
What's eating Europe's food system?

Food prices have surged in recent years across the European Union. In March 2023, food-price inflation hit a record high of 15%. In Germany, consumers are paying nearly 30% more for food than they did in 2021, even though energy and production costs have declined.
Some economists have attributed this to food processors and retailers reaping windfall profits at the expense of low-income households. Meanwhile, the share of retail food prices reaching farmers keeps shrinking. German producers, for example, received just 21.7% of retail prices in 2021, and this figure continues to decline. The fall in farmers' share of bread prices is a striking example: in 1970, farmers earned 19.2% of the shelf price; by 2022, that share had plummeted to 5%.
Milk producers face similar challenges. Between 2014 and 2024, milk prices consistently failed to coverrising production costs. As a result, many farms operate at a loss and depend on subsidies to survive.
Farmers are expected to produce high-quality food while also providing – often under burdensome bureaucratic requirements – environmental, climate, and animal protection. But as value creation shifts away from producers, profits are increasingly concentrated among a few powerful processors and retailers.

Under pressure from conservative and liberal factions, the bloc's Common Agricultural Policy was rapidly stripped of environmental standards, amounting to a powerful blow against the CAP's already-fragile ecological pillar. Meanwhile, the core issue – ensuring fair prices along the value chain – has not been sufficiently addressed.
Fortunately, the issue of fair pricing in agriculture is finally gaining political traction. The EU is now revising both its Unfair Trading Practices Directive and the Common Market Organization rules. These reforms are the result of the Strategic Dialogue on the Future of EU Agriculture – a policy forum launched by European Commission President Ursula von der Leyen in 2024 – which brought together a broad coalition of stakeholders. The EU's Agriculture Commissioner Christophe Hansen has incorporated parts of its recommendations into his policy agenda.
But fixing Europe's broken food supply chain requires more than cosmetic changes. Prices must be set from the bottom up, which implies four key reforms, starting with the enforcement of contractual obligations. Dairy farmers, in particular, often deliver their products without knowing the price – an arrangement that would be unthinkable in most other sectors.
EU law already provides leeway for reform, as seen in France and Spain, where binding written contracts are mandatory. Spain even prohibits sales below production costs. In Germany, however, attempts to introduce similar measures have been blocked by the agricultural lobby and its conservative and liberal allies.
Second, contractual obligations must extend to farming cooperatives. Although founded on progressive principles, many of these cooperatives now operate like conventional large corporations, prioritizing the lowest possible purchase prices over the interests of milk producers. Yet in countries like Germany – where cooperatives account for 70% of milk processing – they remain exempt from such requirements.
Third, the rights of producer organizations must be strengthened. While dairy giants like Arla and DMK would control up to 13% of the EU's milk volume following their planned merger, current EU rules cap the market share of farmer-led producer organizations at just 4%. Despite years of intensive discussions, this imbalance persists, hindering fair negotiations.
Lastly, EU policymakers must curb market concentration in food retail. In Germany, just four retailers control 85% of the food market. The food processing sector is also highly concentrated. A 2024 report by the German Monopolies Commission warned that rising market concentration is harming both producers and consumers.
Amid these challenges, promising models are beginning to emerge. One example is Germany's recently piloted three-party contract, which is based on the French model. Instead of producers blindly delivering products to processors, who then sign separate contracts with retailers, all three parties agree in advance on suitable partners and enter into long-term agreements – typically lasting 3-5 years – with clearly defined pricing structures.
Such three-party contracts contain clauses mandating quarterly reviews to adjust for market and cost fluctuations. Beyond pricing, they address product layout, marketing strategies, and standards for animal welfare and environmental sustainability. By fostering a sense of shared responsibility, these agreements promote quality improvements and fair compensation. They also help shield producers and consumers from market volatility, create added value throughout the supply chain, and offer a foundation for best practices that can be scaled both nationally and regionally.
Given that European agriculture can remain viable only if farmers are able to cover their costs, the European Milk Board sees three-party contracts as an important step toward a fairer and more sustainable market structure. These agreements could provide income stability and planning security, benefiting all stakeholders: farmers, processors, and consumers, who currently overpay for low-cost, mass-produced food.
Fair pricing would also enhance Europe's resilience to crises, war, and climate change. Today's artificially low prices are made possible by the overexploitation of natural resources – both in Europe and globally – alongside poor animal welfare, precarious migrant labor, and the relentless financial pressure placed on farmers. With many EU farmers facing crushing debt and rising input costs, it is no surprise that under 12% are under the age of 40.
If Europe wants to feed itself in the future, it must make farming economically and ecologically sustainable – not by increasing subsidies, but by establishingfair market conditions and introducing robust sustainability standards. India accelerates EU trade deal push with three high-level meetings in five weeks
Brescia [Italy]: India is fast-tracking negotiations for a comprehensive free trade agreement with the European Union, with Commerce and Industry Minister Piyush Goyal holding three crucial meetings with EU Trade Commissioner Maros Sefcovic within just 35 days. Speaking to reporters during his two-day visit to Italy, Goyal emphasised the unprecedented pace of discussions as evidence of both sides' commitment to concluding the long-awaited trade pact. "We have held three meetings in 35 days. It shows our shared commitment to the FTA... we are trying to do it faster," Goyal said Thursday, highlighting India's determination to expedite the negotiation process. The rapid-fire diplomatic engagement included meetings on May 1 and May 23 in Brussels, followed by a third round of talks that concluded June 2 in Paris. This intensive schedule reflects the urgency both sides attach to finalising the agreement. India brings significant momentum to these talks, having recently concluded similar agreements with the four-nation European Free Trade Association (EFTA)--comprising Iceland, Liechtenstein, Norway, and Switzerland--and the United Kingdom. The current EU negotiations represent the resumption of talks that stalled for over eight years. India and the 27-member European Union bloc restarted comprehensive FTA discussions in June 2022, alongside negotiations for an investment protection agreement and a geographical indications pact. The political commitment reached its peak in February when Prime Minister Narendra Modi and European Commission President Ursula von der Leyen agreed to seal the trade deal by year-end, setting an ambitious timeline for conclusion. "We are making rapid progress on the very vibrant FTA, which would open opportunities for businesses on both sides," Goyal said, describing the potential agreement as "very strong and mutually beneficial." However, the minister acknowledged that current India-Italy bilateral trade remains "low and sub-optimal" at approximately $15 billion in goods, despite enormous untapped potential between the two economies. Italian Deputy Prime Minister and Foreign Minister Antonio Tajani echoed the sentiment for enhanced economic cooperation, describing India and Italy as "natural partners." He emphasised Italy's focus on boosting exports to India while actively seeking Indian investments in Italian markets. "Our goal is to reduce trade barriers," Tajani said, addressing broader concerns about global trade tensions. When questioned about US tariffs on steel and aluminium, he maintained that "duties are never positive" and reiterated the importance of reducing trade barriers. The accelerated pace of India-EU negotiations comes at a critical time for global trade relationships, with both sides seeking to diversify economic partnerships and reduce dependence on other major trading blocs. Success in these talks could establish a template for India's engagement with other European partners and significantly reshape trade flows between Asia and Europe.

