DSEL allocates 3,769 RTE quota seats in first round of allotment in Karnataka

In the first round of seat allotment under the Right to Education (RTE) quota, the Department of School Education and Literacy (DSEL) has allotted as many as 3,769 seats at aided and private schools in Karnataka. This includes 531 seats for lower kindergarten (LKG).
This year, the department had considered as many as 11,096 applications for the first round of seat allocation. Those with allotted seats have been asked to report to the respective schools by June 6.
As per the data shared by the department, among the students who have been allotted seats, three are children of farmers who committed suicide, two are migrant and street children, while three are orphans.

According to a circular issued on Friday, children with benchmark disabilities are eligible to apply. The term "benchmark disability" refers to a person with not less than 40 per cent of a specified disability that needs to be certified by a government hospital as per the Rights of Persons with Disabilities (RPWD) Act, 2016. Children identified with intellectual disability, specific learning disability, autism spectrum disorder, or related categories may also be considered based on assessment or diagnostic reports, the circular stated. The age criteria for special needs applicants as of March 31, 2025 should be 3-7 years for pre-school/nursery, 4-8 years for kindergarten, and 5-9 years for class 1, as per the circular. It stated that the online module for applications will open on Monday (June 2) and the last date for submission is June 22, with a tentative computerised draw of lots scheduled for July 7. The circular reiterates that no school can demand capitation fees or donations at the time of admission, as per Right to Education (RTE) Act provisions. Any violations may result in fines up to ten times the demanded amount. Parents are also advised not to manipulate residential details to secure admission, as the computerised draw is based on location data, it added.

The Directorate of Education (DoE) has announced the second round of online admissions for children with special needs (CWSN) in private unaided schools for the 2025-26 academic session. The circular stated that under the Right to Education (RTE) Act, 3% seats within the 25% EWS/DG quota is reserved for CWSN candidates at entry-level classes (Nursery, KG, Class 1). DoE stated that parents can apply via the department's website from June 2 to 22, with the draw scheduled for July 1. A valid disability certificate from a government hospital is mandatory, though schools may provisionally admit children with assessment reports pending certification. The DoE has also relaxed the age criteria limits where Nursery applicants can be between age groups of 3–7 years, KG students between 4–8 years, and Class 1 kids between 5–9 years. According to the DoE, Aadhaar Card details of parents are required to prevent duplicate applications. The directorate also warned against fraudulent address claims, capitation fees, or forged documents, with penalties for violations. Deputy director Sushitha Biju said, 'Any school collecting capitation/donation fee from the parents shall be punishable with fine which may extend upto ten times the capitation fees.'
