Telangana to get cow protection policy, panel formed for ‘in-depth study on establishing cow shelters': CM Revanth Reddy
Telangana will soon have a cow protection policy, Chief Minister A Revanth Reddy announced on Tuesday during a meeting with officials of the animal husbandry department.
Instructing officials to come up with a comprehensive policy to protect cows, the Chief Minister has appointed a three-member committee comprising Special Chief Secretary to Animal Husbandry Department Sabyasachi Ghosh, Principal Secretary to Endowments Department Shailaja Ramaiyar and Secretary to Agriculture Department Raghunandan Rao. The committee, according to the CM's instruction, will conduct an 'in-depth study on the establishment of cow shelters or goshalas'. The committee will also visit other states where cow protection policies are in place.
The decisions were announced after Reddy held a review of cow protection in the state. The CM said the new policy 'should focus mainly on cow protection in view of the importance of cows in our culture and the sentiments of devotees'.
Reddy has also directed officials to build four state-of-the-art cow protection centres in four locations in Telangana. In the first phase, these cow shelters will come up in areas like the famous Vemulawada Temple, where the devotees donate calves as part of the 'Kode Mokku' ritual. 'Special attention should be paid to the protection of calves donated with utmost devotion by the devotees,' Reddy said. He instructed officials to establish the centre on a sprawling 100 acres of land at Vemulawada. The shelters will also come up in Yadagirigutta, Yenkepally near Hyderabad city, and at the Animal Husbandry University.
The Chief Minister emphasised that 'the state government is ready to spend liberally for cow protection'. During the meeting, the animal husbandry officials submitted an approach paper related to the management of cow shelters to Reddy.
State Animal Husbandry Minister Vakiti Srihari, Chief Minister's Principal Secretaries V Seshadri and Srinivasa Raju, Special Chief Secretary to the Animal Husbandry Department Sabyasachi Ghosh, Principal Secretary to Endowments Shailaja Ramayyar, Agriculture Secretary Raghunandan Rao, HMDA Commissioner Sarfaraz Ahmed, Animal Husbandry Director Gopi and Ranga Reddy District Collector Narayana Reddy were present at the meeting.

Jubilee Hills by-election unlikely soon, says CEO
Hyderabad: The Chief Electoral Officer (CEO), C Sudharshan Reddy, clarified on Tuesday that a by-election for the Jubilee Hills Assembly constituency may not take place for some time, with a notification deemed unlikely within the next one or two months. Speaking to media representatives at his office in BRKR Bhavan, Reddy stated that while the Election Commission of India (ECI) has already issued notifications for by-elections in several vacant assembly constituencies across the country, Jubilee Hills is not currently on that list. He explained that following the receipt of a Gazette notification from the Assembly, informing them of the sitting MLA Maganti Gopinath's death, the information was promptly forwarded to the ECI. "It is up to the ECI to make a decision on conducting a by-election. By-elections have been announced in three to four other states. However, we may not have a by-election at this juncture," said Sudharshan Reddy. The CEO further announced that the ECI has launched 21 new initiatives aimed at strengthening the electoral process and enhancing voter facilitation. These include measures such as reducing the maximum number of voters per polling station from 1,500 to 1,200 for a smoother voting experience, and increasing the number of polling stations, particularly in densely populated residential areas like high rises and gated communities. To improve accessibility, polling stations are now to be located within two kilometres of voters' residences. New conveniences include mobile phone deposit facilities outside polling stations for voter convenience, and a reduced campaign booth distance from polling stations from 200 metres to 100 metres. Among the technological advancements, the ECI has launched ECINET, a unified digital platform integrating over 40 ECI applications and websites. Voter roll integrity will be enhanced through integration with the Registrar General's death records to promptly remove deceased voters. A nationwide duplicate EPIC (Voter ID) resolution initiative is also underway to ensure unique voter identification.

"The new policy should focus mainly on cow protection in view of the importance of cows in our culture and the sentiments of the devotees," he said, expressing anguish over reports of the death of 39 bull calves donated by devotees to cow shelters. The CM appointed a three-member committee comprising special chief secretary (animal husbandry department) Sabyasachi Ghosh, principal secretary (endowments) Shailaja Ramaiyar and secretary (agriculture) Raghunandan Rao. The committee will conduct a study on establishment of cow shelters (Goshalas) and will also visit other states to understand cow protection policies. Apart from the cow shelter in the temple town of Vemulawada, where devotees donate cows and bull calves as part of 'Kode Mokku', other shelters will come up at Yadagirigutta, Yenkepally near Hyderabad and Telangana Veterinary University. "Special attention should be paid to protection of calves donated with devotion by the devotees," he instructed officials. "The state govt is ready to spend liberally for cow protection." During the meeting, officials submitted a paper related to management of cow shelters to the CM. Animal husbandry minister Vakiti Srihari and senior officials attended the meeting.