Businesses welcomed the UK-EU Brexit ‘reset'
Prime Minister Kier Starmer will be pleased about his catch in international diplomacy: a trade deal with the European Union, which the government hopes will boost the chances of achieving higher growth. In an agreement that hands EU boats continued rights in British seas until 2038, slashing red tape on food checks and increasing cooperation on defence and migration, businesses are getting a sense of whether this deal may be sweet – or sound all too fishy. For the opposition political parties, the Conservatives and Reform Party, the Prime Minister has utterly betrayed Britain's fishing industry. The right to control Britain's waters was a clear prize of Brexit. Yet, under this deal, British fishermen will never know what it means to manage the fisheries of an independent country. EU excess has been extended and the economic future of Britain's coastal communities has once again been sacrificed, the opposition say. Furthermore, the UK has a once-in-a-generation opportunity to sweep away the EU- originated rules that suppress innovation, productivity and growth. Yet, this deal binds Britain back into precisely those constraints on agriculture, preventing the regulatory freedom that would allow Britain to thrive as an agile, competitive economy. However, Business groups and their members have welcomed the deal, but professor Stephen Miller, director at the National Institute of Economic Social Research, said that, economically the cuts in red tape secured were not likely to put much additional cash in people's pockets. While the gains may be 'small', and despite agreements on areas such as a youth mobility scheme or defence lacking detail, industry groups are largely upbeat about the opportunities presented by EU and UK officials. The chief executive of Britain's biggest business lobby, the Confederation of British Industry, suggested the new deal was a 'leap forward' amid difficult times. 'The bleak global trading environment – from escalating geopolitical tensions to sluggish growth – has underscored the importance of deepening ties with trusted, like-minded partners,' Rain Newton-Smith said. This sentiment has been repeated by leading executives at the British Retail Consortium (BRC) and the Federation of Small Businesses (FSB) where leaders have said agreements will keep costs down and enrich British companies looking to import cheaper produce or export goods to European markets. But some elements of the trade deal were conspicuously absent. As well as the absence of progress of youth mobility, demands made by the Institute of Chartered Accountants in England and Wales (ICAEW) over the recognition of British qualifications, which are supported by other leading business groups, fell on deaf years. 'With elements not yet set in stone, there will be further effort required to ensure that what has been promised is delivered for the benefit of the UK economy, the business environment and wider business society,' said Emma Rowland, trade policy advisor at Institute of Directors (IoD). ING's James Smith suggested more negotiations on goods trade would have to be done for the OBR to raise its growth forecasts for the UK thereby easing concerns about extra tax hikes coming. 'Generally, we doubt this deal on its own will convince the OBR to change its outlook in any meaningful way,' he said.

Bulgaria hails 'remarkable day' after EU green light
SOFIA: Bulgarian Prime Minister Rossen Jeliazkov said the EU's green light on Wednesday for the Balkan country to adopt the euro next year confirmed its progress. "A remarkable day. The EU gave the green light on Wednesday for Bulgaria to adopt the euro on January 1, 2026, putting the Balkan country on course to become the 21st member of the single currency area. The European Commission said Bulgaria had fulfilled the strict criteria "intended to ensure that a country is ready to adopt the euro and that its economy is sufficiently prepared to do so". About 1,000 people demonstrated on Wednesday in front of the National Assembly building in the centre of Sofia, holding signs that read "Preserve the Bulgarian lev," "No to the euro," and "The future belongs to sovereign states."
