Lower House approves articles of law formalising Jordanian women's commission
AMMAN — The Lower House on Wednesday approved 4 out of 13 articles of a draft law establishing the Jordanian National Commission for Women (JNCW) for the year 2024.
The decision was made during a legislative session chaired by Lower House Speaker Ahmad Safadi, and attended by Prime Minister Jafar Hassan and Cabinet members, according to the Jordan News Agency, Petra.
Minister of Political and Parliamentary Affairs Abdul Moneim Odat said that the draft law aims to grant the commission a legal foundation, formalising its status after operating under a Cabinet decision since 1992, adding that the legislation recognises the JNCW's role in shaping national strategies to empower women across political, economic and social domains.
Debate during the session focused primarily on Article 4, which outlines the commission's objectives, including promoting women's rights, combating discrimination and enhancing women's participation in national development. Lawmakers rejected several recommendations by the Joint Parliamentary Committee and voted to retain key provisions related to protecting women from violence.
Minister of State Ahmad Abbadi noted that the law does not create a new public institution but instead formalises the legal standing of an existing civil body. He noted that referring to the legislation as a "women's affairs law" would have introduced legal complications, stressing the commission's consultative role.
Several MPs expressed support for the law, describing it as consistent with national values and reflective of Jordan's commitment to empowering women within cultural and religious frameworks.
Lawmakers also agreed to update the title of the law to reflect the year 2025. The law will come into force 30 days after its publication in the Official Gazette.

She praised the government measures for developing the football system, emphasizing that exempting revenues from sponsorship, broadcasting rights, and ticket sales from taxation will provide the association and clubs with a strong incentive to enhance their financial resources, making the sector more attractive for sports investment. Nassar added that the tax exemptions, the doubling of the budget starting next year, and support for youth centers constitute strategic steps reflecting the government's belief in the importance of sports and its role in enhancing Jordan's international presence. These measures will also help sustain the association's activities and expand talent development programs across all governorates. She concluded by affirming that the government's continuous support serves as a major motivation to continue working diligently to achieve further accomplishments that raise the nation's flag in international arenas.

Prime Minister Jafar Hassan has instructed the retrieval of three draft laws from the Lower House of Parliament in preparation for consultations with relevant sectors on the executive program of the Economic Modernization Vision for the next three years. اضافة اعلان The drafts include the Building and Land Tax Law of 2025, the Social Security Law of 2024, and the Amendment to the Mediation Law for Settlement of Civil Disputes of 2019. The review of the Building and Land Tax Law aims to clarify and simplify its provisions, eliminate ambiguities, and ensure alignment with legislative and technical developments. The revisions reaffirm that no new fees or taxes will be introduced, while updating certain regulations to facilitate citizens' access to justice. The current law has been in effect for 71 years. The Social Security Law is being revisited in coordination with the upcoming results of an actuarial study mandated every three years to assess the institution's financial status. Amendments to the draft law will reflect the findings of this study to maintain fiscal sustainability. The draft law on mediation for the settlement of civil disputes, originally submitted in 2019, is being updated to reflect practical developments in dispute resolution. The amendments aim to increase amicable settlements, promote private mediation, and support the objectives of the 2022-2026 Justice Sector Strategy, launched in partnership between the Ministry of Justice and the Judicial Council to strengthen judicial mediation mechanisms.

Cabinet approves tax exemptions for JFA, incentives for green hydrogen projects
AMMAN – The Cabinet has decided to exempt the Jordan Football Association (JFA) from sales tax on its revenues generated from sponsorship and marketing contracts, television broadcasting rights, and ticket sales. The exemptions were approved during a session on Wednesday, chaired by Prime Minister Jafar Hassan, according to a Prime Ministry statement. The decision follows prime minister's visit to the association in July and comes in recognition of the national team's recent historic qualification for the 2026 FIFA World Cup, the statement said. During his visit to JFA, Hassan announced that the government would double the association's budget starting next year to help it continue its achievements. He also said at the time that the government will support the expansion of youth football training centres across the Kingdom's governorates and make use of the infrastructure of youth centres to develop training programmes for football and other sports. The Cabinet also approved classifying donations to the JFA as tax-deductible and exempted individuals and entities contracted by the association from paying work permit fees, the statement said. The Cabinet also endorsed a set of investment incentives for green hydrogen projects located outside the Aqaba Special Economic Zone, as recommended by the Ministry of Investment. The new incentives include reducing income tax to 5 per cent, plus a 1 per cent national contribution, and full exemption from customs duties, import fees, and other taxes on all fixed assets and equipment, whether sourced locally or imported by project owners or contractors. The incentives also include exempting projects, companies, and contractors, main and sub, from general sales tax and any other taxes, according to the statement. The statement said that the incentives are expected to attract high-value investments, create both direct and indirect jobs, and advance Jordan's position as a regional hub for clean energy and green technologies, such as green ammonia production. The Cabinet also approved the financing agreement and memorandum of understanding related to the financial assistance provided to Jordan by the European Union, amounting to €500 million. This is part of a €3 billion financial aid package announced by the EU for Jordan earlier this year for the period 2025–2027, within the framework of the Comprehensive Strategic Partnership Agreement between Jordan and the EU, which was signed by His Majesty King Abdullah at the end of January. The aid package includes €640 million in grants, €1.4 billion in investments, and around €1 billion allocated for macroeconomic support, in recognition of the Kingdom's role and strategic partnership with the EU, the statement said. The Cabinet also approved the 2025 bylaw for the Scientific Research and Innovation Support Fund. The bylaw, the statement said, aims to provide a suitable environment for scientific research through research centres and to regulate the financial, administrative, and technical aspects related to the fund.
