NATO to coordinate regular and large-scale arm deliveries to Ukraine. Most will be bought from US
Two deliveries are expected this month. The equipment that will be provided is based on Ukraine's priority needs on the battlefield. NATO allies then locate the weapons and ammunition and send them on.
'Packages will be prepared rapidly and issued on a regular basis,' NATO said late Monday
Air defense systems are in greatest need. The United Nations has said that Russia's relentless pounding of urban areas behind the front line has killed more than 12,000 Ukrainian civilians.
Russia's bigger army is also making slow but costly progress along the 1,000-kilometer (620-mile) front line. Currently, it is waging an operation to take the eastern city of Pokrovsk, a logistical hub whose fall could allow it to drive deeper into Ukraine.
European allies and Canada are buying most of the equipment they plan to send from the United States, which has greater stocks of ready military materiel, as well as more effective weapons. The Trump administration is not giving any arms to Ukraine.
The new deliveries will come on top of other pledges of military equipment.
The Kiel Institute, which tracks support to Ukraine, estimates that as of June, European countries had provided 72 billion euros ($83 billion) worth of military aid since the start of Russia's full-scale invasion in February 2022, compared to $65 billion in U.S. aid.
Dutch Defense Minister Ruben Brekelmans said that 'American air defense systems and munitions, in particular, are crucial for Ukraine to defend itself.' Announcing the deliveries Monday, he said Russia's attacks are 'pure terror, intended to break Ukraine.'
Germany said Friday that it will deliver two more Patriot air defense systems to Ukraine in the coming days. It agreed to the move after securing assurances that the U.S. will prioritize the delivery of new Patriots to Germany to backfill its stocks. These weapon systems are only made in the U.S.

Kosovo veterans rally against an EU-backed court prosecuting their former independence fighters
PRISTINA, Kosovo (AP) — Kosovo war veterans held a protest Thursday against a European Union-backed court prosecuting their former fighters who waged the 1998-99 war for independence from Serbia, claiming the tribunal is biased and unjust. Thousands gathered in Kosovo's capital of Pristina, at the main Scanderbeg Square, to chant in support of arrested former leaders of the Kosovo Liberation Army, or KLA — a Kosovo Albanian guerrilla group that led the pro-independence fight. The protest was organized by the veterans association known as OVL-UCK under the motto: 'Together against injustice. KLA is glory, not indictment. Today KLA, tomorrow our whole history.' No violence was reported. 'They are heroes,' read one poster, with the names of the four KLA leaders facing trial at the EU-backed Kosovo Specialist Chambers court, based in The Hague, Netherlands. 'The special court is deforming our history, it is showing injustice toward those who fought for human freedom and dignity,' said Hysni Gucati, head of the veterans' organization. Since 2020, four top KLA leaders have been in custody by the court — Kosovo's former President Hashim Thaci, former Parliament Speakers Kadri Veseli and Jakup Krasniqi, and ex-lawmaker Rexhep Selimi. They face charges that include murder, torture and persecution of civilians during and after the war. The court and an associated prosecutor's office were created after a 2011 report by the Council of Europe, a human rights body, that included allegations that KLA fighters trafficked human organs taken from prisoners and killed Serbs and fellow ethnic Albanians. The organ harvesting allegations haven't been included in indictments issued by the court. Two other former KLA members have already been sentenced by The Hague court, including Pjetër Shala. Also, Gucati, and another official of the organization have been convicted by the court in the Netherlands of witness intimidation and obstructing justice. Some 11,400 people, mostly ethnic Albanians, died during the war, before a NATO bombing campaign forced Serbia to pull its troops out of Kosovo and to cede control of its former province to the United Nations and NATO. Kosovo declared its independence from Serbia in 2008, which was recognized by the United States and most of the West, but not by Serbia or its allies Russia and China. Tensions between Kosovo and Serbia remain high.

Israel's Cabinet to Decide on ‘Complete Conquest' of Gaza
Israel's security cabinet is meeting to decide on a military plan for the 'complete conquest' of Gaza, a move that, if approved, would mark a significant escalation in the war and risk deepening the humanitarian crisis. The plan, presented by Prime Minister Benjamin Netanyahu, is understood to outline a four- to five-month ground campaign beginning with an offensive into Gaza City, the enclave's most densely populated area. Parts of the city remain outside Israeli military control and have not been placed under evacuation orders, according to the United Nations. The proposed offensive could displace up to one million Palestinians toward the already overcrowded southern region of the Strip. Speaking to Fox News ahead of the cabinet meeting, Netanyahu confirmed Israel's intention to occupy the entirety of Gaza, saying the move is necessary to ensure Israeli security and eliminate Hamas control. 'We don't want to keep it… we want to hand it over to Arab forces that will govern it properly without threatening us. That's not possible with Hamas,' he said Thursday. Read More: The Tragedy Unfolding in Gaza The proposal has drawn sharp criticism from within Israel's military leadership. IDF Chief of Staff Eyal Zamir has reportedly warned that 'occupying the Strip would put Israel in a black hole,' thereby entangling the nation in a protracted and costly engagement and further endangering the lives of the hostages still held in Gaza. 'We will continue to express our positions without fear, in a substantive, independent, and professional manner,' he was quoted as telling senior military officials ahead of the cabinet meeting. In a video released over the weekend, Nadav Argaman, the former head of Israeli security agency Shin Bet, said: 'The direction the government is currently heading to [is] an extremist, fundamentalist world view… it has taken us all hostage.' As the debate over the plan unfolded, several families of hostages still held in Gaza staged a maritime protest, sailing toward the coastal waters off the Strip Thursday in an effort to pressure the government to prioritize hostage negotiations. Among them was Yehuda Cohen, whose son Nimrod is being held captive in Gaza. 'We need all international assistance to rescue the 50 hostages who are nearly two years held by the hand of Hamas' he told reporters during the voyage. Viki Cohen, the mother of Nimrod, had previously condemned the proposed plan to occupy Gaza as 'a death sentence for our hostages.' Read More: Former IDF Chiefs Call on Israel to End War in Gaza as Netanyahu Claims Starvation Is 'Hamas Libel' Israeli officials estimate that roughly 20 of the 50 hostages still in Gaza are alive. Netanyahu's office has argued that Hamas is unlikely to release any additional hostages without what one senior official reportedly described as Israel's 'complete surrender.' International concern over the reported plan has been mounting. U.N. Assistant General Secretary Miroslav Jenča called it 'deeply alarming' during a meeting of the U.N. Security Council on Tuesday. 'This would risk catastrophic consequences for millions of Palestinians and could further endanger the lives of the remaining hostages in Gaza,' he said, adding that only a ceasefire would bring an end to the violence. Read More: Ehud Barak: Israel Must Back Donald Trump's Deal To End the War in Gaza The humanitarian toll in Gaza continues to rise, after a U.N.-backed food security body warned last week that the 'worst case famine scenario' is unfolding. 'Mounting evidence shows that widespread starvation, malnutrition, and disease are driving a rise in hunger-related deaths,' the Integrated Food Security Phase Classification (IPC) reported on July 29. At least 197 people have now died from mass hunger, according to Gaza's Health Ministry. The Israel-Hamas war was triggered after Hamas launched a terror attack on Israel on Oct. 7, 2023, killing over 1,200 people and taking around 250 hostages. Over 61,000 Palestinians have been killed since the start of the war, according to the ministry. In the absence of independent monitoring on the ground, the ministry is the primary source for casualty data relied upon by humanitarian groups, journalists, and international bodies. Its figures do not differentiate between civilians and combatants and cannot be independently verified by TIME.
