preservation of Trees Act (DPTA), 1994. The reply further stated that the work order for changes and repair of the broken tin shed on the premises was given to a contractor, and the labourers of the contractor pruned the trees obstructing the repair work of the tin shed without obtaining any permission. The reply also reveals that the police issued an explanation notice to the caretaker, who failed to prevent unauthorised pruning of branches of the trees. The tribunal noted that 25 saplings of peepal and pilkhan trees have since been planted as part of compensatory afforestation. In its order dated Aug 14, the NGT stated: "We are of the opinion that the requisite action under the DPTA has been taken, and the compensatory plantation has been carried out. Guj man staying illegally in UK on fake Portuguese passport deported to Mumbai
Mumbai: A man from Rajkot, Priyankrai Savalia (42), was deported to Mumbai International Airport from London on Aug 13, and handed over to the Sahar police for residing illegally in London since 2019. UK authorities discovered he had been using a Portuguese passport obtained with fake documents and a false name. Police revealed that despite being blacklisted in the UK in 2018, Savalia had returned to the country the same year after travelling to Spain. Savalia initially travelled to London in 2015 on a student visa but remained in the UK beyond the two-year visa validity. "Savalia was caught during the search operation and scanning of citizens by the London police. They deported him back in 2018 to Mumbai for overstay. Later, he came back using emergency certificate but was permanently blacklisted from the country. However, Savalia claimed he was seeking opportunity to return," said a police officer of the Sahar police station. Despite being deported in 2018, Savalia managed to fly to Germany and then to Spain. Operation Sindoor: 2 BSF personnel awarded Vir Chakra posthumously; 16 others to get gallantry medal
NEW DELHI: Two BSF martyrs will be conferred Vir Chakra and 16 other personnel, police gallantry medals for having fought shoulder-to-shoulder with the armed forces during Operation Sindoor , successfully defending sensitive border posts in Jammu and Kashmir and destroying enemy posts and their surveillance equipment in firm retaliatory action. Both the Vir Chakra awardees -- late Sub-Inspector Mohd Imteyaj and late Constable Deepak Chingakham -- will be honoured for valiantly defending the highly-sensitive border outpost Kharkola in Jammu, which is barely 200 m from the international border, against intense shelling and drone attacks by the enemy. BSF troops led by post commander Imteyaj mounted a precise and resolute retaliation, inflicting heavy damages to the counterpart post and their gun positions. During the wee hours of May 10, Imteyaj spotted rogue drones intruding over Kharkola with an intent to drop explosive payloads or guide mortar fire, and tactically moved out from the bunker and reorganised his troops to successfully neutralise an enemy drone. Constable Deepak Chigakham moved along with his 'buddy' Imteyaz. AC Srivastav, who was under probation training, fearlessly rushed towards the injured post commander and jawans and managed their evacuation. AC Alok Negi, during intense enemy fire at FDL Mukhyari from May 7 to 20, 2025, led defensive action, repositioned personnel and mortar assets and coordinated precise retaliatory strikes on key enemy posts. Constables Chowdhury and Waghmare executed relentless and accurate fire, significantly blunting enemy positions. ASI Udai Vir Singh, during a heavy assault by Pakistan on BOP Jabowal, Jammu Sector on May 10, 2025, successfully destroyed a Pakistani surveillance camera, denying real-time monitoring of BOP's and troops movement. Despite sustaining a life-threatening shrapnel wound to his upper lip from HMG fire, he refused evacuation and continued engaging the enemy, neutralising their HMG nest. SI Vyas Dev and Constable Suddi Rabha deployed in forward posts in Jammu area were detailed for replenishment of ammunition to forward troops. During this risk prone mission, an enemy 82 mortar shell exploded near them causing multiple splinter injuries to both. Dev remained conscious, stabilised himself and, along with Suddi, continued the mission. Dev's left leg had to be amputated later. Deputy commandant Ravindra Rathore and his team — Inspector Devi Lal, HC Sahib Singh and constable Kanwaraj Singh — successfully implemented an operation for the safety of a BSF Jawan whose life was in peril. During a coordinated assault by Pakistani troops on May 9-10 on BSF BOPs Karotana Khurd, Karotana Forward and Suchetgarh, BOP Karotana Khurd reported a critical shortage of AGS ammunition. ASI(GD) Rajappa B T and CT(GD) Manohar Xalxo undertook the risky mission to resupply ammunition but a mortar shell exploded near the magazine, grievously injuring Rajappa and wounding Xalxo's right hand. Still, both completed the task.
