
Police trace owner of car driven by 11-year-old child
South Klang police chief ACP Ramli Kasa said the police had also traced the young driver and two other children who were passengers in the car when it skidded in the incident, which occurred at about 10 am.
He said the 11-year-old child and one of the passengers, aged seven years, are siblings and cardholders of the United Nations High Commissioner for Refugees (UNHCR), while the other child is their Malaysian cousin.
"Initial investigations found that the car was (earlier) driven by the mother of two siblings from the Bandar Sultan Suleiman area, North Klang Port, to her sister's house in Telok Gong, Klang. The mother had left the children for a moment to go to the toilet.
"When the woman left to go to the toilet, the 11-year-old child took the car keys and brought the younger sibling and a cousin to go to the shop," he said in a statement today.
Ramli said the child drove for two kilometres before losing control of the vehicle when approaching the shop area, causing it to skid into a drain on the side of the road.
He said no one was injured in the incident and only minor damage was caused to the front of the car.
Police have recorded statements from the parents of the child driver and is investigatuing the case under Section 43(1) of the Road Transport Act 1987, which is for reckless driving and Section 39(1) of the same law for driving without a licence (underage), as well as the Child Act 2001 to identify any elements of child neglect. — Bernama

House arrest bill in final phase, says Home Minister
KUALA LUMPUR: The Home Ministry is in the final phase of finalising a new bill relating to house arrest as an alternative to reducing overcrowding in prisons. Home Minister Datuk Seri Saifuddin Nasution Ismail said the working papers relating to the bill have been submitted to the Cabinet and have received policy approval. "The next process is to carry out an amendment matrix and the Home Ministry has to sit with the Attorney-General's Chambers and once that is done, we will table it. The issue is the definition of shackles, one interpretation of shackles (currently) is only handcuffs (but) I tend to interpret shackles as including devices. "But because there is a mistake in terms of interpretation, then let the drafters resolve it and I promise that as soon as they resolve it, I will return to the Cabinet to seek approval in terms of amendments," he said when winding up the motion for the Annual Report and Financial Statement of the Human Rights Commission of Malaysia (Suhakam) 2023 for the Ministry of Home Affairs in the Dewan Rakyat yesterday. He admitted that there is overcrowding in prisons, with the latest number of prisoners increasing to 83,808, exceeding the original capacity of the prison which is 76,311. He said that among the causes of the congestion is remand detention where 65 to 70 per cent of the total prisoners are involved in drug-related cases under the Dangerous Drugs Act 1952 involving Section 15(1) (entering drugs into the body), Section 12(2) (possession of drugs in small quantities) and Section 33C (repeat offence). He said the implementation of house arrest with electronic monitoring is among the solutions currently being formulated to address the issue of remand detention which contributes to 35 per cent of the congestion. Regarding refugees handled by the United Nations High Commissioner for Refugees (UNHCR), Saifuddin Nasution said the Home Ministry believes there is a need for an element for check and balance on the refugee registration process carried out by UNHCR. He said that currently, the process is carried out entirely by UNHCR without the involvement of any government security agency such as the police, Immigration Department or other agencies for verification and monitoring purposes. "Their method is all by themselves, the interview, assessment and the issuance of the card. Are there government agencies to verify and cross-check? The answer is no, it is all up to UNHCR's consideration," he said. Meanwhile, Saifuddin also reminded all participants who will be joining the rally in the federal capital this Saturday to comply with the law and the security guidelines. He stressed that the government remains committed to the principle of freedom of expression, but it must be implemented responsibly and without causing any racial and religious tension. -- BERNAMA

Couple killed in Kota Belud fire

KOTA BELUD: A married couple was found burnt to death in a house fire at Kampung Sangkir, here, early Thursday. The victims were discovered in the bathroom of the single-storey house, which was completely destroyed. Kota Belud Fire and Rescue Station Chief, Assistant Fire Supt Elge Bakuk, said they received a distress call at 2.52am. 'A team of 10 firefighters, along with one fire engine and an Emergency Medical Rescue Services (EMRS) unit, was dispatched to the scene. 'Upon arrival, the house was already engulfed in flames. A sedan car, believed to be a Proton Saga, was also destroyed in the fire,' he said. After the fire was brought under control at 3.22am, firefighters discovered the charred remains of the husband and wife in the bathroom. Elge said the operation used one water line with two hoses, drawing water from the fire engine. 'The bodies were handed over to the police for further action, including a post-mortem at the Kota Belud Hospital Forensic Unit,' he added. The cause of the fire is still under investigation. The operation ended at 4.55am after ensuring the area was safe and free of other hazards. No prospecting licence issued to Farhash-linked firm, says Sabah land dept
Sabah lands and surveys department director Bernard Liew said allegations claiming that Bumi Suria Sdn Bhd had been awarded a mineral prospecting licence in Sabah are baseless. PETALING JAYA : The Sabah lands and surveys department maintains that no mineral prospecting licence had been issued to Bumi Suria Sdn Bhd, the company linked to businessman Farhash Wafa Salvador Rizal Mubarak. The department's director, Bernard Liew, said no prospecting licence was awarded to the company under the Sabah Mining Ordinance 1960 and that allegations claiming otherwise were baseless. He added that the department was the authoritative body governing mining in the Bornean state. 'Any mineral exploration activity in Sabah can only be conducted after obtaining a legitimate licence issued under Sections 6 and 8 of the Sabah Mining Ordinance. 'And this is subject to technical conditions and other relevant laws that are already in place. The department views seriously any statement made via the media that can mislead the public,' he said in a statement. MalaysiaNow previously reported that Sabah Mineral Management Sdn Bhd (SMM) had awarded Bumi Suria an exploration licence for coal mining. The report said it had been granted exclusive rights to explore and search for minerals on 70,000ha of forest reserve in Kalabakan and Gunung Rara near the Kalimantan border. In a statement to FMT, SMM CEO Natasha Sim said the state government agency was not a licence-awarding body, nor did it have jurisdiction to award or issue licences. On Monday, Farhash said his lawyers had served MalaysiaNow with a cease and desist letter, saying allegations that he owned Bumi Suria and that the company had been awarded a mineral prospecting or exploration licence in Sabah were false and defamatory. The lawyers said Farhash was merely a director and shareholder of Bumi Suria, and demanded that the article be removed from the website and all social media channels.
