Govt identifies 10 highway segments for zero-emission truck movement

India has identified 10 high-impact highway segments where only
zero-emission trucks
(ZETs) will be used for
freight movement
in the near future, as part of the country's broader goal to decarbonise the logistics sector, reduce air pollution, enhance energy security, and achieve the long-term climate target of 'net zero' by 2070.
These priority corridors, list of which was released by the office of the principal scientific adviser (PSA) to the govt early this month, will be used as pilots for early ZET deployment, laying the groundwork for a dedicated national infrastructure network focusing on
electric and hydrogen-based fuel
technologies across all highways in the country in due course.
Despite comprising only 3per cent of all vehicles, trucks are responsible for more than one-third of transport-related carbon dioxide (CO2) emissions in the country. This is particularly concerning given that road transportation accounts for a staggering 71per cent of overall freight movement in India.
According to
Niti Aayog estimates
, the number of trucks will be increased by more than four times - from four million in 2022 to around 17 million - by 2050. It is, therefore, important to move fast towards ZET deployment for long-term benefits and that's why the office of the PSA has undertaken the initiative to identify the top corridors for initial deployment of such trucks in India.
"These (10) corridors serve not only as the best candidates for ZET pilots, but as blueprints for the future of freight movement," said Ajay K Sood, PSA, in his foreword to the 56-page report on India's priority corridors for Zero-Emission Trucking. He said, "The adoption of ZET in India will play a crucial role in decarbonising the logistics sector, improving public health, enhancing energy independence, and showcasing the country's leadership in the global transition to a net-zero future."
"Establishing ZET corridors can help ensure the use of truck and infrastructure assets, demonstrate ZET operational and financial feasibility, help manage risks and lower costs, and unlock private capital for ZET projects," said the report.
Efforts are already under way to kick-start ZET adoption in India as the central govt has allocated 500 crore for the purchase of such trucks under the
Prime Minister Electric Drive Revolution
in Innovative Vehicle Enhancement (PM E-DRIVE) scheme.
The top 10 corridors were identified through a three-phase process: quantitative and qualitative assessment of an initial list of 230 corridors using parameters such as toll traffic data and mapping of supply/demand centres, stakeholder consultations and detailed field research.
Other factors such as high freight traffic, industrial activity, availability of ancillary services, grid infrastructure readiness, corridor length relative to battery range, and strategic stakeholder inputs for commercial and business viability were also taken into account while finalising the corridors.

New Delhi: The government on Tuesday sought to allay concerns over the 20% ethanol-blended petrol (E20) hurting mileage and damaging vehicle engines, saying that the fuel in fact gave better acceleration and improved ride quality. In a statement, the Union ministry of petroleum and natural gas said that vehicle owners do not find any issue related to drivability, metal compatibility and plastic compatibility while using E20 petrol. The ministry also rejected suggestions that E20 causes a 'drastic' reduction in fuel efficiency as "misplaced". "The use of E20 gives better acceleration, better ride quality and most importantly, lowered carbon emissions by approximately 30% as compared to E10 fuel. Ethanol's higher-octane number (108.5 compared to petrol's 84.4) makes Ethanol-blended fuels a valuable alternative for higher-octane requirements that is crucial for modern high-compression engines. Vehicles tuned for E20 deliver better acceleration, which is a very important factor in city driving conditions," the ministry said. Citing Brazil's experience with ethanol-blended fuel, it said that the south American nation has been successfully running on E27 for years with zero issues. The same automakers such as Toyota, Honda, Hyundai among others produce vehicles there too, the ministry said, adding that safety standards for E20 are well established through Bureau of Indian Standards specifications and Automotive Industry Standards. "In most parameters including drivability, startability, metal compatibility, plastic compatibility, there are no issues. Only in case of certain older vehicles, some rubber parts and gaskets may require replacement earlier than in case non-blended fuel was used. This replacement is inexpensive and can be easily managed during routine servicing. It may need to be done once in the lifetime of vehicle and is a simple process to be carried out at any authorized workshop," it said. Users have also complained, citing a NITI Aayog report, that ethanol-blended petrol should be cheaper than non-blended fuel, and that this cost advantage has not been passed on to the customers. The ministry said that in 2020-21, when the report of NITI Aayog was prepared, ethanol was cheaper than petrol. Over time, procurement price of ethanol has increased and now the weighted average price of ethanol is higher than the cost of refined petrol, the ministry said. "Currently, the average procurement cost of ethanol for Ethanol Supply Year 2024-25, as on 31.07.2025, is ₹ 71.32 per litre, inclusive of transportation and GST. For producing E20, OMCs (oil marketing companies) blend 20% of this procured ethanol with Motor Spirit (MS). Price of C-heavy molasses-based ethanol increased from ₹ 46.66 (ESY 2021-22) to ₹ 57.97 (ESY 2024-25)," the ministry said. "Price of Maize-based ethanol increased from ₹ 52.92 to ₹ 71.86 over the same period. Despite the increase in price of ethanol in comparison to petrol, the oil companies have not gone back on the ethanol blending mandate because the programme delivers on energy security, boosts farmers' incomes and environmental sustainability," it added. Describing the concerns as "totally baseless", the ministry said that usage of E20 fuel has no impact on the validity of insurance of vehicles in India. Automobile manufacturers continue to engage with vehicle owners to provide them any support that may be warranted to ensure optimum performance of vehicles, the ministry said. "For a vehicle owner, who believes that his/her vehicle may require further tuning or parts replacement, the entire network of authorized service stations are available to respond to such requests." Regarding moving beyond 20% ethanol blending, the ministry said that it would require careful calibration, for which extensive consultation are underway. This process has involved the same vehicle manufacturers that are already in Brazil as well as other manufacturers, entities involved in supply of feedstocks, R&D agencies, oil companies and ethanol producers. This process is yet to reach conclusion, it said. As per the current plan, the government is committed to using E20 petrol till October 2026. "Decisions for beyond 31.10.2026 will involve submission of the Report of the Inter Ministerial Committee, evaluation of its recommendations, stakeholder consultations and a considered decision of the government in this regard. That decision is yet to be taken," it said.

