Council of Oman participates in OIC Parliamentary Union's 19th session in Jakarta

Jakarta - The Council of Oman took part in the 19th session of the Conference of the Parliamentary Union of OIC Member States (PUIC), held in Jakarta, Indonesia, today.
Oman's delegation was headed by Khalid Hilal Al Ma'awali, Chairman of the Shura Council.
In his speech at the opening of the session, Al Ma'awali lauded the theme of the conference titled 'PUIC Silver Jubilee – Good Governance and Strong Institutions as Pillars of Resilience.'
This theme, Al Ma'awali said, "matches our aspirations and affirms that the progress of nations can only be built on the principles of justice, integrity and transparency. He also laid emphasis on the concept of good governance which, he observed, has become a cornerstone for progress, noting that societies are not measured by their natural resources alone, but also by their wise management of those resources through efficient and independent institutions that enjoy the confidence of society."
He stressed that parliaments play a significant role in consolidating the values ​​of justice, integrity and transparency, since parliaments are the bodies that enact laws and legislation and regulate concepts of transparency and reform.
Al Ma'awali pointed out that the Sultanate of Oman's experience in promoting good governance has always been the center of attention when devising future plans.
Through Oman Vision 2040, the government paid great attention to the principle of governance, recognizing its significance in promoting comprehensive national development.
Governance has been adopted as a fundamental principle for achieving efficiency in institutional performance and ensuring transparency and integrity in procedures, he said.
He added that Oman Vision 2040 seeks to establish an integrated system of good governance based on clear principles of accountability, justice and the rule of law, besides adopting the best administrative and technical practices that ensure the quality and sustainability of government services.
The vision also underscores the importance of involving society in decision-making and achieving a balance between economic growth and social development.
Al Ma'awali argued that, 'In the midst of our discussion of good governance and strong institutions as pillars of resilience, we must not ignore the alarming international failure to address the humanitarian tragedies, flagrant violations of international law, the absence of justice and the violation of human rights of Palestinian people, most notably in the Gaza Strip.
He added that the horrific events in the Gaza Strip revealed the absence of fair global governance and the weakness of system of international accountability. This failure, he said, leads to the continuation of the occupation, the exacerbation of suffering of the Palestinian people and the absence of hope. 'Hence, our meeting today is required to raise the voice of conscience and activate the tools of politics and law to support the rights of the brotherly Palestinian people,' he said.
The Council of Oman delegation participated in the coordination meeting of the Arab Group. The meeting discussed the hosting of the 20th session of the Union, the nomination of members of the Executive Committee and the appointment of 4 members to represent Arab councils and parliaments in the Union's standing committees.
During the meeting, it was agreed that the Sultanate of Oman and the Kingdom of Saudi Arabia would continue to represent the Arab Group within the Executive Committee. The meeting also approved the convening of the next meeting of the Executive Committee in the Islamic Republic of Mauritania.

MUSCAT: Dhofar Governorate is preparing to host its most ambitious Khareef season yet, with 100 licensed tourism establishments (hotels) ready to serve visitors over an extended 100-day period, from 21 June to 10 October. The 2025 Khareef marks a milestone not only in infrastructure but also in the duration of the season, which has been extended by nearly three weeks compared to last year's conclusion on 21 September. To accommodate growing tourist demand, the Ministry of Heritage and Tourism has inaugurated several key projects ahead of the season. These include the Dhofar Private Museum, a new 84-room three-star hotel in Mirbat, and a luxury serviced apartment complex in Salalah offering 216 rooms. A newly opened tourist information centre at Al Haffa Beach Market aims to streamline visitor services. With these additions, Dhofar now boasts over 8,000 hotel rooms after the latest opening of the 100th hotel, significantly enhancing the region's ability to cater to both domestic and international visitors during the peak monsoon months. Extended season, expanded strategy Khalid Abdullah Al Abri, Director General of Heritage and Tourism in Dhofar Governorate, emphasised the strategic importance of the Khareef season. 'This is more than a seasonal influx — it's a cornerstone of Oman's tourism calendar. Extending the season to 100 days gives us more room to welcome visitors and promote sustainable tourism,' he said. The ministry has structured the season into three distinct phases: an early period starting 21 June, a peak season from mid-July to late August, and a post-peak stretch until 10 October. This staggered approach is designed to manage crowd flow and maximise the tourism window, including during school holidays and shoulder periods. Targeted promotions and connectivity As part of its tourism growth strategy, the ministry has conducted an aggressive promotional campaign across key markets. This includes participation in Arab Travel Market 2025 in Dubai, where Dhofar Municipality unveiled this year's Khareef programme. Additional workshops and roadshows in Saudi Arabia and Kuwait highlighted Dhofar's offerings and new direct flight routes. Airlines including Flynas, Flyadeal, Kuwait Airways, and Jazeera Airways have added seasonal direct connections to Salalah Airport, greatly enhancing access from the GCC region. Al Abri noted that the ministry is particularly focused on attracting GCC families and repeat visitors, with special travel packages and school holiday-aligned promotions now in place. The extended season and new infrastructure build on the momentum of Khareef 2024, which saw 1,048,000 visitors, a 9% increase from 2023 when the arrival was 962,000 visitors. Officials are optimistic that the 2025 season will surpass this, driven by improved air connectivity, diversified offerings, and broader international visibility. Collaborations with private sector partners are also expected to play a major role in offering competitive experiences throughout the season, even during traditionally lower-traffic periods. With 100 hotels, 100 days, and a refreshed focus on sustainable growth, Khareef 2025 is poised to cement Dhofar's status as a premier regional destination for nature, culture, and monsoon magic.

