
Europe gives Iran deadline to contain nuclear programme or see sanctions reinstated
Speaking at a meeting of his EU counterparts, the French foreign minister, Jean-Noël Barrot, said: 'France and its partners are … justified in reapplying global embargos on arms, banks and nuclear equipment that were lifted 10 years ago. Without a firm, tangible and verifiable commitment from Iran, we will do so by the end of August at the latest.'
Europeans have been largely elbowed aside from the Iranian nuclear issue by Donald Trump, who ordered the bombing of Iran's nuclear sites last month, and this intervention can be seen as an attempt to reassert Europe's influence.
The end of August deadline starts a process that could lead to an armoury of sanctions being reimposed by 15 October, giving European signatories to the 2015 nuclear deal – the UK, France and Germany – a continuing lever in negotiations with Iran. The European powers want to see the return of the UN nuclear inspectorate to Iran, in part to prevent Iran trying to reconfigure its nuclear programme after the damage inflicted by the US strikes in June.
The way in which the 2015 nuclear deal was negotiated does not allow the other signatories, China or Russia, to veto the sanctions snapback, but the European states can defer the imposition of snapback beyond October to allow time for further consultation.
The US, after leaving the nuclear deal in 2018, also cannot veto the UK or French move. The sanctions snapback would be triggered under chapter seven of the UN charter, making the reinstatement of six UN resolutions mandatory, including one that requires Iran to suspend all activities related to uranium enrichment and reprocessing, including at the research and development level.
Another reimposed resolution would require all UN member states to prevent the transfer of any items, materials or technologies that could serve these activities or Iran's missile programme.
Iranian sanctions experts claim the reinstated resolutions would not automatically halt all Iranian oil exports, cut off Iran's access to international financial systems, or cut off general trade communications. But all countries and international financial institutions would have to refrain from providing financial assistance, new commitments or preferential loans to the Iranian government, except for humanitarian and development purposes.
Abbas Araghchi, the Iranian foreign minister, said recently that the activation of snapback 'will mean the end of Europe's role in the Iranian nuclear issue and may be the darkest point in the history of Iran's relations with the three European countries, a point that may never be repaired.' He said: 'It would mark the end of Europe's role as a mediator between Iran and the US.'
He told diplomats at the weekend 'One of the big mistakes of the Europeans is that they think that the 'snapback' tool in their hands gives them the power to act on the Iranian nuclear issue, while this is a completely wrong perception. If these countries move towards snapback, they will make the resolution of the Iranian nuclear issue even more complicated and difficult.'

At least 93 Palestinians queuing for food aid have been killed, according to officials in the Hamas-run Gaza Strip, most of them reportedly shot by Israeli forces at the Zikim crossing. The UN World Food Programme reported that a convoy of 25 aid trucks entering Gaza was quickly overwhelmed by 'massive crowds of hungry civilians' – chaos that soon turned deadly as gunfire erupted. 'WFP reiterates that any violence involving civilians seeking humanitarian aid is completely unacceptable,' it said in a statement. A UN official, speaking anonymously due to media restrictions, said Israeli forces opened fire on crowds attempting to retrieve food from the aid convoy. Footage taken by UN officials and shared with the Associated Press showed scenes of Palestinian men fleeing amid the sound of automatic gunfire. 'Suddenly, tanks surrounded us and trapped us as gunshots and strikes rained down. We were trapped for around two hours,' said Ehab Al-Zei, who had been waiting for flour and said he hadn't eaten bread in 15 days. Speaking amid the chaos of bodies being carried away, he added: 'I will never go back again. Let us die of hunger, it's better.' Nafiz Al-Najjar, who was injured, said tanks and drones targeted people 'randomly' and he saw his cousin and others shot dead. The Israeli military claimed those killed posed a threat but disputed Gaza's death toll. Meanwhile, Israel issued new evacuation orders in central Gaza, raising fears of fresh offensives in areas packed with displaced people and potentially holding Israeli hostages. The Hostages Family Forum, a grassroots group representing many relatives of those held captive, criticised the new evacuation order and called on Israeli prime minister Benjamin Netanyahu and the Israeli military to clarify their objectives in central Gaza. 'Enough! The Israeli people overwhelmingly want an end to the fighting and a comprehensive agreement that will return all of the hostages,' the forum said. On Saturday night, during a weekly protest, tens of thousands marched in Tel Aviv to the branch of the US embassy, demanding an end to the war. Pope Leo XIV has strongly condemned the ongoing war in Gaza, calling out its 'barbarity' and the ' indiscriminate use of force '. The Pope decried a recent Israeli strike on Gaza's only Catholic church and appealed for 'an immediate end to the barbarity of the war and for a peaceful resolution to the conflict' at the end of the Angelus prayer at Castel Gandolfo, his summer residence near Rome. Last week, an Israeli strike on Gaza's only Catholic church killed three people and wounded 10 – including the parish priest, once a daily confidant of the late Pope Francis. Iranian lawmaker points to regional insecurity if UN sanctions are reimposed
DUBAI, July 21 (Reuters) - Iran could withhold security commitments if European states invoke a U.N. mechanism to reimpose international sanctions on the Islamic Republic, a member of Iran's parliamentary national security commission said on Monday, according to Borna news. "We have many tools in our disposition. We can withhold our commitment to security in the region, Persian Gulf and Hormuz Strait as well as other maritime areas," Abbas Moqtadaei said in reference to Tehran's potential counter-measures to the reimposition of international sanctions. He was speaking ahead of a meeting on Friday between Iranian deputy foreign ministers and British, French and German diplomats in Istanbul. The three European states, known as E3, have said they would restore international sanctions on Iran by the end of August if the country did not enter productive talks on its nuclear programme with Western powers, notably the United States. E3 countries and Iran have in recent months held inconclusive talks on Tehran's nuclear program, in parallel to indirect nuclear negotiations between Tehran and Washington. Israel's attack on Iran in June led to the suspension of such talks. "Europe is not in a position to endanger itself in the... Hormuz Strait when it is itself in political, economic and cultural conflicts with Russia, China and even the United States," Moqtadaei said in an interview with Iran's semi-official Borna news agency. Last week, Iran's foreign ministry spokesperson said Tehran would react to the three European states if they invoked the UN snapback mechanism, which expires on October 18. In a letter to the UN Secretary-General, Iranian Foreign Minister Abbas Araqchi said on Sunday that the E3 lack the legal standing to invoke the mechanism, arguing that their stance on Israeli and U.S. strikes on Iran's nuclear facilities last month made them no longer participants to a 2015 nuclear deal to which the snapback mechanism is linked. The three European countries, along with China and Russia, are the remaining parties to the nuclear pact - from which the U.S. withdrew in 2018 - that lifted sanctions on Iran in return for restrictions on its nuclear programme. In the past, Iran has used the threat of disrupting maritime transit in the Strait of Hormuz or no longer stopping Europe-bound drug trafficking as a means to push back against Western pressures on its nuclear programme.
