Digital safety: DoT proposes stricter cybersecurity rules; central Mobile Number Validation Platform to combat fraud

The department of telecommunications (DoT) has proposed sweeping changes to India's telecom cybersecurity framework, allowing it to mandate mobile number or identity verification through a centralised government-run platform, as part of efforts to crack down on online fraud and spoofing.

According to a draft notification of the amended Telecommunications (Telecom Cyber Security) Rules, 2024, the DoT has suggested creating a 'Mobile Number Validation' (MNV) platform that will be accessible to telecom operators and entities such as banks, financial institutions, and e-commerce companies.
As per ET, these authorised stakeholders will be allowed to verify users' mobile numbers by paying a prescribed fee.
'With a view to ensuring telecom cyber security and prevent security incidents, the Central Government shall by itself, or through an agency authorised by the Central Government, establish an MNV platform,' the DoT stated in the notification.
The government can also direct device manufacturers to assist in identifying tampered phones using duplicate IMEI numbers, and maintain a database of such compromised devices.
The platform will offer tiered pricing for verification requests that government-authorised entities can access it at Rs 1.5 per request, while all others will be charged Rs 3 per validation.
Notably, under the draft rules, the government can immediately suspend a mobile number without notice if it believes the action is necessary in the public interest. The changes also give law enforcement agencies and authorised government bodies the ability to collect transaction histories involving mobile numbers from non-telecom entities.

The draft introduces a new category called 'Telecommunication Identifier User Entities' (TIUEs), which includes all businesses and platforms that use mobile numbers to authenticate customers, such as banks verifying UPI-linked numbers.
As per news agency PTI, at least one major bank has already begun piloting the MNV system, flagging numbers involved in fraudulent transactions for 90-day deactivation. Once the period ends, the number's history is deleted to prevent issues for future users.
The new cybersecurity rules have triggered debate over their broader implications. While experts recognise the importance of enhanced protection, they also point to potential challenges.
'The proposed Telecom Cybersecurity Amendment Rules 2025 represent a strong policy move toward securing India's digital infrastructure,' said Tarun Wig, co-founder and CEO at Innefu Labs, as quoted by ET.
However, he warned of 'potential friction around data privacy, integration complexity, and the cost of compliance, especially for smaller digital platforms and startups.'
Wig added, 'Operationalising such a system at scale while ensuring minimal disruption and maximum data protection will be a key challenge.'
The DoT has invited public comments on the draft rules within 30 days of publication.

The Institute of Chartered Accountants of India (ICAI) will enforce from April 2026 its new guidelines on allowing a partner of an accounting firm to take up a maximum of 60 tax audits in a year, its president Charanjot Singh Nanda said on Friday. As per extant guidelines, while a single chartered accountant operating on their own can undertake up to 60 tax audits in a fiscal year, a partnership firm, as a whole, is allowed to conduct audits up to the combined limit of all its partners. This often results in senior partners at these firms using the quota of their junior colleagues after exhausting their own limit. The new guidelines would discourage a concentration of audit assignments with only a few senior partners at accounting firms and curb any anti-competitive conduct, Nanda had indicated to ET earlier this month. The ICAI, Nanda said on Friday, expects the number of global capability centres (GCCs) in the country to nearly triple in the next two years to exceed 5,000, riding a boom. He was speaking at a GCC summit being hosted by the institute on June 27-28 in the national capital. This summit will also be organised in Ahmedabad, Mumbai and Hyderabad between August 2025 and February 2026. India chartered accountants will gain from the boom in GCCs, thanks to various services that they offer, Nanda said. "India is an attractive destination for GCCs," he said. Currently, about 80,000 chartered accountants (CAs) are employed at the GCCs in the country. Creating domestic 'Big Four' The institute has extended the deadline for stakeholders' comment on its draft overseas networking guidelines for domestic chartered accountant firms to July 16 from June 27. ET has reported this month that the draft guidelines will enable domestic CA firms to tie up with their global peers and set up units in the country. The idea is to facilitate the creation of large home-grown audit firms akin to the 'Big Four' by enabling domestic firms to grow big and also acquire expertise through global tie-ups. This framework, once notified, would also require local firms that are already affiliated with global accounting entities to register with the ICAI, which is empowered to issue such guidelines. Currently, there is no formal framework governing such global tie-ups. Those with foreign tie-ups were earlier required to submit certain details with the ICAI by submitting a form, which was discontinued four years ago, as a formal framework on this was sought to be introduced. At present, the Big Four—EY, Deloitte, KPMG, PwC—along with Grant Thornton and BDO dominate the Indian audit ecosystem, with their affiliates having handled assignments of 326 of the 486 Nifty-500 companies as of March 2025, according to a report.

The Andhra Pradesh government has made significant progress in implementing the Annadata Sukhibhava–PM Kisan Scheme, with 98% of e-KYC verification now completed, according to Agriculture Director S. Dilli Rao. In a statement issued on Friday, he said, 'This initiative, launched under the government's 'Super Six' priorities, is aimed at supporting farmer families across the State with an annual financial assistance of ₹20,000.' The financial package includes ₹6,000 from the Central Government under the PM-Kisan scheme, while the State Government contributes an additional ₹14,000, making a total of ₹20,000 per year. This benefit is extended to farmer families owning cultivable land, those cultivating forest lands, and landless tenant farmers belonging to OC, BC, SC, and ST communities. For landless farmers, the entire amount is being provided from the State's budget allocation. As of now, 47.77 lakh eligible farmer families have been identified based on land ownership data drawn from the Revenue Department's Webland Portal and the Forest Department's Giribhoomi Portal, with data updated until May 2025. This information was verified at the village level through the Annadata Sukhibhava portal and further validated at the State-level. The e-KYC process was carried out through Rythu Seva Kendras, and nearly all beneficiaries have completed it, with only about 61,000 farmers still pending. Mr. Dilli Rao also clarified that farmers owning D-patta lands, assigned lands, and inam lands are eligible to receive benefits under the scheme. However, those whose records have not been verified are advised to consult their local Revenue Officers to resolve issues such as land ownership disputes, Aadhaar mismatches or incorrect linkages, accounts associated with deceased persons, and notional or dummy accounts. To assist such farmers, a grievance redressal module is being developed and will be made available shortly. For landless tenant farmers from the OC, BC, SC and ST communities, receiving the scheme's benefit requires obtaining a Tenant Identification Card and registering in the e-Crop system. These farmers will receive the assistance in two installments—once in October and once in January—as has been done in previous years, he said, adding the Agriculture Department is commited to ensure that no eligible farmer is left out of this ambitious welfare scheme and encouraged those with pending issues to act promptly to secure their entitlements.