Muscat: The Economic and Financial Committee of the Shura Council hosted HH Dr Adham Turki Al Said, Chairman of the Economic Committee at the Oman Chamber of Commerce and Industry (OCCI), and a number of specialists from the Chamber. The meeting was part of the Committee's ongoing study of a proposal concerning the competitiveness and attractiveness of Oman's business environment, aimed at supporting economic development efforts and enhancing the investment climate in alignment with Oman Vision 2040. The meeting took place during the Committee's 13th session of the second annual convening (2024–2025) of the Council's tenth term, chaired by Ahmed Said Al Sharqi, head of the Committee, with the attendance of other committee members. Discussions were held on the readiness of Oman's business and investment environment, and the key factors affecting its competitiveness and attractiveness. The Committee also reviewed OCCI's views on the Foreign Capital Investment Law (50/2019) post its -implementation, as well as the adequacy of current incentives and facilities provided to overcome obstacles facing investors. The meeting explored the role of the Chamber in assessing Oman's business climate, highlighting recent studies and their findings on the competitiveness and appeal of Oman as an investment destination. Key challenges were addressed, along with potential solutions and recommendations aimed at enhancing Oman's global business standing. The members stressed the importance of improving the innovation and entrepreneurship environment by supporting start-ups and facilitating their expansion into international markets. They also emphasized the need for effective international promotion of Oman's investment opportunities through organized marketing campaigns, and underlined the strategic importance of economic diversification, particularly by empowering sectors such as tourism and the digital economy.

Tender announced for Integrated Economic Zone's administrative and commercial Complex in Al Dhahirah

Muscat: The Public Authority for Special Economic Zones and Free Zones (Opaz) has officially announced a tender for the construction of an administrative and commercial complex within Al Dhahirah Integrated Economic Zone, marking the fourth package of this major development project. The authority has called upon experienced Omani-Saudi consortiums to participate through the "Esnad" electronic tendering platform, setting 26 June as the deadline for purchasing tender documents. A site visit is scheduled for 30 June, with 11 August established as the final date for bid submissions. The ambitious project encompasses the development of several key facilities including a central plaza for the economic zone, a business centre, administrative buildings, a commercial complex, along with a hotel and health centre. The scope of work extends to civil construction, electrical and mechanical works, steel structure implementation for buildings, as well as extensive external works involving internal road networks, sewage systems, water and irrigation infrastructure, and comprehensive landscaping. Spanning approximately 50,000 square metres of land, the complex will initially feature 17,000 square metres of built-up area with potential for expansion up to 38,000 square metres. Eng. Ibrahim Yousuf Al Zadjali, Project Director for Al Dhahirah Economic Zone Development, confirmed that the design incorporates smart city principles across all facilities and adheres to requirements for obtaining LEED green building certification, which will be implemented by the successful bidding consortium. Strategically located in Al Dhahirah Governorate, just 20 kilometres from the Empty Quarter border crossing between Oman and Saudi Arabia, the integrated economic zone represents a significant cross-border development initiative. The current phase involves developing 6.5 square kilometres of the zone's total 388 square kilometre area.