New Delhi: Amid social media chatter about the impact of 20 per cent ethanol-blended petrol on vehicles, the Oil Ministry on Tuesday stated that concerns over a drastic drop in fuel efficiency are misplaced, adding that the fuel in fact offers improved acceleration. Doping petrol with 20 per cent ethanol extracted from sugarcane or maize is a national programme aimed at cutting emissions and raising income of farmers, which is being sought to be "derailed" by some by fomenting fear and confusion, it said. In a statement, the ministry listed out the benefits from using E20 (20 per cent ethanol, 80 per cent petrol) and said using such a fuel does not impact the validity of insurance of vehicles in India. "Some seek to derail it by fomenting fear and confusion in the minds of car owners by selectively picking information and creating a false narrative that insurance companies will not cover car damage due to use of E20 fuels. This fear mongering is totally baseless and has been clarified by an insurance company whose tweet screenshot was deliberately misinterpreted to create fear and confusion. Usage of E20 fuel has no impact on the validity of insurance of vehicles in India," it said. Over the last few days, there has been a growing chatter on social media about the impact of using E20 on vehicles with some posts saying it leads to at least 7 per cent drop in fuel efficiency. "The critiques suggesting that E20 causes a 'drastic' reduction in fuel efficiency are misplaced," the ministry said. It however did not state the percentage drop in fuel efficiency. On August 4, the ministry had in a post on X said: "Ethanol, being lower in energy density than petrol, results in a marginal decrease in mileage, estimated at 1-2 per cent for four-wheelers designed for E10 and calibrated for E20, and around 3-6 per cent in others." Social media posts have pointed out that the calorific value of ethanol is 29.7 as compared to 46.4 of petrol and so the energy produced per litre is 65 per cent of petrol. E10 is petrol mixed with 10 per cent ethanol. "The efficiency drop (if any) in E10 vehicles has been marginal. For some manufacturers, vehicles have been E20 compatible from as far back as 2009. The question of any drop in fuel efficiency in such vehicles does not arise," the ministry said on Tuesday. Social media posts also cite June 2021 Niti Aayog report to state that E20/E27 in E10 cars degrades rubber/plastic, corrodes metal, harms fuel systems, cuts mileage and may led to need for part upgrades. "Vehicle mileage is influenced by a variety of factors beyond just fuel type. These include driving habits, maintenance practices such as oil changes and air filter cleanliness, tyre pressure and alignment, and even air conditioning load," it said. It said a study on life cycle emissions of ethanol done by NITI Aayog has said that greenhouse gas (GHG) emissions in case of use of sugarcane and maize based ethanol are less by 65 per cent and 50 per cent, respectively than those of petrol. "In addition to pollution reduction, there have been transformative benefits in terms of benefits to the rural economy, elimination of sugarcane arrears and improving the viability of maize cultivation in the country," it said. The statement said during the last 11 years ethanol blending in petrol by public sector oil marketing companies (OMCs) has resulted in savings/conservation of more than ₹1.44 lakh crore of foreign exchange, crude oil substitution of about 245 lakh tonnes and CO2 emission reduction of 736 lakh tonnes, the equivalent of planting 30 crore trees. At 20 per cent blending, it is expected that payment to the farmers in this year alone will be ₹40,000 crore and forex savings will be around ₹43,000 crore, it said. "Concerns related to performance and mileage being raised now were anticipated as early as 2020 by the Government and an Inter Ministerial Committee (IMC) of the NITI Aayog examined them at length," the ministry said. "The use of E-20 gives better acceleration, better ride quality and most importantly, lowered carbon emissions by approximately 30 per cent as compared to E10 fuel". Ethanol has a higher-octane number of 108.5 compared to petrol's 84.4. "Vehicles tuned for E20 deliver better acceleration which is a very important factor in city driving conditions. Additionally, ethanol's higher heat of vaporization reduces intake manifold temperatures, increasing air-fuel mixture density and boosting volumetric efficiency," it said. Previously petrol was being sold in India with Research Octane Number (RON) of 88. Today, regular petrol in India has a RON of 91 to meet the requirements of BS-VI, which aims to reduce harmful emissions. "However, this has again been improved further to RON 95 with blending of Ethanol 20, resulting in better anti knocking properties and performance," the statement said. On some concerns that ethanol-blended petrol should be cheaper than non -blended fuel and that this cost advantage has not been passed on to the customers, the ministry said when the 2020-21 report of NITI Aayog was