Finance Minister Nirmala Sitharaman inaugurates developmental projects in Ladakh
Leh (Ladakh) [India], June 15 (ANI): Union Minister for Finance and Corporate Affairs, Nirmala Sitharaman, virtually inaugurated several development projects on Sunday in Leh, Ladakh, during her four-day visit to the Union Territory.
The Ministry of Finance said this reaffirms the Government of India's commitment to inclusive growth and infrastructure development in the Union Territory of Ladakh.
The Union Finance Minister also interacted with the officials of the Union Territory administration.
On the second day of her visit, she addressed an audience during the Credit Outreach Programme in Leh and handed over sanction letters from banks to beneficiaries under various Central Government schemes.
During the Credit Outreach, loans worth ₹ 5.13 crore were disbursed to beneficiaries under different schemes, including PM MUDRA, PM Vishwakarma, PMEGP, PM Micro Food Processing Enterprises Scheme (PM FME), and Joint Liability Group (JLG) loans.
The Union minister also visited an exhibition of local handicrafts and handloom products by Self Help Groups (SHG) and Local Entrepreneurs in Leh.
Sitharaman interacted with artisans, women-led SHGs and local entrepreneurs showcasing traditional crafts, handloom textiles and sustainable innovations at their stalls.
She appreciated the entrepreneurial spirit and creativity of the artisans, highlighting their role in preserving cultural heritage and boosting rural livelihoods in the Union Territory.
Minister Sitharaman interacted with Rinchen Dolma, a PM Mudra Scheme beneficiary, during her visit to an exhibition of local handicrafts and handloom products by Self Help Groups (SHG) and Local Entrepreneurs in Leh.
"What a spectacular drive there is in her to use a government scheme and showcase what she has grown. Very well done," the FM said.
She encouraged Dolma to move into the next phase of the PM Mudra Scheme and scale up her business.
Earlier on Saturday, Finance Minister Sitharaman interacted with Ladakh Lok Sabha MP Mohmad Haneefa. Former Ladakh Lok Sabh MP Jamyang Tsering Namgyal also called on the Union Finance Minister.
A delegation of Executive Councillors of Ladakh Autonomous Hill Development Council, led by its Chairman/CEC Tashi Gyalson, called on the Union Finance Minister.
On her first day of the four-day visit, Finance Minister Sitharaman visited Leh Palace in Leh. The 17th-century palace, standing on a steep mass of sandy rock hill, dominates the city built by the revered king Singe Namgyal.
Finance Minister Sitharaman also visited the Shanti Stupa in Leh. The 14th Dalai Lama, Tenzin Gyatso, laid the foundation stone of the Ladakh Shanti Stupa on August 25, 1985 and on August 25, 1991, Thiksey Khenpo Rinpoche inaugurated it. (ANI)

She also spoke about the government's other initiatives, such as the lifting of a decade-long ban on the export and the GI tagging of Ladakh's Raktsey Karpo apricots, followed by GI tags for Ladakh's Pashmina wool, Shingskos (wood carving), and seabuckthorn products. Govt plans to amend refund provision in new Income Tax Bill, 2025
In a relief to taxpayers, the government is likely to amend the controversial refund provision in the new Income Tax (I-T) Bill, 2025, which denies refunds if the I-T return is filed after the due date, according to an official in the finance ministry. Section 433 of the new I-T Bill states a refund must be claimed by filing a return regardless of whether it is belated. In contrast, Section 263(1)(a)(ix) specifies that to qualify for a refund, the return must be filed on or before the due date, creating a contradiction. 'Experts and stakeholders have raised concern over the refund provision in the draft Bill. That was a drafting error, which will be rectified,' a government official told Business Standard. 'The provisions related to refund in the new Act will remain the same as in the current law,' the official added. Union Finance Minister Nirmala Sitharaman had introduced the new I-T Bill, 2025, on February 13. After that a select committee constituting 31 members of Parliament (MPs) was formed to examine it. In March, the Central Board of Direct Taxes (CBDT) had invited suggestions from stakeholders and they were to be forwarded to the select committee. The suggestions were aimed at enhancing clarity and reducing the compliance burden on taxpayers. According to the official, the select committee will submit its report on the first day of the monsoon session of Parliament. 'The ministry will analyse the recommendations made by the select committee, after which changes will be incorporated in the Bill,' the official added. Once passed by Parliament, the new I-T law is expected to take effect from April 1, 2026. An email sent to the ministry remained unanswered till the time of going to press. The due date for filing I-T returns varies from taxpayer to taxpayer. For most individual taxpayers, including salaried employees and Hindu undivided families (HUFs) not requiring audit, the deadline is typically July 31 of the assessment year. For businesses, professionals, and companies whose accounts are subject to tax audit, the deadline extends to October 31. A belated or revised return may be filed until December 31, though late filing may cause penalties and restrict benefits such as the carry-forward of losses. 'While the CBDT has maintained that there are no policy changes in the provisions related to refunds in the new I-T Bill, 2025, it is a fact that Section 263(1)(a)(ix) requires that returns must be filed within the due date to claim a refund,' said Vivek Jalan, partner, Tax Connect Advisory Services. 'But Section 433 requires a refund be sought only while filing a return, which makes the issue more intriguing. This would compel assessing officers to disallow refunds if the returns are delayed. In the current tax law, even when an individual submits a belated return by December 31 of the assessment year the person can still claim for a refund for any excess tax paid,' Jalan added. According to Jalan, such provisions will create hardship for taxpayers who miss the due date. The ministry, while finalising the draft I-T Bill, 2025, should tweak this provision so that there is no litigation on this, which will affect taxpayers. In the same vein, Punit Shah, partner, Dhruva Advisors, said: 'Interplay between Sections 263 and 433 has created confusion in respect of the claim of tax refunds on belated or revised tax returns. This cannot be the intention of the government and appears to be a drafting error. It would be appropriate for the government to amend the relevant provisions to allow refund claims even in the case of belated or revised tax returns.'

