
Showcause notices over inaction on tree felling
National Green Tribunal
(NGT) has issued showcause notices to the Delhi Pollution Control Committee (DPCC) and the Forest Department for failing to act on the illegal cutting of a fully-grown tree in a public park in DDA Market No.
3 in Y-Block, Mangolpuri, northwest Delhi.
The notices were issued after a local resident filed a plea seeking enforcement of the tribunal's earlier order from March 4, 2024. The tribunal earlier directed the tree officer and DPCC to act and submit reports. However, as no compliance was made, the NGT has now issued notices and directed the applicant to serve notice and file an affidavit of service, which involves submitting a report on the ground situation.
In the latest order dated July 1, the tribunal, led by chairperson Justice Prakash Shrivastava, stated: "The applicant is seeking action on our earlier directions regarding the illegal felling of a tree in Mangolpuri by the Horticulture Department of MCD."

The March order had instructed the tree officer to submit a report to the DPCC within four weeks. DPCC, in turn, was to act as per legal provisions and submit an action taken report to the NGT within four months.

"Forest Department was supposed to ensure the report was filed promptly and the DPCC was to take necessary action. If required, the matter would be brought back before the bench," the tribunal had earlier stated.
However, the applicant's counsel told the bench that no action has been taken so far. Acknowledging this, the tribunal said: "As no steps have been taken by the Forest Department, we are now issuing a notice to them. The applicant must serve the notice and file proof of service before the next hearing."
The NGT has now asked for an affidavit from the applicant detailing the current condition at the site.

Crime branch arrests 2 interstate drug traffickers, seizes heroin worth Rs 5 crore

Searches conducted in compliance with the NDPS Act led to recovery of 1,053 grams of heroin — 527g from Khan and 526g from Kumar. The vehicle used in the delivery was also seized. 29 foreign nationals found staying illegally in Dwarka in June
New Delhi: Delhi Police apprehended 29 illegal immigrants, including 18 Bangladeshis, from various areas of Dwarka district in June. Those detained included nationals from Ivory Coast, Nigeria, Liberia, Tanzania and Benin. The illegal immigrants were produced before the foreigners regional registration office (FRRO), which ordered their deportation. All were sent to a detention centre pending further procedures. The month-long operation involved multiple units, including the district's special staff, anti-narcotics cell and personnel from police stations in Dabri, Mohan Garden and Uttam Nagar. The teams developed intelligence for several weeks about foreign nationals illegally residing or roaming in the district. "Several of the individuals apprehended had either overstayed their visa period or entered the country without any valid documentation," said DCP (Dwarka) Ankit Singh. Among those apprehended were members of at least three families from the Kurigram district of Bangladesh. Punjab youth escapes traffickers in Colombia: Donkey route survivor speaks out; family seeks MEA help
JALANDHAR: The family of 25-year-old Balwinder Singh, a US-bound youth traversing the donkey route who escaped from the clutches of human traffickers in Colombia's jungles, has approached Rajya Sabha member Baba Balbir Singh Seechewal to help his return to India. They have provided videos of the torture meted out by the traffickers upon three other men from Punjab and Haryana. Seechewal's office has forwarded these videos to Kapurthala police, as the family submitted a complaint for action against four local agents. Balwinder had left home for the US a year ago. According to his mother Shinder Kaur and sister, residents of a Kapurthala village, the torture was filmed to extort money from the three men's families. "They also ordered Balwinder to be shot to death, but he escaped. After travelling a long distance, he reached a city and contacted us after five months," they said. Seechewal, who is in Canada at present, has taken up the issue with the ministry of external affairs and contacted the Indian embassy in Colombia, urging them to take swift action to ensure Balwinder's safe return. Shinder said Balwinder was her only son. The gang seized their passports and phones, held them in jungle camps, and continuously demanded money from their families. When payments were not made, the captives were subjected to horrific torture," Shinder and her daughter said. They said as was visible in the videos of the torture, the traffickers used plastic bags to suffocate victims, applied hot metal rods to their skin, poured melted plastic on their bodies, and inflicted cuts on their bodies using blades. From an adjacent room, Balwinder could hear the screams of the tortured victims.
