North Carolina leads US in joining federal school choice program: Here's how low-income students benefit

North Carolina has become the first state in the United States to approve legislation opting into the Educational Choice for Children Act (ECCA), a federal school choice programme that offers tax credits for donations funding K–12 education scholarships.

The bill, passed by the North Carolina General Assembly, now awaits the decision of Governor Josh Stein.
The ECCA was signed into law on Independence Day as part of the federal budget reconciliation bill. It provides a 100% federal tax credit of up to $1,700 per year for individuals donating to scholarship-granting organisations. These scholarships can be used by students for tuition at private schools, special education services, tutoring, or other approved educational expenses.
First US state to opt in as others watch
With North Carolina being the first to officially opt in, other states are now facing pressure to decide whether to participate. Under the programme, participation must be authorised at the state level before scholarships can be distributed to students residing in those states.
According to the Illinois Policy, the bill in North Carolina was approved by the legislature and sent to Governor Stein, who is expected to veto the measure.
However, lawmakers believe they have the votes needed to override any veto, as reported by the Illinois Policy.
Despite being a federal initiative, the programme is structured to use private funds exclusively, as donations come from individuals or organisations, not from public education budgets. Lawmakers supporting the bill stated that claims suggesting public funds are used to support private schools are inaccurate, as quoted by the Illinois Policy.

Supporters urge Illinois to follow North Carolina
In Illinois, the state government chose not to renew its Invest in Kids tax-credit scholarship in 2023. As a result, over 15,000 low-income students lost access to private school scholarships, according to the Illinois Policy.
The ECCA would expand access by allowing scholarship eligibility to families earning up to 300% of the median income in their area. This threshold is broader than Illinois' previous programme, which was limited to families making 300% of the federal poverty level.
Scholarship recipients would be able to attend any type of K–12 school, including traditional public schools, public charter schools, private or religious schools, or be home-schooled. Funds could also be used for instructional materials, standardised test fees, college admission exam fees, dual-enrolment courses, and educational therapies for students with disabilities.
Illinois residents could still contribute to students in other states
Even if Illinois does not opt into the ECCA, residents may still donate to support students in other states that have joined the programme.
However, it remains unclear which agency in Illinois has the authority to opt into the programme. Governor J.B. Pritzker's support would be required, but he has publicly opposed similar measures in the past.
As reported by the Illinois Policy, Illinois voters had supported the Invest in Kids programme by a margin of three to one before it was ended, while the state's teachers unions contributed nearly $1.5 million to political campaigns during that time.
Academic performance of low-income students raises concerns
According to data cited by the Illinois Policy, only one in four low-income Illinois students in third through eighth grade can read at grade level. Furthermore, just one in seven is proficient in mathematics. Supporters of school choice policies have pointed to these figures as indicators of the urgent need for alternative education options for underserved families.

The mere act of not lowering the national flag after the sunset in itself is not an offence, unless there is a deliberate action with the intention of insulting the national honour or showing disrespect to the flag, the Kerala High Court has stated. It went on to quash criminal proceedings initiated against the Secretary of the Angamaly municipality by the police and the trial court for allegedly not lowering the flag at the municipal office for almost two days after the Independence Day celebration in 2015. He had been charged under the Prevention of Insults to National Honour Act, 1971 and the Flag Code of India, 2002 after the Angamaly police initiated suo motu action. A Bench of Justice Kauser Edappagath said that a mere lapse or inaction by a person in not lowering the national flag after sunset cannot be said to be an act of gross affront or indignity, or insult to the flag. The provisions of the Act of 1971 cannot be attracted unless there is a deliberate action with an intention to insult the national honour or show disrespect to the flag. The Municipal Secretary contended that the allegations against him, even if taken at their face value and accepted in their entirety, do not prima facie constitute any offence or make out a case against him.

Gangtok, Aug 5 (PTI) Sikkim Chief Secretary R Telang on Tuesday reviewed preparations for the state-level Independence Day celebrations and 'Har Ghar Tiranga' campaign, an official said. At a coordination committee meeting held at the state secretariat here, he reviewed the programme schedule for the state-level independence day celebrations to be held at Paljor stadium on August 15. The chief secretary sought the details of arrangements for national flag hoisting, parade, band performances, award distribution, illumination of government buildings, cleaning and beautification of public spaces, seating, and other related activities, the official said. Telang also sought details of the 'Har Ghar Tiranga' campaign 2025 underway in Sikkim from August 2 to August 15, which is a nationwide initiative to promote patriotism and unity by encouraging citizens to hoist the national flag at their homes, offices, and public spaces. Telang directed the district collectors to ensure the participation of schools and residents from remote areas and involve the public through competitions, quizzes, and demonstrations. He outlined a phased approach and issued instructions to departments and the Collectors for its effective implementation. Additional Deputy Commissioner P. Shivaraju presided over a meeting of officials in Mysuru on Tuesday to discuss the preparations for 79th Independence Day celebrations on August 15. While Minister in charge of the district, H.C. Mahadevappa, will hoist the national flag at 9 a.m. at Bannimantap grounds, inspect the parade, and deliver the Independence Day address, Mr. Shivaraju made it clear to the officials that all the departments involved must fulfil their responsibilities diligently and ensure the successful conduct of the programme to be organised by Mysuru district administration. The administration had formed different committees for reception, stage, parade, selection of awardees, arrangements for providing refreshments and drinking water. He instructed the officials to discharge their responsibilities efficiently. He directed officials to take up the work on printing of invitation cards, construction of stage, cultural programme arrangements, planning the parade, refreshments and drinking water supply, fire safety and ambulance services. Adequate drinking water and food should be provided to the children and staff participating in the rehearsals to be held a day prior to the event and during the Independence Day celebrations. Emphasising the need for inter-departmental co-operation, Mr. Shivaraju directed all officials to be present at the Independence Day programme. He said cultural programmes to be organised during the Independence Day celebrations should reflect Karnataka's identity. He also directed all government officials and staff to attend the special cultural evening titled 'Samskruthika Sourabha' to be organised by the Department of Kannada and Culture at Kalamandira on August 15 evening. Officials from various departments and representatives of various organisations attended the meeting.