Wind energy at centre of India's strategy for renewable energy sector: Pralhad Joshi
Bengaluru (Karnataka) [India], June 15 (ANI): On the occasion of Global Wind Day 2025, Union Minister of New and Renewable Energy Pralhad Joshi addressed a conference of stakeholders in Bengaluru today and said that Wind Energy is at the centre of India's strategy for the renewable energy sector. Joshi said that India needs energy to become a global manufacturing hub, whether it is solar, wind, or other forms. India has achieved 51.5 GW wind capacity, 150 per cent growth in a decade and is now exporting turbines and components globally, Minister Joshi said. 'We are moving steadily towards the 100 GW wind target by 2030, including 30 GW from offshore projects, backed by strong policy reforms and a robust manufacturing ecosystem,' he added. Union Minister of State for New and Renewable Energy Shripad Yesso Naik and the Energy Minister in the Government of Karnataka, KG George, were also present on this occasion. 'Our national goals are ambitious and clear: 50 per cent of our power capacity from non-fossil fuel sources by 2030, and a net-zero India by 2070. Wind energy is central to achieving these goals. Wind energy is not a component of our renewable energy strategy, but it is at the heart of it and at the centre of Atma Nirbhar Bharat,' said the minister. Underlining the vision of Prime Minister Narendra Modi, Joshi said, 'Narendra Modi gave us a vision to have 'renewable energy for manufacturing and conventional energy for household consumption'.' India's manufacturing capacity is increasing, and it will continue to increase. PM's vision stresses upon the importance of renewable energy production, storage and usage, so that once India becomes a global manufacturing hub in near future, it should be able to fulfill the energy demands of the manufacturing sector through renewable energy sources, said the minister. India has the huge potential in the renewable energy sector as it has globally the fourth largest wind power installed capacity and iis third largest renewable energy producer. 'No one had thought that India would become the third largest manufacturer of renewable energy in 10 years, but today it is a reality,' said the minister. The minister underlined the 3 key issues for the Wind Energy sector saying, 'First, we must combine wind with solar and storage (BESS) to deliver round-the-clock power and grid stability. Second, tariffs must be competitive. A rate of Rs 3.90 per unit is too high; we must work together to reduce costs. Third, domestic manufacturing must become more efficient, not just to meet our own targets, but to boost exports.' Underlining the dedicated efforts from the Centre to unleash the potential of the renewable energy sector, Joshi said, 'The Government is backing this sector with full seriousness. This year's renewable energy budget has gone up by 53 per cent, to Rs 26,549 crore, with a large share directed to wind.' 'The transition to renewables is inevitable. States must lead this transition. Land availability and transmission delays have to be overcome. This is not the time for hesitation, it is the time for execution,' the minister added. The Minister said, ' I am happy to note that India is manufacturing wind turbines ranging from 225 kW to 5.2 MW, with 33 models being produced by 14 companies. These turbines meet our domestic needs and are also cost-competitive globally.' The Minister further added that to fully unlock national wind potential, a coordinated national push is needed. 'That is why we are focusing on 5 priorities: Expanding into new states like Madhya Pradesh,Telangana, and Odisha; Launching the offshore sector with 4 GW of leasing areas identified in Gujarat and Tamil Nadu and tenders being readied; Integrating wind into round-the-clock and firm green power strategies, through storage-linked business models; Modernising the grid, investing in AI-based forecasting to manage variable renewable energy; and Boosting local manufacturing across the entire wind value chain,' he said. Union Minister Joshi also released reports on Wind Energy Roadmap and Manufacturing Roadmap at the event. He said that the documents will serve as guiding frameworks for our journey ahead and reflect our collective ambition, strategic thinking, and commitment to building a strong and Aatmanirbhar wind energy ecosystem in India. Best performing States in terms of Wind Capacity addition were also felicitated at the event. Karnataka was first with a wind capacity addition of 1331.48 MW followed by Tamil Nadu (1136.37 MW) and Gujarat (954.76 MW). India meets a sizable portion of its energy needs through fossil fuels, and various renewable energy sources, including wind energy, are seen as an avenue to reduce dependence on conventional sources of power. Green energy for climate mitigation is not just a focus area for India; it has gained momentum globally. At COP26 held in 2021, India committed to an ambitious five-part 'Panchamrit' pledge. They included reaching 500 GW of non-fossil electricity capacity, generating half of all energy requirements from renewables, and reducing emissions by 1 billion tonnes by 2030. India as a whole also aims to reduce the emissions intensity of GDP by 45 per cent. Finally, India commits to net-zero emissions by 2070. (ANI)