prepared, ethanol was cheaper than petrol. "Over time, procurement prices of ethanol have increased and now the weighted average price of ethanol is higher than the cost of refined petrol." Currently, the average procurement cost of ethanol is ₹71.32 per litre, inclusive of transportation and GST, and the price of maize-based ethanol is ₹71.86. "In the meanwhile, automobile manufacturers continue to engage with vehicle owners to provide them any support that may be warranted to ensure optimum performance of vehicles. For a vehicle owner, who believes that his/her vehicle may require further tuning or parts replacement, the entire network of authorized service stations are available to respond to such requests," the statement added. The Ministry of Petroleum and Natural Gas (MoPNG) on Tuesday issued a detailed response addressing concerns raised on the impact of 20% Ethanol Blended Petrol (E-20) on mileage and vehicle life, particularly in older vehicles and customer experience. The ministry backed the usage of E20 petrol, saying that the move will not only help reduce pollution and save money on oil imports, but also will lead to better acceleration and even ride quality. While dismissing the claims that mileage was significantly hit because of E20 petrol, the MoPNG asserted that its use gives 'better acceleration, better ride quality and lowered carbon emissions by approximately 30 percent as compared to E10 fuel". 'The use of E-20 gives better acceleration, better ride quality and most importantly, lowered carbon emissions by approximately 30% as compared to E10 fuel. Ethanol's higher-octane number (approximately 108.5 compared to petrol's 84.4) makes Ethanol-blended fuels a valuable alternative for higher-octane requirements that is crucial for modern high-compression engines," the statement said. This was also backed by research studies carried out by IOCL, ARAI and SIAM," the statement mentioned. 'Extensive discussions have been carried out with the Society of Indian Automobile Manufacturers (SIAM) as well as prominent manufacturers of vehicles. The efficiency drop (if any) in E10 vehicles has been marginal. For some manufacturers, vehicles have been E20 compatible from as far back as 2009. The question of any drop in fuel efficiency in such vehicles does not arise," it added. In the detailed statement, the government further said that moving to E20 fuel is part of India's commitment to meeting its climate goals and achieving net zero emissions by 2070. 'A study on life cycle emissions of Ethanol done by NITI Aayog has said that GHG (greenhouse gas) emissions in the case of use of sugarcane and maize-based ethanol are less by 65% and 50%, respectively than those of petrol," the ministry said. The statement further highlighted how the rural economy has witnessed benefits due to the shift to E20 fuel, which the ministry claimed has increased the farmers' incomes, thereby helping curb suicides. 'More income to farmers has not only contributed to furthering their well-being but has also helped decisively tackle the challenge of suicides by farmers. It may be recalled that in areas like Vidarbha, farmer suicides were widespread a few years ago," it added. The ministry cited the example of Brazil, saying that it has been using E27 (fuel with 27 percent ethanol) for several years and has not faced any issues. It also said that many of the manufacturers, whose cars are bought and sold in India, including Toyota, Honda, and Hyundai, sell vehicles in Brazil as well. On the issue of increased wear and tear, the statement said, 'In most parameters, including drivability, startability, metal compatibility, plastic compatibility, there are no issues. Only in case of certain older vehicles, some rubber parts and gaskets may require replacement earlier than in the case non non-blended fuel. This replacement is inexpensive and can be easily managed during routine servicing. It may need to be done once in the lifetime of the vehicle and is a simple process to be carried out at any authorised workshop." The Centre also addressed another concern that this fuel should be sold at a cheaper price as compared to regular fuel. The ministry said that the 'weighted average price" of ethanol is now higher than the cost of refined petrol. 'Despite the increase in price of ethanol in comparison to petrol, the oil companies have not gone back on the ethanol blending mandate because the programme delivers on energy security, boosts farmers' incomes and environmental sustainability," it said. The ministry further assured that the insurance claims will not be impacted by the E20 switch. It further responded to apprehensions about a rapid switch to fuels consisting higher ethanol levels, saying that the process requires extensive consultation. '…the current roadmap commits the government to E-20 up to 31.10.2026. Decisions for beyond 31.10.2026 will involve submission of the Report of the Inter Ministerial Committee, evaluation of its recommendations, stakeholder consultations and a considered decision of the government in this regard.
